Vegas Guerrero cuenta con una amplia experiencia en la gestión pública y privada. Tiene un Máster Universitario en Gobierno y Gestión Pública en América Latina de la Universitat Pompeu Fabra de España, y es Magister en Política Aplicada del Instituto Universitario de Investigación Ortega y Gasset de la Universidad Complutense de Madrid de España.
La abogada por la Universidad Privada Antenor Orrego se ha desempeñado en diversos cargos en el Estado y el sector privado. Recientemente estuvo en el cargo de secretaria ejecutiva del Proyecto Especial Legado de los Juegos Panamericanos y Parapanamericanos (2023); y en los últimos meses fue directora de la Dirección de Servicios al Inversionista en ProInversión (2024).
Carmen Vegas cuenta con experiencia en el sector, al haber sido designada como asesora del Despacho Ministerial del Ministerio de Cultura, en 2014. También fue jefa de la Unidad de Asesoría Legal del Programa Nacional de Saneamiento Rural del Ministerio de Vivienda, Construcción y Saneamiento (2013-2014); y secretaria general del Organismo Técnico de la Administración de los Servicios de Saneamiento – OTASS (2015-2016).
Además, prestó servicios como asesora en el Congreso de la República (Comisión Especial de Seguimiento de la Incorporación del Perú a la OCDE, Presidencia del Congreso y Bancada Parlamentaria) entre 2017 y 2022, y fue gerente de Promoción de la Inversión Privada de la Municipalidad Metropolitana de Lima (2022).
Asimismo, realizó diversas consultorías a organismos internacionales y nacionales, como el Banco Mundial, la Unión Europea, la Organización Internacional de Juventud para Iberoamérica, MIDIS, Minedu, MINEM, MEF, entre otros. También es docente de la Universidad San Ignacio de Loyola y la Universidad del Pacífico.

The lawyer from the Antenor Orrego Private University has held various positions in the State and the private sector. She was recently in the position of executive secretary of the Special Legacy Project of the Pan American and Parapan American Games (2023); and in recent months she was director of the Investor Services Directorate at ProInversión (2024).
Carmen Vegas has experience in the sector, having been appointed as an advisor to the Ministerial Office of the Ministry of Culture, in 2014. She was also head of the Legal Advisory Unit of the National Rural Sanitation Program of the Ministry of Housing, Construction and Sanitation ( 2013-2014); and general secretary of the Technical Agency for the Administration of Sanitation Services – OTASS (2015-2016).
In addition, she served as an advisor in the Congress of the Republic (Special Commission for Monitoring the Incorporation of Peru into the OECD, Presidency of the Congress and Parliamentary Bench) between 2017 and 2022, and was manager of Private Investment Promotion of the Municipality Metropolitan of Lima (2022).
