De ellos, la mayoría (36) versaron sobre temas de seguridad ciudadana y la lucha frontal contra la criminalidad.
Tras cumplir una intensa agenda en Consejo de Ministros, el premier Alberto Otárola Peñaranda informó que se trata de un compromiso del Ejecutivo, el cual fue asumido con responsabilidad y pensando siempre en el bienestar integral de toda la población.
Indicó que otras seis normas se refieren a gestión del riesgo de desastres; siete sobre infraestructura social y calidad de proyectos; y una acerca de fortalecimiento de la gestión pública.
En ese sentido, durante la jornada de hoy, fue aprobada la modificación de 30 artículos del Nuevo Código Procesal Penal que datan en su mayor parte de hace 19 años.
Ello para optimizar la investigación del delito, bajo la intervención de la PNP y el Ministerio Público en el ámbito de sus competencias.
Así, se precisa que, en determinadas circunstancias, la Policía puede realizar -sin necesidad de disposición fiscal previa- las diligencias urgentes e inaplazables que formarán parte de las diligencias preliminares.
Del mismo modo, el Gabinete Ministerial actualizó la Ley del Sistema Nacional de Seguridad Ciudadana. De esa manera, los presidentes de los comités regionales, provinciales y distritales, en su respectiva jurisdicción, asumen responsabilidad expresa en el seguimiento de los acuerdos de sus respectivas instancias.
En tanto, fue aprobado el proyecto legislativo que modifica la Ley contra el Crimen Organizado, la cual ahora incorpora delitos aduaneros y contra los derechos intelectuales.
Se modificó también el Código Penal, que ahora dicta que, si el autor de un delito actúa como integrante de una organización criminal, será reprimido con pena privativa de libertad hasta de 20 años.
En la misma línea, se abordó la Ley de delitos informáticos. Se incluye como conducta punible la suplantación de interfaces o páginas web.
INNOVACIONES EN LA PNP
El Gobierno ha dispuesto cambios en la Ley de Carrera y Situación de Personal de la Policía Nacional del Perú.
Se propone la figura de reserva policial como fuerza de apoyo, que comprende al personal en retiro, en caso de escenarios de alta conflictividad o riesgo grave del orden interno, público o seguridad ciudadana.
En otra norma, se precisa los niveles de formación de los efectivos, de pregrado a nivel profesional y a nivel técnico, con sus respectivos requisitos y creditaje.
De la igual forma, se realizaron modificaciones a la Ley de la PNP, que ahora concibe a la delincuencia en común, organizada y crimen organizado, y se votó a favor de fortalecer la función criminalística policial, reforzando su intervención a nivel de prevención e investigación del delito, administración de justicia y mejora en la prestación de servicios al ciudadano.
Con estas acciones, la actual gestión gubernamental expresa su voluntad de continuar trabajando para garantizar la integridad de todos los peruanos y peruanas.

El Consejo de Ministros aprobó la creación del Organismo de Estudios y Diseño de Proyectos de Inversión (OEDI), que brindará asistencia técnica para las referidas iniciativas de gobiernos regionales y locales. Esto contribuirá con una mayor calidad en la elaboración de estudios de preinversión y expedientes técnicos o documentos equivalentes.

Meanwhile, the legislative project that modifies the Law against Organized Crime was approved, which now incorporates customs crimes and crimes against intellectual rights.
The Penal Code was also modified, which now dictates that, if the perpetrator of a crime acts as a member of a criminal organization, he will be punished with imprisonment of up to 20 years.
Along the same lines, the Computer Crime Law was addressed. The impersonation of interfaces or web pages is included as punishable conduct.
INNOVATIONS IN THE PNP
The Government has ordered changes in the Career and Personnel Status Law of the National Police of Peru.
The figure of police reserve is proposed as a support force, which includes retired personnel, in cases of high conflict or serious risk to internal order, public order or citizen security.
In another norm, the training levels of the personnel are specified, from undergraduate to professional level and technical level, with their respective requirements and credits.
Likewise, modifications were made to the PNP Law, which now covers common and organized crime, and it was voted in favor of strengthening the police criminalistic function, reinforcing its intervention at the level of prevention and investigation. of crime, administration of justice and improvement in the provision of services to citizens.
