Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe Como parte de la respuesta conjunta del Estado contra el flagelo de la inseguridad ciudadana, el Ejecutivo se comprometió, en la primera sesión ordinaria del Consejo Nacional de Seguridad Ciudadana (Conasec) del 2025, a impulsar la declaratoria de emergencia de la Policía Nacional del Perú (PNP) para reducir su brecha logística y fortalecer la inteligencia policial en la lucha contra la delincuencia y el crimen organizado.
Así lo informó el presidente del Consejo de Ministros, Gustavo Adrianzén, durante la sesión del Conasec que lideró presidenta de la república Dina Boluarte en Palacio de Gobierno. “La unidad de las autoridades es el mejor mensaje que se puede transmitir a la ciudadanía y es, al mismo tiempo, una advertencia a la criminalidad de que no van a poder con las instituciones democráticas. Somos más los peruanos de bien los que estamos dispuestos a enfrentarlos”, expresó el jefe del Gabinete Ministerial.
La actividad contó con la participación de los ministros de Economía y Finanzas; Defensa; Interior; Justicia y Derechos Humanos; Salud; Transportes y Comunicaciones; Trabajo y Promoción del Empleo; Vivienda, Construcción y Saneamiento; Mujer y Poblaciones Vulnerables; Ambiente; Cultura; y Desarrollo e Inclusión Social.
También asistieron los presidentes del Congreso, Eduardo Salhuana, y Poder Judicial, Janet Tello; la fiscal de la nación, Delia Espinoza; el defensor del Pueblo, Josué Gutiérrez; y representantes de la Comisión Nacional para el Desarrollo y Vida sin Drogas (Devida), el Instituto Nacional Penitenciario (INPE), la PNP, el Cuerpo General de Bomberos Voluntarios, la Municipalidad Metropolitana de Lima, la Asamblea Nacional de Gobiernos Regionales, la Asociación de Municipalidades del Perú y la Red de Municipalidades Urbanas y Rurales del Perú, entre otras entidades.
Entre los acuerdos logrados en la cita destaca que el Ejecutivo presentará ante el Parlamento un proyecto de ley mediante el cual se aprobará el servicio militar y policial obligatorio; y planteará ante el Conasec la creación de una entidad de alto nivel que articule con todos los sectores del Estado los acuerdos que se adopten en materia de seguridad ciudadana. También se acordó la asignación de los licenciados de las Fuerzas Armadas a la PNP.
De otro lado, el Ministerio del Interior se comprometió a ejecutar, a través de la Superintendencia Nacional de Migraciones, las acciones para regularizar la condición migratoria de todos los extranjeros indocumentados. En caso contrario, se tomarán acciones multisectoriales para su expulsión del país.
En tanto, el Ministerio de Justicia y Derechos Humanos impulsará la reforma del Sistema Nacional Penitenciario para mejorar el control en los establecimientos penales, y evaluará la incorporación de las Fuerzas Armadas para que apoyen con la gestión y el control penitenciario.
Por su parte, el Ministerio de Economía y Finanzas, en coordinación con los gremios empresariales, promoverán la inversión a favor de la implementación de centros penitenciarios a través del mecanismo de obras por impuestos.
ALIANZA CON SECTOR PRIVADO PARA FORTALECER SEGURIDAD CIUDADANA
Previamente a la realización del Conasec, el premier Adrianzén participó en el evento Obras por impuestos – Alianza por la seguridad, liderado por la jefa de Estado, en el que el Ejecutivo presentó al sector privado una cartera de 62 inversiones destinadas a fortalecer el combate a la inseguridad ciudadana.
Estas iniciativas, que corresponden a diversas partes del país y representan una inversión total de 2695 millones de soles, fueron identificadas por el Ministerio de Justicia y Derechos Humanos, el Ministerio del Interior y los gobiernos regionales y locales.
En la cartera de proyectos figuran inversiones para el mejoramiento y rehabilitación de establecimientos penitenciarios y la adquisición de inhibidores para los penales; el fortalecimiento de los centros juveniles y la defensa pública, y la implementación de un laboratorio forense digital y de la oficina de criminalística de la Región Policial Lambayeque, entre otros.
De esta manera, el Gobierno nacional busca establecer alianzas estratégicas entre el sector público y privado para mejorar la seguridad en el país, mediante proyectos conjuntos que involucren infraestructura, tecnología y otros recursos en beneficio de la seguridad pública.

This was announced by the President of the Council of Ministers, Gustavo Adrianzén, during the CONASC session chaired by President Dina Boluarte at the Government Palace. “The unity of the authorities is the best message we can convey to the public and, at the same time, is a warning to criminals that they will not be able to overcome democratic institutions. There are more of us good Peruvians willing to confront them,” stated the head of the Cabinet.
The event was attended by the Ministers of Economy and Finance; Defense; Interior; Justice and Human Rights; Health; Transportation and Communications; Labor and Employment Promotion; Housing, Construction and Sanitation; Women and Vulnerable Populations; Environment; Culture; and Development and Social Inclusion.
Also in attendance were the presidents of Congress, Eduardo Salhuana, and the Judiciary, Janet Tello; the Attorney General, Delia Espinoza; the Ombudsman, Josué Gutiérrez; and representatives of the National Commission for Development and Life without Drugs (Devida), the National Penitentiary Institute (INPE), the PNP, the General Volunteer Firefighters Corps, the Metropolitan Municipality of Lima, the National Assembly of Regional Governments, the Association of Municipalities of Peru, and the Network of Urban and Rural Municipalities of Peru, among other entities.
Among the agreements reached at the meeting were the following: the Executive Branch will submit to Parliament a bill approving compulsory military and police service; and will propose to Conasec the creation of a high-level entity to coordinate agreements on citizen security with all sectors of the government. The assignment of discharged Armed Forces personnel to the PNP was also agreed upon.
On the other hand, the Ministry of the Interior pledged to implement, through the National Immigration Superintendency, actions to regularize the immigration status of all undocumented foreigners. Otherwise, multisectoral actions will be taken to expel them from the country.
Meanwhile, the Ministry of Justice and Human Rights will promote reform of the National Penitentiary System to improve oversight in prisons and will evaluate the incorporation of the Armed Forces to support penitentiary management and oversight.
For its part, the Ministry of Economy and Finance, in coordination with business associations, will promote investment in the implementation of penitentiary centers through the works-for-taxes mechanism.
ALLIANCE WITH THE PRIVATE SECTOR TO STRENGTHEN PUBLIC SECURITY
Prior to the Conasec meeting, Prime Minister Adrianzén participated in the Works for Taxes – Alliance for Security event, led by the Head of State, where the Executive Branch presented to the private sector a portfolio of 62 investments aimed at strengthening the fight against public insecurity.
These initiatives, which cover various parts of the country and represent a total investment of 2.695 billion soles, were identified by the Ministry of Justice and Human Rights, the Ministry of the Interior, and regional and local governments.
The project portfolio includes investments for the improvement and rehabilitation of penitentiary facilities and the acquisition of inhibitors for prisons; the strengthening of juvenile centers and public defense; and the implementation of a digital forensic laboratory and the criminalistics office of the Lambayeque Police Region, among others.
In this way, the national government seeks to establish strategic alliances between the public and private sectors to improve security in the country, through joint projects involving infrastructure, technology, and other resources for the benefit of public safety.
