TEXTO DE LA DECLARACIÓN
El Secretario de Estado Adjunto, Kurt Campbell, y el Viceministro de Relaciones Exteriores del Perú, Embajador Peter Camino, lideraron un Diálogo de Alto Nivel inaugural en Washington, D.C., el 9 de mayo de 2024, afirmando el compromiso compartido para promover los intereses mutuos y profundizar la larga asociación estratégica bilateral.

Las delegaciones del Perú y de los Estados Unidos, con una mirada al futuro, sostuvieron cinco sesiones separadas centradas en gobernanza democrática y migración; cooperación para la prosperidad económica y el desarrollo inclusivo; protección medioambiental y preparación ante desastres; seguridad y defensa; y educación y cultura. Estas conversaciones avanzaron la cooperación bilateral para fortalecer la democracia en la región, reforzar la seguridad ciudadana, combatir la delincuencia organizada transnacional e incrementar sus vínculos económicos y culturales, entre otras iniciativas importantes.

LOS PRINCIPALES LOGROS DEL DIÁLOGO DE ALTO NIVEL INCLUYERON:
● El Perú y los Estados Unidos saludaron la entrada en vigor del acuerdo sobre interceptación aérea que incrementa nuestra cooperación en materia de seguridad y protección de la aviación civil en concordancia con el derecho internacional.
● Ambos países firmaron el “Memorando de Entendimiento sobre el Sistema Cooperativo de Integración de Información Situacional” (CSII), lo cual constituye el primer paso para la implementación del Acuerdo de Interceptación Aérea.
● El Perú se convirtió en el primer país de América Latina en unirse a la iniciativa Blue Dot Network, un importante mecanismo para promover proyectos de infraestructura de alta calidad.
● El Perú y los Estados Unidos acordaron promover inversiones en el sector minero peruano, así como fortalecer la cooperación en el ámbito de los minerales críticos. En ese sentido, los Estados Unidos saludaron la decisión del Perú de ser el primer país en solicitar su adhesión al Foro de la Asociación para la Seguridad de los Minerales. Asimismo, ambos países iniciaron negociaciones para un Memorándum de Entendimiento de Cooperación en Minerales Críticos, que fortalecerá la cooperación y el intercambio de información en esta materia.
● Ambos países reiteraron su compromiso de ampliar las inversiones, fortalecer el comercio, promover intercambios comerciales entre emprendedores estadounidenses y peruanos, y estrechar aún más los lazos económicos.
● Ambos países se comprometieron a colaborar en materia de migración, incluyendo el trabajo conjunto con organizaciones internacionales para atender preocupaciones migratorias regionales.
● Ambos países celebraron la reunión inaugural del 29 de abril del Grupo de Trabajo para Reforzar la Seguridad Ciudadana y Fortalecer la Lucha contra la Delincuencia Organizada Transnacional.
● Los Estados Unidos anunciaron que el Departamento de Estado y la FEMA se asociarán con el Perú para fortalecer las capacidades peruanas de respuesta a desastres naturales.
● El Perú anunció que, con el apoyo de los Estados Unidos, será anfitrión de la segunda conferencia regional latinoamericana de generación de capacidades del “Programa Infraestructura Fundamental para el Uso Responsable de la Tecnología de Reactores Modulares Pequeños” (FIRST), impulsando el uso seguro y pacífico de la energía nuclear para promover la transición energética en la región.
● Los Estados Unidos y el Perú se comprometieron a convertirse en socios en el Programa Global de Seguridad Sanitaria (GHS), el cual tiene como objetivo fortalecer las capacidades de los sistemas globales de salud, haciéndolos más resilientes para prevenir, detectar y responder a las amenazas emergentes de enfermedades infecciosas.
● Ambos países reafirmaron su compromiso de no realizar pruebas de misiles antisatélite de ascenso directo.
● Los Estados Unidos saludaron la decisión del Perú de adherirse a los Acuerdos de Artemisa para la cooperación en el uso pacífico del espacio ultraterrestre.
● El Perú y los Estados Unidos crearon un grupo de trabajo bilateral para organizar las celebraciones para conmemorar el 200 aniversario de relaciones diplomáticas el 2 de mayo de 2026.
● Ambos países participaron en la restitución de pinturas peruanas de la Escuela de Arte Cusqueña del siglo XVII, que fueron recuperadas por el FBI.

Ambos países celebraron el 15 aniversario de su Acuerdo de Promoción Comercial y reconocieron sus beneficios y logros. Con el mismo espíritu, ambos Estados subrayaron su decisión de impulsar mecanismos regionales que promuevan la integración y la cooperación, como la Alianza para la Prosperidad Económica de las Américas (APEP) y el Foro de Cooperación Económica Asia-Pacífico (APEC), presidido este año por el Perú. Igualmente, los Estados Unidos reconocieron el progreso del Perú en su hoja de ruta para su adhesión a la OCDE.

Adicionalmente, ambas naciones reafirmaron su compromiso para combatir conjuntamente la deforestación ilegal y la minería ilegal, proteger las comunidades indígenas, promover los derechos humanos, fortalecer las instituciones democráticas y respetar su independencia.

Este primer Diálogo de Alto Nivel entre el Perú y los Estados Unidos ejemplifica la larga historia de amistad entre ambas naciones, que también está representada por las comunidades residentes de los dos países, que día a día fortalecen los lazos entre los pueblos del Perú y los Estados Unidos.

Finalmente, ambas delegaciones expresaron su agradecimiento por el trabajo realizado en el marco del Diálogo de Alto Nivel. Sus esfuerzos permitieron el éxito del evento y trazaron el camino para el fortalecimiento de la asociación estratégica entre el Perú y Estados Unidos.

TEXT OF THE DECLARATION
Deputy Secretary of State Kurt Campbell and Peruvian Vice Minister of Foreign Affairs Ambassador Peter Camino led an inaugural High-Level Dialogue in Washington, D.C., on May 9, 2024, affirming their shared commitment to advancing mutual interests and deepen the long-standing bilateral strategic partnership.

The delegations of Peru and the United States, looking to the future, held five separate sessions focused on democratic governance and migration; cooperation for economic prosperity and inclusive development; environmental protection and disaster preparedness; security and defense; and education and culture. These talks advanced bilateral cooperation to strengthen democracy in the region, reinforce citizen security, combat transnational organized crime, and increase economic and cultural ties, among other important initiatives.

THE MAIN ACHIEVEMENTS OF THE HIGH-LEVEL DIALOGUE INCLUDED:
● Peru and the United States welcomed the entry into force of the agreement on air interception that increases our cooperation in matters of security and protection of civil aviation in accordance with international law.
● Both countries signed the “Memorandum of Understanding on the Cooperative Situational Information Integration System” (CSII), which constitutes the first step for the implementation of the Air Interception Agreement.
● Peru became the first country in Latin America to join the Blue Dot Network initiative, an important mechanism to promote high-quality infrastructure projects.

● Peru and the United States agreed to promote investments in the Peruvian mining sector, as well as strengthen cooperation in the field of critical minerals. In that sense, the United States welcomed Peru’s decision to be the first country to request membership in the Mineral Safety Association Forum. Likewise, both countries began negotiations for a Memorandum of Understanding on Cooperation in Critical Minerals, which will strengthen cooperation and the exchange of information in this matter.
● Both countries reiterated their commitment to expand investments, strengthen trade, promote commercial exchanges between US and Peruvian entrepreneurs, and further strengthen economic ties.
● Both countries committed to collaborating on migration, including working jointly with international organizations to address regional migration concerns.
● Both countries held the inaugural meeting on April 29 of the Working Group to Strengthen Citizen Security and Strengthen the Fight against Transnational Organized Crime.
● The United States announced that the Department of State and FEMA will partner with Peru to strengthen Peruvian capabilities to respond to natural disasters.
● Peru announced that, with the support of the United States, it will host the second Latin American regional capacity-building conference of the “Fundamental Infrastructure Program for the Responsible Use of Small Modular Reactor Technology” (FIRST), promoting the use safe and peaceful nuclear energy to promote the energy transition in the region.
● The United States and Peru committed to becoming partners in the Global Health Security Program (GHS), which aims to strengthen the capacities of global health systems, making them more resilient to prevent, detect and respond to emerging infectious disease threats.
● Both countries reaffirmed their commitment not to test direct-ascent anti-satellite missiles.
● The United States welcomed Peru’s decision to join the Artemis Accords for cooperation in the peaceful uses of outer space.
● Peru and the United States created a bilateral working group to organize celebrations to commemorate the 200th anniversary of diplomatic relations on May 2, 2026.
● Both countries participated in the restitution of Peruvian paintings from the 17th century Cusqueña School of Art, which were recovered by the FBI.

Both countries celebrated the 15th anniversary of their Trade Promotion Agreement and recognized its benefits and achievements. In the same spirit, both States stressed their decision to promote regional mechanisms that promote integration and cooperation, such as the Alliance for Economic Prosperity of the Americas (APEP) and the Asia-Pacific Economic Cooperation Forum (APEC), chaired this year for Peru. Likewise, the United States recognized Peru’s progress in its roadmap for accession to the OECD.

Additionally, both nations reaffirmed their commitment to jointly combat illegal deforestation and illegal mining, protect indigenous communities, promote human rights, strengthen democratic institutions and respect their independence.

This first High Level Dialogue between Peru and the United States exemplifies the long history of friendship between both nations, which is also represented by the resident communities of the two countries, which day by day strengthen the ties between the people of Peru and the USA.

Finally, both delegations expressed their gratitude for the work carried out within the framework of the High Level Dialogue. Their efforts allowed the success of the event and paved the way for strengthening the strategic partnership between Peru and the United States.
