“La transferencia tiene dos fines específicos: irradiar, a través de la PCM, el modelo asertivo y eficiente del proyecto especial hacia otras actividades del Estado, y relanzar, sobre todo, los aspectos contractuales que ve dicha entidad con el objetivo de buscar la eficiencia en la culminación de las obras públicas”, indicó el jefe del Gabinete Ministerial en conferencia de prensa.
Asimismo, el premier Alberto Otárola informó que el Consejo de Ministros aprobó el decreto supremo que declara el estado de emergencia en 259 distritos de los departamentos de Áncash, Apurímac, Arequipa, Ayacucho, Cusco, Huancavelica, Huánuco, Ica, Junín, La Libertad, Lima, Moquegua, Pasco, Puno y Tacna, por peligro inminente ante bajas temperaturas.
MEDIDAS ANTE FENÓMENO DE EL NIÑO GLOBAL
El consejo también aprobó el decreto de urgencia que facilita la intervención del Ministerio de Vivienda, Construcción y Saneamiento (MVCS) ante el peligro inminente del fenómeno de El Niño global.
Al respecto, la titular del MVCS, Hania Pérez de Cuéllar Lubienska, señaló que el dispositivo legal representa alrededor de S/322 millones que se complementan con los decretos de urgencia aprobados anteriormente y suma a los S/ 1446 millones invertidos para ejecutar acciones preventivas.
“Este decreto está abocado a resolver cuatro grandes problemas: la evacuación de aguas pluviales a través de un sistema alternativo; la distribución de agua potable, y la limpieza y descolmatación de drenes, cauces y quebradas, así como de todo el sistema de alcantarillado y evacuación de los aniegos de aguas servidas”, explicó.
LLAMADO AL DIÁLOGO
El titular de la PCM reiteró la voluntad de diálogo del Gobierno que encabeza la presidenta Dina Boluarte, con el objetivo de atender las demandas sociales de los distintos sectores que participan en las movilizaciones programadas para hoy.
“Esperamos a las personas que van a salir a marchar a dialogar con nosotros, los organismos pertinentes, los ministerios, si los reclamos son de plataforma social. El Gobierno ha demostrado en estos casi 8 meses que el diálogo ha sido nuestra línea política”, añadió.
Finalmente, el jefe del Gabinete Ministerial reafirmó el respeto a quienes participan en las movilizaciones como en las marchas por la paz. “Como Gobierno nos corresponde brindar las facilidades de seguridad a los 33 millones de peruanos”, declaró.

The council also approved the emergency decree that facilitates the intervention of the Ministry of Housing, Construction and Sanitation (MVCS) in the face of the imminent danger of the global El Niño phenomenon.
In this regard, the head of the MVCS, Hania Pérez de Cuéllar Lubienska, pointed out that the legal device represents around S/322 million, which is complemented by the previously approved emergency decrees and adds to the S/ 1,446 million invested to carry out preventive actions.
“This decree is aimed at solving four major problems: the evacuation of rainwater through an alternative system; the distribution of drinking water, and the cleaning and clearing of drains, riverbeds and streams, as well as the entire sewage system and evacuation of sewage floods”, he explained.
CALL TO DIALOGUE
The head of the PCM reiterated the desire for dialogue of the Government headed by President Dina Boluarte, with the aim of meeting the social demands of the different sectors that participate in the mobilizations scheduled for today.
“We wait for the people who are going to march to talk with us, the relevant organizations, the ministries, if the claims are from a social platform. The Government has shown in these almost 8 months that dialogue has been our political line”, he added.
Finally, the head of the Ministerial Cabinet reaffirmed respect for those who participate in mobilizations such as peace marches. “As a government, it is up to us to provide security facilities to the 33 million Peruvians,” he declared.
