Es decir, de los 11 acuerdos contraídos, el ministerio ha cumplido siete. El resto se encuentra en proceso, por lo que se viene coordinando y brindando asistencia técnica de manera articulada.

Dichos compromisos están relacionados, principalmente, al destrabe de proyectos de agua potable y saneamiento, gestión de financiamiento y solicitud de asistencia técnica. Estos acuerdos fueron asumidos con los gobiernos regionales de Amazonas, Lambayeque, Loreto, Pasco, Puno, Tumbes y Cusco, con quienes se continuará trabajando de manera conjunta a fin de contribuir al cierre de brechas.

ACUERDOS DEL SEGUNDO CONSEJO DE ESTADO REGIONAL
En el marco del segundo Consejo de Estado Regional, el Ministerio de Vivienda, Construcción y Saneamiento (MVCS) sostuvo reuniones técnicas con los gobiernos regionales, a fin de agilizar y destrabar la ejecución de proyectos de inversión en agua y saneamiento.

Producto de estas mesas de trabajo bilaterales realizadas en el Centro de Convenciones de Lima, el sector asumió compromisos con los gobernadores regionales de Loreto, Ayacucho, Tumbes, Callao y Pasco; y con los equipos técnicos de San Martín, Puno y Huancavelica.

Entre los principales acuerdos figura el destrabe del proyecto de agua y alcantarillado en el distrito de Andrés Avelino Cáceres, en Ayacucho, cuyo expediente técnico será culminado a fines de agosto. También se brindará asistencia técnica al gobierno regional de San Martín, a fin impulsar la obra de saneamiento rural para la comunidad nativa kewchua, del distrito de Chazuta.

De la mano con el Gobierno Regional (GORE) de Tumbes, se elaborarán los términos de referencia para el inicio de los estudios del proyecto de la Planta de Tratamiento de Aguas Residuales (PTAR) Tumbes. Asimismo, el MVCS y el GORE Pasco acordaron realizar un trabajo colaborativo para la viabilidad del proyecto de agua y desagüe en cuatro comunidades nativas de Oxapampa.

Como parte de los compromisos asumidos, el sector también brindará asistencia técnica al GORE Loreto para destrabar los proyectos de agua y alcantarillado del distrito de Contamana y de Ramón Castilla (Caballococha). En tanto, en Puno, se continuará impulsando la ejecución de los proyectos integrales de agua, alcantarillado y tratamiento de aguas residuales para Juliaca y Puno.

Finalmente, el MVCS acordó firmar un convenio con el Gore Huancavelica para elaborar el expediente técnico del proyecto de agua, alcantarillado y tratamiento de aguas residuales de la provincia de Huancavelica. Y, entre los compromisos con el GORE Callao, destaca el apoyo con maquinaria pesada para trabajos de descolmatacion en el río Chillón.

Además, el sector tuvo la presencia del Programa Nacional de Vivienda Rural y el programa Techo Propio, que impulsan el “Bono Canon”, para el financiamiento de viviendas sociales con recursos del canon percibido por las mismas regiones. Este nuevo financiamiento busca que los gobiernos regionales y locales aporten a la reducción de las brechas de vivienda en sus jurisdicciones.

AGREEMENTS OF THE SECOND REGIONAL STATE COUNCIL
Within the framework of the second Regional State Council, the Ministry of Housing, Construction and Sanitation (MVCS) held technical meetings with regional governments, in order to expedite and unlock the execution of investment projects in water and sanitation.

As a result of these bilateral work tables held at the Lima Convention Center, the sector made commitments with the regional governors of Loreto, Ayacucho, Tumbes, Callao and Pasco; and with the technical teams from San Martín, Puno and Huancavelica.

Among the main agreements is the unlocking of the water and sewerage project in the district of Andrés Avelino Cáceres, in Ayacucho, whose technical file will be completed by the end of August. Technical assistance will also be provided to the regional government of San Martín, in order to promote rural sanitation work for the Kewchua native community of the Chazuta district.

Hand in hand with the Regional Government (GORE) of Tumbes, the terms of reference will be prepared for the start of the studies of the Tumbes Wastewater Treatment Plant (PTAR) project. Likewise, the MVCS and GORE Pasco agreed to carry out collaborative work for the feasibility of the water and drainage project in four native communities of Oxapampa.

As part of the commitments made, the sector will also provide technical assistance to GORE Loreto to unlock the water and sewerage projects in the Contamana and Ramón Castilla (Caballococha) districts. Meanwhile, in Puno, the execution of comprehensive water, sewerage and wastewater treatment projects for Juliaca and Puno will continue to be promoted.

Finally, the MVCS agreed to sign an agreement with Gore Huancavelica to prepare the technical file for the water, sewerage and wastewater treatment project in the province of Huancavelica. And, among the commitments with GORE Callao, the support with heavy machinery for clearing works in the Chillón river stands out.

In addition, the sector had the presence of the National Rural Housing Program and the Techo Propio program, which promote the “Bono Canon”, for the financing of social housing with resources from the canon received by the same regions. This new financing seeks regional and local governments to contribute to the reduction of housing gaps in their jurisdictions.
