La iniciativa legislativa sustentada en el proyecto de Ley 2545/2021, obtuvo 85 votos a favor, dieciséis en contra y siete abstenciones. Fue exonerada de segunda votación.

El secretario de la Comisión Agraria, Idelso García Correa (APP), informó que el objeto de esta propuesta es contribuir con la mejora de la calidad nutritiva de la ración que se otorga a los beneficiarios del programa Vaso de Leche.

Para ello, en su artículo único, se modifica el artículo 4, literal 4.1, de la Ley 27470, Ley que Establece Normas Complementarias para la Ejecución del Programa del Vaso de Leche.

En ella, se establece que dicha “ración debe estar constituida por alimentos nacionales pudiendo ser prioritariamente leche fresca de vaca pasteurizada, en aquellas localidades donde sea posible su distribución en condiciones óptimas de inocuidad y calidad. (…)”.

Durante el debate, la congresista Martha Moyano Delgado (FP), dijo que este dictamen va a producir dos problemas; el primero, de orden presupuestal, es que se comprará menos leche para menos beneficiarios; segundo muchas madres no podrán refrigerar el producto. Por todo ello, agregó, muchas madres se declararon en contra de esta propuesta.

During the debate, Congresswoman Martha Moyano Delgado (FP) said that this opinion will produce two problems; the first, of a budgetary order, is that less milk will be purchased for fewer beneficiaries; second many mothers will not be able to refrigerate the product. For all these reasons, he added, many mothers declared themselves against this proposal.
