Los ministros deben acudir a la sesión convocada en cumplimiento del artículo 66 de la Ley de Presupuesto que exige a los titulares de los sectores involucrados a sustentar ante la Comisión de Presupuesto los decretos supremos que aprueban las modificaciones presupuestarias, realizadas en el segundo trimestre del año, que suman S/ 5,373 millones.
Se debe indicar, según la Contraloría, el año 2022 se realizaron 152 mil transferencias.
La ocasión permitirá a los ministros también exponer la magra ejecución presupuestal del Ejecutivo, así como las inversiones realizadas para la prevención del fenómeno de El Niño.
Se debe indicar que, según la Alerta de Ejecución Presupuestal de la Comisión de Presupuesto y Cuenta General de la República, son 3,330 inversiones, de un total de 4,804, que, a seis meses de finalizar el año, solo muestran un avance no mayor de 25%.
INVERSIÓN CON 0% DE EJECUCIÓN
De las 3,330 inversiones que suman 10 mil millones soles, se desprende que el 47% (2,270), muestran un avance de 0% de ejecución.
“Esta situación es preocupante, pues en plena crisis social y económica que enfrentamos, el Perú no puede permitirse que, por ineptitud, corrupción o incapacidad, el 69% de las inversiones se vean en grave riesgo de no ejecutarse o convertirse en más obras paralizadas. Los ministros deben responder por esta situación, cuando lo que necesitamos es inversión para mitigar el impacto social y económico de los fenómenos naturales y de la violencia social”, sostuvo el presidente de la Comisión de Presupuesto, José Luna Gálvez.
El caso más grave, dijo, se presenta en el sector Salud que, a la fecha y en plena emergencia por el incremento de víctimas del dengue, tiene 250 inversiones con ejecución menor al 25% y, de ese total, 211, con 0%.
Sin embargo, no son los únicos casos. El sector Interior, frente al incremento de violentos casos de inseguridad ciudadana, presenta 98 inversiones, con hasta 25% de ejecución, 76, con 0%, mientras Economía y Finanzas tiene 55 inversiones -33 con 0% de inversión-, de un total de 76, que muestra una ejecución menor al 25%; de ese total 33, muestran 0% de inversión.
Otro ministerio que graves problemas de ejecución de inversiones es el de la Mujer y Poblaciones Vulnerables que, de 8 inversiones, cinco tienen 0% de ejecución y uno no llega al 25%.
La Presidencia del Consejo de Ministros muestra un nivel de ejecución presupuestal de inversiones de 52.9%, pero tiene 42 inversiones al 25% de ejecución, de las cuales, 13 se encuentran al 0%. Además, en el ránking de ejecución presupuestal de inversiones, presenta un 35% de avance.
EJECUCIÓN PRESUPUESTAL
De otro lado, el presidente de la Comisión expresó su preocupación por la baja ejecución presupuestal en inversiones. Sostuvo que en último lugar se encuentra el Ministerio de Ambiente, con un 9.1% de avance; seguido de Relaciones Exteriores, 10.6%, e Interior, con 11.6% y Salud, 14.1%.
El sector Agrario y de Riego muestra una ejecución de 24% y Vivienda, 20.5%, y Transportes y Comunicaciones, el 36.7% de avance.
ACCIONES DE PREVENCIÓN
Otro tema que genera preocupación es la situación de la Autoridad Nacional del Agua (ANA), ente adscrito al Ministerio de Desarrollo Agrario y Riego, que, pese a su demostrada incapacidad para la ejecución de inversiones, como se puede verificar en el hecho de que de dos inversiones una se encuentra en menos de 1%, se le ha encargado las intervenciones de prevención por 975.8 millones de soles.
FONDO DE PREVENCIÓN
La Comisión Multisectorial del Fondo para Intervenciones ante la Ocurrencia de Desastres Naturales (Fondes) que solo ha ejecutado el 36.1% del total de presupuesto, pese a la inminencia del embate del fenómeno de El Niño.
Como se sabe, se ha autorizado para el Fondes S/ 9,637 millones de soles, de los cuales las entidades de los tres niveles de gobierno han incluido en sus presupuestos S/ 7,876 millones, en el gobierno nacional S/ 5, 076.4, en l gobierno regional S/ 2,143.2 y en los gobiernos locales, S/ 656.4 millones de soles, de los cuales vienen ejecutando el 43.3%, 24.6% y 18.3 % respectivamente.
“Es inaceptable que, a julio, se muestre tan pobre ejecución. Peor aún, los que muestran más ineficiencia en gestión son los sectores que enfrentan situaciones más críticas, como la inseguridad ciudadana o la inminencia de los desastrosos efectos del fenómeno de El Niño. Eso es algo que no podemos permitir y en esta sección demandaremos explicaciones y exigiremos medidas que permitan revertir esta situación”, sostuvo Luna Gálvez.
Recalcó que ello explica, lamentablemente, las demoras en las obras de prevención necesarias para todo el país, y así paliar los efectos de este fenómeno natural que atacará principalmente a los más pobres.
