Cabe indicar que, la creación de esta gerencia regional, se realizará con cargo al presupuesto institucional de cada Gobierno Regional. La propuesta fue aprobada en primera votación y la segunda votación se realizará dentro de siete días calendario.

El dictamen recaído en el Proyecto de Ley 1122/2021-CR fue sustentado por el congresista Alejandro Cavero Alva (Avanza País), presidente de la Comisión de Descentralización, Regionalización, Gobiernos Locales y Modernización de la Gestión del Estado.

Señaló que la iniciativa de creación de la Gerencia Regional de Gestión del Riesgo de Desastres permitirá una mejor coordinación intersectorial, en los distintos niveles de gobierno, en el marco de la Política Nacional de Gestión del Registro de Desastres, en coordinación con el Grupo de Trabajo de la Gestión del Riegos de Desastres y los lineamientos del ente rector del Sistema Nacional de Gestión del Riesgo de Desastres.

Asimismo, expresó que el país se caracteriza por su particular geografía y geología, la cual representa una alta vulnerabilidad física, social y económica, por ello, la implementación de esta gerencia contribuirá a la adecuada planificación del desarrollo territorial y promoverá una efectiva ocupación del territorio.

El texto sustitutorio aprobado señala que “se incorpora el numeral 6 al artículo 29 de la Ley 27867, Ley Orgánica de Gobiernos regionales y se constituye la Gerencia Regional de Gestión del Riegos de Desastres”.

“La Gerencia de Gestión del Riego de Desastres le corresponderá ejercer las funciones regionales en materia de Defensa Civil; así como organizar, supervisar, fiscalizar y ejecutar, en el ámbito de su competencia, los Procesos de la Gestión del Riesgo de Desastres, en el marco de la Política Nacional de Gestión del Riesgo de Desastres, en coordinación con el Grupo de Trabajo de la Gestión del Rego de Desastres y los lineamientos del Entre Rector del Sistema Nacional de Gestión del Riego de Desastres”.
