En su presentación en la convención minera Perumin 36, el jefe del Gabinete Ministerial recordó que actualmente para el impulso de un proyecto minero se requieren hasta 43 permisos, licencias y autorizaciones, entre otros.

“Es por eso que el próximo 2 de octubre se presentará, como punto número uno de la agenda del Consejo de Ministros, la aprobación de la Ventanilla Única Digital para optimizar el proceso del Sistema de Evaluación de Impacto Ambiental”, aseguró.

Con esta medida los opinantes técnicos se integrarán para trabajar en proyectos mineros que serán priorizados por el Servicio Nacional de Certificación Ambiental para las Inversiones Sostenibles (Senace).

Durante el proceso de implementación de la VUD, el Ejecutivo ha elaborado diversas propuestas de aplicación inmediata para la simplificación administrativa en materia de procedimientos, plazos y requisitos.

El titular de la Presidencia del Consejo de Ministros (PCM) también comunicó que se mejorará el reglamento ambiental de exploración minera, con el objetivo de que las empresas tramiten en simultáneo las certificaciones y los permisos ante el Ministerio de Energía y Minas, el Ministerio de Desarrollo Agrario y Riego y la Autoridad Nacional del Agua.

“Con ello se reducirá hasta en 6 meses el plazo de evaluación, disminuirá costos de procedimientos a los administrados y generará una mayor predictibilidad en tiempos para las exploraciones”, declaró.

El premier Otárola también remarcó la importancia estimular, a través del diálogo, la participación de las comunidades locales en el desarrollo de los proyectos, a fin de garantizar su continuidad en el tiempo.

“Otro campo de acción [de la actual gestión gubernamental] es la promoción de la transparencia y el diálogo constructivo con los diversos actores involucrados, incluyendo a las comunidades locales y a las empresas mineras, para asegurar un ambiente propicio para la inversión y el desarrollo sostenible”, añadió.

AVANCES EN EL SECTOR MINERO
En otro momento, el titular de la PCM destacó el desempeño del sector minero durante el 2023, cuyos indicadores evidencian su recuperación. “De enero a agosto de este año, recibieron certificaciones ambientales 37 proyectos de exploración minera, los cuales representan un total de inversiones de más de 316 millones de dólares, monto superior en 37% respecto al obtenido durante el mismo periodo del 2022”, explicó.

Además, informó que se encuentra en evaluación los estudios ambientales de otros 37 proyectos, los cuales implican inversiones por un total aproximado de 326 millones de dólares. “Al finalizar el año se espera terminar el trámite de proyectos mineros que representan un monto de inversión de 550 millones de dólares”, manifestó.

Asimismo, el jefe del Gabinete Ministerial subrayó que la actividad minera es el principal motor de la economía nacional y del mejoramiento de la calidad de vida de todos los peruanos.

“Por eso el Gobierno los invita a seguir invirtiendo en el Perú, aprovechando las grandes oportunidades de nuestro subsuelo, un clima de negocios idóneo, con solvencia fiscal nacional, un prudente manejo económico y regulatorio que se ha mantenido a través de sucesivos gobiernos democráticos y, sobre todo, una gobernabilidad a prueba de severas crisis”, concluyó.
