“La propuesta que presentamos busca articular las prioridades de todos los peruanos y sentar las bases de la estabilidad económica para una mejor distribución de los recursos, con miras a mejorar los niveles de vida de la población”, indicó el jefe del Gabinete Ministerial ante el Pleno del Congreso de la República.

El premier Alberto Otárola, quien estuvo acompañado por los ministros de Estado, informó que el proyecto de presupuesto para el próximo año asciende a S/241 mil millones, lo que representa un crecimiento de 12% con relación al 2023.

En ese marco, S/6402 millones serán orientados a la función de acceso al agua, saneamiento y alcantarillado, para ejecutar intervenciones como el desarrollo de un sistema de tratamiento de aguas residuales en la provincia de Sullana (Piura), y sistemas de agua potable y alcantarillado en San Marcos y Huarmey (Áncash), Paccaritambo (Cusco), Tambopata (Madre de Dios) y en los distritos de Ventanilla, Villa María del Triunfo, Puente Piedra y Carabayllo (Lima Metropolitana).

Para la función educación se asignarán S/46 506 millones, de los cuales, S/8400 millones priorizarán el acceso a la educación superior, y las mejoras de la infraestructura y condiciones básicas de los institutos pedagógicos y tecnológicos, y de los servicios e incentivos de las universidades públicas. “Con ello continúan los esfuerzos en favor de nuestros niños y jóvenes”, añadió.

En cuanto al impulso de la salud, el presupuesto supera los S/29 500 millones, e incluye S/2500 millones para acciones como la mejora del aseguramiento universal a través del SIS; y más de S/1000 millones para la prevención y el control del cáncer, y el financiamiento de 462 establecimientos de salud mental.

Con relación a la protección social, el titular de la Presidencia del Consejo de Ministros (PCM) destacó el énfasis que ha puesto el Ejecutivo en esta función, a la cual ha asignado S/9307 millones. “Esto representa un crecimiento histórico de 19%, en comparación al 2023”, acotó.

Cabe indicar que este monto contempla S/4568 millones para ampliar la cobertura de los programas Pensión 65 y Contigo; garantizar el servicio Qaliwarma, y asegurar la continuidad del Vaso de Leche, los comedores populares y PAN TBC.

“Para el alivio a la pobreza se destinará 697 millones de soles para el financiamiento anual de tres mil ollas comunes, la atención de 36 mil hogares a través de Haku Wiñay, el fortalecimiento de 517 tambos, entre otras iniciativas”, puntualizó.

Sobre la función orden y seguridad, se consignan recursos por S/16 213 millones, de los cuales más de S/6 mil millones corresponden a la lucha contra la criminalidad por medio de patrullaje, mejora de serenazgos municipales y mantenimiento de comisarías.

En tanto, para la atención de emergencias se asignarán S/2700 millones. “Este presupuesto es el más alto de los últimos 12 años y aumenta en 18% respecto del 2023”, declaró.

Adicionalmente, el presupuesto del 2024 también incluye S/6 mil millones para acciones de prevención y reducción de riesgo de desastres, como soluciones integrales en cuencas, inversiones en drenaje pluvial, equipamiento y maquinaria. Asimismo, considera medidas para friajes y heladas, como la construcción de 8800 viviendas Wasiymi rurales y 41 mil kits agropecuarios.

Por otro lado, el proyecto prioriza intervenciones para la primera infancia, por S/608 millones; y la conectividad vial a nivel nacional, por S/2500 millones. Para el desarrollo de la vivienda social y el crecimiento económico se destinarán S/1200 millones, respectivamente.

LAS METAS PARA EL 2024 DE LA PCM
El jefe del Gabinete Ministerial también sustentó el presupuesto del sector PCM y sus organismos adscritos. “Para el 2024 contaremos con un total de 3461 millones de soles para el rubro de inversiones, principalmente en los pliegos de la PCM y el Concytec, que concentran el 99.5% mediante intervenciones en educación, salud y soluciones integrales, y el mejoramiento de los servicios de ciencia, tecnología e innovación”, declaró.

En otro momento, el premier Alberto Otárola señaló que la meta del sector, para el próximo año, es incrementar en 20% el número de Centros de Mejor Atención al Ciudadano (Centros MAC), y en 10% los Centros Mac Express, respecto de los que se encuentran operando el 2023.

Además, refirió que la Autoridad Nacional del Servicio Civil (Servir) ha previsto capacitar a 57 mil servidores en la Escuela Nacional de Administración Pública. En tanto, el Concytec otorgará 357 subvenciones, por S/82 millones, para proyectos enfocados en fortalecer la ciencia, la tecnología y la innovación tecnológica en el país.

El Indecopi brindará 452 mil orientaciones al público a nivel nacional en temas de protección consumidor, mientras que el Osinergmin realizará 200 955 supervisiones a los operadores de energía y minas.

En el caso de Osiptel, ejecutará más de 32 mil fiscalizaciones de indicadores de calidad de los servicios de telecomunicaciones; entre tanto, el Ositran prevé llevar a cabo más de 2600 inspecciones de diversas infraestructuras de transporte público (aeropuertos, puertos, carreteras, ferrocarriles).

Por su parte, el Osinfor realizará 850 supervisiones a concesiones, permisos y autorizaciones forestales y de fauna silvestre; mientras que la Sunass ha programado desarrollar casi mil supervisiones a los prestadores de servicios de agua y saneamiento.

“Igualmente, la Sunass implementará medidas preventivas y acciones necesarias para responder oportunamente ante posibles desabastecimientos de agua potable, a causa del fenómeno de El Niño”, dijo.

En cuanto al Ceplan, realizará 17 estudios prospectivos, en rubros de cambio climático, salud, educación, seguridad y agua y saneamiento, a fin de diseñar políticas públicas y planes estratégicos con objetivos de largo plazo.

Asimismo, indicó que Devida brindará asistencia técnica a cerca 50 mil familias en materia de diversificación productiva, a fin de fortalecer la cadena de valor de los productos alternativos.

El titular de la PCM también anunció que el 2024 se llevarán a cabo las acciones previas a la ejecución de los Censos Nacionales 2025. “Con ello se busca obtener cifras actualizadas que contribuirán a tomar decisiones en diversos ámbitos de la gestión pública en beneficio de la población”, aseveró.

Likewise, it considers measures for cold and frost, such as the construction of 8,800 rural Wasiymi homes and 41 thousand agricultural kits.

On the other hand, the project prioritizes interventions for early childhood, for S/608 million; and road connectivity at the national level, for S/2,500 million. S/1,200 million will be allocated for the development of social housing and economic growth, respectively.

THE GOALS FOR 2024 OF THE PCM

The head of the PCM also announced that in 2024 the actions prior to the execution of the 2025 National Censuses will be carried out. “This seeks to obtain updated figures that will contribute to making decisions in various areas of public management for the benefit of the population,” he stated.
