Uno de los acuerdos a los que se llegó fue que el Ministerio de Justicia y Derechos Humanos (Minjusdh) realice las gestiones para la declaración de emergencia del sistema penitenciario. Además, se ha pedido a la secretaría técnica del Conasec que haga los trámites respectivos para incorporar a los gremios empresariales y a los sindicatos, así como a representantes de las juntas vecinales, en dicho grupo de trabajo.

“Quiero agradecer a los representantes de los trabajadores y a los representantes del sector privado por ese interés de participar en el Consejo Nacional de Seguridad Ciudadana (Conasec). Porque la seguridad es un problema que debe ser abordado por cada uno de nosotros, en unidad. Depende de todos los peruanos cuidar el estado de derecho y el respeto a las instituciones”, manifestó la jefa de Estado.

La mandataria también enfatizó que el Gobierno trabaja para fortalecer la seguridad ciudadana, la paz y la confianza de la población, mediante acciones que permiten reforzar la lucha contra el crimen organizado y la delincuencia común.

“Está en nuestras manos trabajar articuladamente para alcanzar una óptima planificación, ejecución y evaluación de planes, programas y proyectos en materia de seguridad ciudadana que incidirán directamente en la vida de todas las peruanas y peruanos”, refirió la presidenta de la república.

SE ACORDÓ:

1. El Ministerio del Interior (Mininter), en coordinación con el Ministerio de Economía y Finanzas (MEF), formulará una propuesta de decreto supremo que autoriza una transferencia de partida a favor del Mininter para financiar y garantizar la implementación del plan Perú Seguro.
2. La secretaría técnica del Conasec promoverá que los gobiernos locales y regionales, así como el sector privado, inviertan sus recursos a favor de los servicios de la Policía Nacional del Perú, en el marco del Decreto Legislativo 1571.
3. La Secretaria Técnica del Conasec realizará todas las gestiones para la incorporación de los gremios empresariales, sindicatos y juntas vecinales de seguridad ciudadana al Consejo Nacional de Seguridad Ciudadana.
4. La Policía Nacional del Perú implementará una línea de comunicación exclusiva para delitos de extorsión.
5. La secretaria técnica del Conasec realizará una campaña comunicacional para erradicar las armas ilegales.
6. La secretaria técnica del Conasec realizará mesas de trabajo con el Consejo Empresarial de la Alianza del Pacífico para fortalecer la seguridad ciudadana.
7. El Ministerio de Justicia y Derechos Humanos (Minjusdh) realizará las gestiones para la declaración de emergencia del sistema penitenciario.
8. La secretaria técnica del Conasec convocará a una sesión extraordinaria para sustentar la creación del registro nacional de niños, niñas, adolescente y jóvenes en alto riesgo. También para la creación del sistema nacional de protección de estos niños, niñas y adolescentes y para crear un marco legal que permita establecer y dotar de roles y funciones a los sectores y organismos constitucionalmente autónomos en esta materia.
9. Conasec realizará el seguimiento a la aprobación del proyecto de ley que crea el Sistema Nacional Especializado en Flagrancia Delictiva y coadyuvará a la implementación de las Unidades de Flagrancia, con el apoyo de los gremios empresariales y sindicatos.
10. La secretaria técnica del Conasec convocará a una sesión extraordinaria a fin de evaluar propuestas de la creación de la Secretaría Nacional de Seguridad Ciudadana.
11. El Ministerio de la Mujer y Poblaciones Vulnerables evaluará la propuesta de un sistema protección a niñas, niños y adolescentes de personas que se encuentran cumpliendo pena privativa de la libertad.

The president also emphasized that the Government works to strengthen citizen security, peace and trust of the population, through actions that strengthen the fight against organized crime and common crime.

“It is in our hands to work together to achieve optimal planning, execution and evaluation of plans, programs and projects regarding citizen security that will directly affect the lives of all Peruvians,” said the president of the republic.

HE REMEMBERED:

1. The Ministry of the Interior (Mininter), in coordination with the Ministry of Economy and Finance (MEF), will formulate a proposal for a supreme decree that authorizes a transfer of funds in favor of the Mininter to finance and guarantee the implementation of the Perú Seguro plan.
2. The technical secretariat of Conasec will promote local and regional governments, as well as the private sector, to invest their resources in favor of the services of the National Police of Peru, within the framework of Legislative Decree 1571.
3. The Technical Secretary of Conasec will carry out all the procedures for the incorporation of business associations, unions and neighborhood citizen security committees to the National Citizen Security Council.
4. The National Police of Peru will implement an exclusive communication line for extortion crimes.
5. The technical secretary of Conasec will carry out a communication campaign to eradicate illegal weapons.
6. The technical secretary of Conasec will hold working groups with the Business Council of the Pacific Alliance to strengthen citizen security.
7. The Ministry of Justice and Human Rights (Minjusdh) will carry out the procedures for the declaration of emergency of the penitentiary system.
8. The technical secretary of Conasec will call an extraordinary session to support the creation of the national registry of boys, girls, adolescents and young people at high risk. Also for the creation of the national system for the protection of these children and adolescents and to create a legal framework that allows establishing and providing roles and functions to the constitutionally autonomous sectors and organizations in this matter.
9. Conasec will monitor the approval of the bill that creates the National System Specialized in Criminal Flagrancy and will contribute to the implementation of the Flagrancy Units, with the support of business associations and unions.
10. The technical secretary of Conasec will call an extraordinary session in order to evaluate proposals for the creation of the National Secretariat for Citizen Security.
11. The Ministry of Women and Vulnerable Populations will evaluate the proposal for a protection system for girls, boys and adolescents of people who are serving a custodial sentence.
