En conferencia de prensa brindada en el hall de los Pasos Perdidos, Luque Ibarra emplazó públicamente al Poder Ejecutivo que a través del Ministerio de Cultura viene desarrollando una política nacional de derechos de los pueblos indígenas.

“Una política nacional que tiene que ser dialogada de manera concertada con las distintas organizaciones de pueblos indígenas, para que se puedan garantizar los derechos que se han conquistado todos estos años, como es la consulta previa, el derecho al consentimiento”, indicó.

Agregó que es un derecho que debe implicar el hecho de que “cualquier proyecto o inversión pública que se haga, se haga con pleno goce de los derechos de estas poblaciones”.

La representante cusqueña, además, llamó la atención sobre el rol que el Estado debe cumplir en lo que se refiere a dos temas puntuales en torno a estas comunidades: el referente a su educación y salud, y a la afectación del ambiente y de su territorio.

Sobre el primer punto expresó que hoy en día “nadie puede decir que los pueblos indígenas gozan de estos derechos”.

“Son precisamente los pueblos indígenas quienes no acceden a la educación intercultural, bilingüe y a una salud de calidad”, señaló. De hecho, continuó, “las cifras dramáticas de mujeres indígenas que sufren violencia sexual, son la expresión más dramática de que, precisamente, nuestras niñas y mujeres de poblaciones indígenas, son víctimas de esta violencia estructural y permanente”.

En lo que se refiere a la afectación del ambiente y de su territorio, manifestó que la presencia de metales pesados y sustancias toxicas en dichos territorios, “producto del desarrollo de actividades y economías ilegales e ilícitas, se expresa en la muerte de defensoras y defensores del ambiente”.

The representative from Cusco also drew attention to the role that the State must play in regard to two specific issues regarding these communities: the one referring to their education and health, and the impact on the environment and their territory.

On the first point, he stated that today “no one can say that indigenous peoples enjoy these rights.”

“It is precisely the indigenous peoples who do not have access to intercultural, bilingual education and quality health care,” he said. In fact, she continued, “the dramatic numbers of indigenous women who suffer sexual violence are the most dramatic expression that, precisely, our girls and women from indigenous populations are victims of this structural and permanent violence.”

Regarding the impact on the environment and its territory, it stated that the presence of heavy metals and toxic substances in said territories, “product of the development of illegal and illicit activities and economies, is expressed in the death of human rights defenders of the environment”.
