En nombre de todas las delegaciones invitadas y representadas aquí a nivel de Jefes de Estado y de Gobierno, Cancilleres y funcionarios de Alto Nivel, Secretario General de la Organización de los Estados Americanos (OEA), Alto representante de la Unión Europea y Secretario General Iberoamericano.
