Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe El Gobierno tendrá en la lucha contra el crimen organizado en el Perú, su Plan Boluarte, ahora población exige conocer en qué consiste dicha propuesta, y es que el presidente del Consejo de Ministros, Alberto Otárola Peñaranda, sustentó ante la Comisión de Constitución y Reglamento del Congreso de la República el proyecto de ley 5632/2023-PE, que solicita delegar al Ejecutivo la facultad de legislar en asuntos de seguridad ciudadana, gestión de riesgo de desastres, infraestructura social y meritocracia.
Con relación a la seguridad ciudadana, el jefe del Gabinete Ministerial enfatizó que el Ejecutivo está comprometido en enfrentar la criminalidad organizada a través del Plan Boluarte, el cual comprende un conjunto de medidas propuestas en la solicitud de delegación de facultades.
“El Plan Boluarte para la inseguridad ciudadana tiene tres componentes: la prevención, la lucha frontal contra el crimen organizado y el narcotráfico, y el fortalecimiento de la Policía como institución que dirige la política de seguridad”, informó el titular de la Presidencia del Consejo de Ministros.
En esa línea, el premier Otárola destacó las iniciativas legislativas referidas a regular los aplicativos que ofrecen el servicio de transporte al ciudadano; modificar la ley del tránsito en vehículos menores (motos); implementar la Central Única de Emergencia, y fortalecer el marco legal aplicable para casos de violencia contra las mujeres, de terrorismo, de espionaje y de tráfico ilícito de drogas.
Además, señaló que los decretos propuestos también consideran la reincorporación al servicio policial del personal en retiro bajo determinadas condiciones; la incorporación de la facultad para gobiernos regionales y locales de disponer de recursos a favor de la Policía, y la prevención y el combate al comercio ilegal de equipos móviles
“En materia de seguridad ciudadana, la vida de nuestros hijos está siendo truncada por un delincuente que vende un celular a 50 soles. Tenemos que cortarlo de raíz. Para ello vamos a cambiar este marco normativo y estamos seguros de que contaremos con el apoyo del Congreso de la República para implementar estas medidas”, indicó el titular de la PCM.
GESTIÓN DE RIESGOS DE DESASTRES
El presidente del Consejo de Ministros informó que la solicitud también considera normas para fortalecer el seguro agrario; la sostenibilidad de proyectos de inversión de infraestructura natural; la coordinación entre los poderes del Estado ante el riesgo de desastres, y la agilización de las contrataciones para la atención de las emergencias.
“Con el ordenamiento territorial se busca la incorporación de la gestión de riesgos de desastres en los procesos de planificación, a fin de no seguir comprometiendo la pérdida de vidas humanas, como recursos naturales y materiales”, declaró.
En materia de riesgo de desastres, el jefe del Gabinete resaltó que el Ejecutivo ha invertido a la fecha S/1514 millones y proyecta destinar, a diciembre del presente año, S/1769 millones en actividades de limpieza, descolmatación de los cauces de los ríos y quebradas, y adquisición de maquinarias y vehículos, entre otros.
“Es la primera vez en la historia que un Gobierno le ha dedicado tanto dinero y esfuerzo para la prevención de un fenómeno natural. En el Ejecutivo, nuestra meta es ejecutar el 100% del presupuesto antes de que acabe diciembre”, remarcó.
SOBRE INFRAESTRUCTURA SOCIAL Y LA CALIDAD DE LOS PROYECTOS PÚBLICOS
Respecto a la infraestructura social y la calidad de los proyectos públicos, el titular de la PCM anunció que se han propuesto decretos legislativos para regularizar el derecho de propiedad, de características físicas de los predios urbanos, de habilitaciones urbanas y edificaciones; y legislar sobre el marco de gestión y prestación de los servicios de saneamiento, a fin de dotar de agua potable.
“Esto permitirá la adquisición y préstamos de hidrojet, motobombas, camiones cisterna, así como la contratación de sus respectivos operarios”, precisó Otárola, quien además anunció que se promoverá la creación de un fideicomizo de titulización para el desarrollo de la movilidad urbana en Lima y Callao.
MERITOCRACIA EN LAS ENTIDADES PÚBLICAS
El jefe del Gabinete Ministerial añadió que la solicitud considera la facultad de legislar en materia de meritocracia, para lo cual se ha elaborado un proyecto de decreto legislativo que fomenta el ingreso de los servidores públicos al régimen del servicio civil. De esta manera se garantizarán mejores condiciones laborales para los trabajadores de las entidades públicas.
LEY DE INTERNET SEGURA Y CENTRO ESPECIALIZADO DE ASISTENCIA TÉCNICA
Con relación a las iniciativas vinculadas a la PCM, el premier Otárola destacó el pedido de facultades para promover la ley de internet segura y la creación del Centro Especializado de Asistencia Técnica (CEATPRO).
“Ante la necesidad generada por la deficiencia en la elaboración de documentos técnicos (fichas técnicas y estudios de preinversión), de los proyectos de inversión pública de los gobiernos regionales y locales, nuestra propuesta consiste en contar con un centro altamente especializado que trabaje en la elaboración de los expedientes técnicos, a fin de garantizar su financiamiento”, concluyó.
