“Lo que se ha hecho es permitir, en situaciones excepcionales en los que está en riesgo la integridad y la vida de los ciudadanos, que la policía, de manera inmediata, pueda investigar con cargo a dar cuenta al fiscal”, explicó el jefe del Gabinete Ministerial.
En esa línea, remarcó que la policía no podrá levantar el secreto de las comunicaciones sin contar con una orden judicial, ni intervendrá arbitrariamente a los ciudadanos que no hayan cometido delito flagrante.
Además, anunció que el ministro de Justicia y Derechos Humanos, Eduardo Arana Ysa, se reunirá con las autoridades del Ministerio Público, a fin de recoger sus observaciones a los decretos en cuestión. “Las normas son perfectibles sobre la base de la buena fe y el diálogo sano”, acotó.
COVID-19: INVOCAMOS A TODOS LOS PERUANOS A COMPLETAR VACUNACIÓN
Respecto al incremento de casos de covid-19, Otárola Peñaranda descartó la aplicación de medidas que suspendan las reuniones y las fiestas de fin de año.
“Esta enfermedad está controlada. Tenemos las dosis de vacunas suficientes e invocamos a la población a recibir los refuerzos de la vacuna bivalente”, añadió.
FENÓMENO DE EL NIÑO
El presidente del Consejo de Ministros informó que, de acuerdo con la Comisión Multisectorial encargada del Estudio Nacional del Fenómeno El Niño, existe un 54% de posibilidades de que tengamos un Niño moderado.
“Estamos preparados para enfrentar este fenómeno en la modalidad en que venga. Toda la atención del Estado y de los ministros en está enfocada en las probables lluvias”, enfatizó.
SIMPLIFICACIÓN DE REGÍMENES TRIBUTARIOS
El jefe del gabinete dio a conocer la aprobación del proyecto de ley que modifica el Texto del Nuevo Régimen Único Simplificado y el Código Tributario, el cual beneficiará a miles de usuarios y contribuyentes, cuya capacidad operativa será estimulada.
Al respecto, el ministro de Economía y Finanzas, Alex Contreras Miranda, indicó que esta iniciativa simplifica los regímenes tributarios a los que acceden las empresas en la actualidad.
“El régimen actual para las mypes es complejo y no genera incentivos para la contratación de personal, ni para el crecimiento. En ese sentido, estamos reduciendo todos los regímenes actuales a solamente dos”, mencionó Contreras Miranda, quien sostuvo que el proyecto será enviado al Congreso para su pronta discusión.
El titular de la PCM también reveló que se acordó una operación de endeudamiento, en la modalidad de garantía de Gobierno nacional, para el programa de Impulso MYPERU.
Con relación a ello, el ministro de Economía detalló que son 2 mil millones de soles en garantías para el programa mencionado.
“En el marco del Plan Unidos se ha triplicado el tamaño del plan Impulso MYPERU. Este permitirá brindar cerca de 15 mil millones de soles en créditos a las mypes e, incluso, a las empresas medianas”, declaró.

EL NIÑO PHENOMENON
The president of the Council of Ministers reported that, according to the Multisector Commission in charge of the National Study of the El Niño Phenomenon, there is a 54% chance that we will have a moderate El Niño.
“We are prepared to face this phenomenon in whatever form it comes. All the attention of the State and the ministers is focused on the probable rains,” he emphasized.
SIMPLIFICATION OF TAX REGIMES
The chief of staff announced the approval of the bill that modifies the Text of the New Simplified Single Regime and the Tax Code, which will benefit thousands of users and taxpayers, whose operational capacity will be stimulated.
In this regard, the Minister of Economy and Finance, Alex Contreras Miranda, indicated that this initiative simplifies the tax regimes to which companies currently have access.
“The current regime for mypes is complex and does not generate incentives for the hiring of personnel, nor for growth. In that sense, we are reducing all the current regimes to only two,” said Contreras Miranda, who maintained that the project will be sent to Congress for prompt discussion.
The head of the PCM also revealed that a debt operation was agreed, in the form of a national government guarantee, for the MYPERU Impulse program.
In relation to this, the Minister of Economy detailed that there are 2 billion soles in guarantees for the aforementioned program.
“Within the framework of the United Plan, the size of the Impulso MYPERU plan has tripled. This will allow us to provide close to 15 billion soles in credit to MSEs and even medium-sized companies,” he declared.
