En el marco de su 168.° aniversario, el presidente del Consejo de Ministros, Gustavo Adrianzén, señaló que esta fecha es una oportunidad para evaluar los logros alcanzados por la institución y sus servidores a lo largo de la historia a fin de promover un estado moderno, articulado y descentralizado.

“Desde su fundación como organismo encargado de armonizar las acciones de los ministerios, la Presidencia del Consejo de Ministros ha estado siempre al servicio del Perú, impulsando políticas que hoy se ven reflejadas en programas e iniciativas que mejoran las condiciones de vida de las poblaciones más necesitadas”, subrayó el premier Adrianzén.

En esa línea, el titular de la PCM destacó los avances realizados en gobernanza territorial, implementación de la política de transformación digital y el acercamiento de los servicios del Estado a más personas a través de los Centros de Mejor Atención al Ciudadano (MAC).

El jefe del Gabinete Ministerial también resaltó que en este 2024, la PCM, a través de sus secretarías y organismos adscritos, ha trabajado intensamente en la solución de conflictos de diversa índole a través del diálogo, y articulado de manera fructífera con los gobiernos regionales y locales.

“Mediante coordinaciones intersectoriales, en los últimos meses la PCM también ha promovido el destrabe de importantes proyectos y la ejecución de obras en procura del cierre de brechas, consolidado la recuperación económica y priorizado acciones en favor de la seguridad ciudadana, la lucha contra el narcotráfico y el combate a la minería ilegal, entre otros temas relevantes para el país”, subrayó el premier.

ROL FUNDAMENTAL DESDE 1856
A nivel institucional, la historia se remonta al 4 de diciembre de 1856, día en el que se promulgó la ley que reglamentó y organizó el Consejo de Ministros y se instituyó por primera vez el cargo de presidente del Consejo de Ministros.

Con la emisión del Decreto Legislativo N° 560, Ley del Poder Ejecutivo, el 28 de marzo de 1990, se estableció que el presidente del Consejo de Ministros es titular de un pliego presupuestal, el cual, para el cumplimiento de sus funciones, cuenta con un organismo técnico administrativo denominado Presidencia del Consejo de Ministros, que cumpliría un papel fundamental articulando los sectores estatales para la elaboración de políticas nacionales en favor del país.

Finalmente, el premier Adrianzén reiteró que la labor de la PCM no sería posible sin el trabajo que realizan día a día los trabajadores de la institución, a quienes envió un saludo especial en este 168 aniversario.

“Through intersectoral coordination, in recent months the PCM has also promoted the unblocking of important projects and the execution of works in pursuit of closing gaps, consolidating economic recovery and prioritizing actions in favor of citizen security, the fight against drug trafficking and the fight against illegal mining, among other relevant issues for the country,” the premier stressed.

FUNDAMENTAL ROLE SINCE 1856
At an institutional level, the history dates back to December 4, 1856, the day on which the law that regulated and organized the Council of Ministers was promulgated and the position of president of the Council of Ministers was established for the first time.

With the issuance of Legislative Decree No. 560, Law of the Executive Branch, on March 28, 1990, it was established that the president of the Council of Ministers is the owner of a budget document, which, to fulfill his functions, has a technical administrative body called the Presidency of the Council of Ministers, which would play a fundamental role in articulating the state sectors for the development of national policies in favor of the country.
