Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe El Ministerio de Vivienda, Construcción y Saneamiento (MVCS) presentó ante el Congreso de la República, tres propuestas legislativas que permitirán una mejor gestión en materia de agua y saneamiento, en regularización del derecho a la propiedad, y sobre la ejecución de intervenciones a través de Núcleos Ejecutores en zonas rurales.

Así lo dio a conocer el viceministro de Vivienda y Urbanismo, Hernán Navarro Franco, quien sustentó ante la Comisión de Constitución del Congreso, los proyectos de Decreto Legislativo del sector, como parte del pedido de facultades legislativas del Poder Ejecutivo ante el parlamento.

Uno de los proyectos es el del Decreto Legislativo que aprueba la nueva Ley de los servicios de agua y saneamiento, y parte por la necesidad de fortalecer a las empresas prestadoras de servicios de saneamiento (EPS) a nivel nacional, en sus gestiones administrativas, comerciales y operativas; así como acelerar la ejecución de proyectos que permitan el cierre de brechas de acceso a estos servicios básicos.

De ser aprobada, la nueva Ley permitirá mejorar la prestación de los servicios de saneamiento, integrar a los prestadores y a organizaciones sociales como las JASS, entre otros.

El segundo proyecto presentado es el Decreto Legislativo que modifica la Ley Nº 31015, Ley que autoriza la ejecución de intervenciones en infraestructura social básica, productiva y natural, mediante núcleos ejecutores.

De esta manera, se tendrá el marco legal para iniciar la ejecución de proyectos de agua y saneamiento en zonas rurales mediante la figura de Núcleos Ejecutores, es decir, con la participación directa de las familias beneficiarias, donde el MVCS tiene una cartera de 378 proyectos por S/ 1 109 millones, que permitirá llevar servicios básicos a 105 mil peruanos y peruanas en situación de vulnerabilidad.

El tercer proyecto de Decreto Legislativo es el de Regularización del derecho de propiedad, de las características físicas de los predios urbanos, de habilitaciones urbanas y de edificaciones, que busca solucionar el problema de las construcciones informales, las viviendas sin títulos de propiedad, o las que se edificaron sin licencias de habilitación urbana. El proyecto normativo busca ampliar el plazo para regularizar la edificación de viviendas hasta la actualidad y crear el bono de Regularización de Edificaciones, otorgado por única vez a familias de escasos recursos para sanear su propiedad, entre otros.

If approved, the new Law will make it possible to improve the provision of sanitation services, integrate providers and social organizations such as the JASS, among others.

The second project presented is the Legislative Decree that modifies Law Nº 31015, Law that authorizes the execution of interventions in basic, productive and natural social infrastructure, through executing nuclei.

In this way, the legal framework will be available to start the execution of water and sanitation projects in rural areas through the figure of Executing Units, that is, with the direct participation of beneficiary families, where the MVCS has a portfolio of 378 projects. for S/ 1,109 million, which will allow basic services to be provided to 105,000 Peruvian men and women in vulnerable situations.

The third project of the Legislative Decree is the Regularization of property rights, the physical characteristics of urban properties, urban qualifications and buildings, which seeks to solve the problem of informal construction, housing without property titles, or that were built without urban authorization licenses. The regulatory project seeks to extend the term to regularize the construction of homes to the present and create the Building Regularization bond, granted only once to low-income families to clean up their property, among others.
