PRIORIZACIÓN DEL PRESUPUESTO
La iniciativa ha priorizado para el 2025 los sectores de educación, salud, saneamiento y seguridad ciudadana. Por ejemplo, el primero tiene un incremento presupuestal del 12 % con respecto al presente año.
“La adquisición de los recursos estratégicos de salud a través de organismos cooperantes que realice el Ministerio de Salud se regula por lo señalado en el artículo 7 del Decreto de Urgencia N.º 007-2019, Decreto de Urgencia que declara a los medicamentos, productos biológicos y dispositivos médicos como parte esencial del derecho a la salud y dispone medidas para garantizar su disponibilidad”, se indica en parte del dictamen.
Respecto a saneamiento su asignación es de S/ 7 044 millones, que implica un crecimiento de S/ 508 millones en relación con el PIA 2024.
En cuando a orden público y seguridad, el monto asignado asciende a S/15 532 millones, que representa el 6,2 % del presupuesto total para el 2025. “Se autoriza al Ministerio del Interior, durante el Año Fiscal 2025, para continuar otorgando la entrega económica por servicios extraordinarios al personal policial que encontrándose de vacaciones, permiso o franco preste servicios de manera voluntaria en las entidades del sector público y/o del sector privado, previa celebración de convenio”, se destaca.

El presupuesto público ha ido incrementándose significativamente cada año y ha venido contribuyendo con la descentralización y en favor de los sectores claves para cerrar brechas desde el año 2020 al 2024:

DEBATE DE LA PROPUESTA DE LEY DE PRESUPUESTO
La propuesta del Poder Ejecutivo fue enviada para su consenso en el Congreso, a fines del mes de agosto, el cual ha sido evaluado por la Comisión de Presupuesto y Cuenta General de la República, que preside la congresista Lady Camones Soriano (APP), quien ha recibido a los titulares de los pliegos presupuestales, además de realizar más de realizar más de 30 sesiones, entre ordinarias, extraordinarias y descentralizadas.
Durante la sustentación del debate del dictamen de la Ley de Presupuesto del Sector Público 2025, Camones sostuvo algunos puntos resaltantes del texto sustitutorio, por ejemplo, en el sector salud se autoriza el nombramiento, a partir de diciembre del año entrante, de hasta el 50 % del nombramiento de profesionales técnicos y auxiliares administrativos del Minsa, así sus unidades ejecutoras de los gobiernos regionales contratados bajo el régimen CAS.
“Asimismo, el nombramiento en plaza presupuestada de los médicos cirujanos del Instituto de Medicina Legal y Ciencias Forenses del Ministerio Público (…) se autoriza a la Autoridad Nacional de Infraestructura (ANIN) a financiar por la suma de hasta S/ 265 millones aquellas inversiones identificadas en las zonas de influencia del corredor logístico asociado al hub portuario Chancay de las entidades de los tres niveles de gobierno”, señaló Camones.
Por su parte, el presidente del Consejo de Ministros, Gustavo Adrianzén, dijo que la Ley de Presupuesto 2025 se dio luego de un arduo trabajo y escuchando los requerimientos de los diferentes sectores de la sociedad.
“Otorgo conformidad a los textos sustitutorios leídos por la presidenta de la Comisión de Presupuesto y Cuenta General de la República, que fueron aprobados por este honorable Congreso, me refiero puntualmente a la Ley de Endeudamiento del Sector Público, Ley de Equilibrio Financiero y la Ley de Presupuesto para el año 2025”, sostuvo Adrianzén, quien estuvo presente en el hemiciclo junto al ministro de Economía y Finanzas, José Arista.
Cabe destacar que, de acuerdo con el artículo 80 de la Constitución Política del Estado señala que “si la autógrafa de la Ley de Presupuesto no es remitida al Poder Ejecutivo hasta el treinta de noviembre, entra en vigencia el proyecto de este, que es promulgado por decreto legislativo”.

DEBATE OF THE PROPOSED BUDGET LAW
