(FMV), que priorizará su lucha frontal contra la corrupción, que cuenta con un nuevo directorio y nuevos productos y bonos habitacionales dirigidos a las familias más necesitadas y vulnerables del país.

La titular del Ministerio de Vivienda, Construcción y Saneamiento (MVCS) dijo que con el relanzamiento se busca recuperar la confianza de los beneficiarios y los socios inmobiliarios, así como fortalecer la imagen de la referida entidad, comprometiéndose a trabajar de manera transparente y cumpliendo con estándares internacionales.

“Hoy se inicia una nueva etapa del Fondo MIVIVIENDA. Estamos en un nuevo presente y sobre todo con la esperanza de un nuevo futuro. El Fondo MIVIVIENDA viene a presentarse con las manos limpias y con la dignidad de trabajar por aquellos que más sufren y que hoy no tienen una vivienda digna, estamos hablando de 1.8 millones de peruanos, aproximadamente 1.5 millones a nivel urbano y 300 mil en el medio rural”, manifestó.

En la presentación, la titular del MVCS detalló los tres pilares de los cambios implementados en esta entidad adscrita al sector Vivienda, que garantizarán el acceso de viviendas de interés social a las poblaciones menos favorecidas, así como la transparencia e integridad en cada uno de sus procesos.

En esa línea, informó que el primer pilar contempla la reestructuración interna, para lo cual se ha nombrado un nuevo directorio del FMV y se ha renovado la plana gerencial bajo un enfoque de meritocracia, y mediante concursos públicos.

Dijo también que se han desarrollado nuevos productos, que se suman a los ya existentes, como el Bono Canon, que permitirá que los gobiernos regionales y locales destinen parte de los recursos que reciben por concepto del canon para destinarlo a la vivienda social, lo cual contribuirá a cerrar la brecha habitacional y dinamizar la economía local, con un potencial de S/ 5300 millones que permitirán beneficiar hasta 150 mil familias por año.

En el programa Mivivienda, se incluirá el Bono de Integración, ascendente a S/ 3500 por familia, dirigido a adultos mayores, desplazados y personas discapacitadas, que se sumará al subsidio que otorga el Bono del Buen Pagador.

PRESENTACIÓN DE NUEVOS PRODUCTOS
Mencionó que también está por cerrarse con el Ministerio de Economía y Finanzas (MEF), la posibilidad de vincular el mecanismo de obras por impuestos (OXI) para construir viviendas rurales, iniciativa en la que han mostrado interés empresas mineras y que servirá para cerrar la brecha de 300 mil viviendas que existe en las zonas rurales.

La ministra Pérez de Cuéllar refirió que otro producto que está saliendo al mercado, es el proyecto por activos, en el que el MVCS asume por primera vez un rol promotor y pone a disposición del sector privado terrenos públicos donde se pueden construir viviendas y complejos habitacionales, lo que abarata el costo. Para este año van a salir 11 proyectos de este tipo.

Señaló que un tercer pilar del relanzamiento es la innovación tecnológica, para lo cual se está creando el Registro Nacional de Vivienda Social, y se está digitalizando los expedientes.

LUCHA CONTRA LA CORRUPCIÓN
En otro momento, la titular de Pérez de Cuéllar manifestó que tras los hechos irregulares detectados en el Fondo MIVIVIENDA, se ha fortalecido su política anticorrupción, aplicando conceptos de Buen Gobierno Corporativo, que incluyen herramientas como el ISO 9001 en Sistemas de Gestión de Calidad, y el ISO 37001 en Sistemas de Gestión Antisoborno.

Asimismo, se ha implementado la Plataforma de Denuncias, la Plataforma de Transparencia, así como el Sistema de Integridad.

“A los inversionistas, a los medios de comunicación y a toda la comunidad les pido que confíen en el Fondo MIVIVIENDA. Estamos haciendo un trabajo denodado, fuerte, seguro y sin descanso para seguir cerrando esas brechas (de vivienda), de manera transparente, innovadora y cumpliendo con los estándares que nos exige FONAFE y nuestros socios financieros”, puntualizó.

Al acto de relanzamiento del Fondo MIVIVIENDA también asistieron el viceministro de Vivienda y Urbanismo, Hernán Navarro; el viceministro de Economía, Juan Pichihua; la directora ejecutiva del FONAFE, Betty Sotelo; el presidente del directorio del FMV, Francisco Carbajal; y el gerente general del FMV, Carlos Falla.

· El FMV promueve al año 50 000 viviendas con los programas sociales, generando una inversión de S/ 3500 millones. La meta es llegar en los próximos 10 años a 140 000 viviendas anuales con una inversión de S/ 9 400 millones.
