“Para este shock vamos a trabajar con todos los niveles de gobierno e implementaremos incentivos que involucren en esta iniciativa a las municipalidades que utilizan las barreras burocráticas con fines recaudatorios”, agregó el jefe de gabinete.
La presentación se realizó en la sede del Ministerio de Economía y Finanzas (MEF) y contó con la participación del titular de dicho sector, José Salardi, y del presidente del Congreso de la República, Eduardo Salhuana, así como representantes de diversos gremios empresariales.
El premier Adrianzén subrayó que el shock desregulatorio es una respuesta clara del Poder Ejecutivo ante la necesidad de desenmarañar este tejido burocrático que afecta la competitividad del país e impide el cerrar brechas que mejoren la calidad de vida de la población.
Cabe destacar que las medidas consideradas en el shock abarcan la promoción de inversiones, la eliminación de las barreras burocráticas, la optimización de los procedimientos administrativos y de los plazos, el fortalecimiento institucional y la mejora en la labor de fiscalización y en aspectos tributarios.
Estas acciones incidirán en sectores como transportes, pesca, minería, construcción, comercio, telecomunicaciones, hidrocarburos, energía, agrario, puertos, salud, forestal y acuícola. Su implementación se realizará principalmente mediante decretos supremos (261), leyes (48), resoluciones ministeriales (14), decretos legislativos (2) y de urgencia (2), ordenanzas regionales (2) y otros dispositivos (74).
Durante su intervención, el jefe del gabinete ministerial enfatizó que el proceso de desregulación se realizará con altos estándares que garanticen su efectividad. “La calidad regulatoria es uno de nuestros propósitos”, remarcó el premier, quien manifestó que desde el Ejecutivo se trabajará en brindar incentivos para que los gobiernos locales se sumen al proceso desregulatorio.
Por su parte, el ministro de Economía y Finanzas, José Antonio Salardi, informó que a la fecha se ha trabajado en los documentos que permitirán la implementación de 212 medidas desregulatorias, de las 402 que ejecutarán hasta el 28 de julio del presente año.
El titular de Economía también anunció que en los próximos días se emitirá un decreto supremo que eliminará 186 barreras burocráticas, el cual ha sido trabajado con el Instituto Nacional de Defensa de la Competencia y de la Protección de la Propiedad Intelectual (Indecopi) y la Presidencia del Consejo de Ministros (PCM). “Es la primera vez que se hace un recorte de esta magnitud”, añadió.
Adicionalmente, Salardi informó que el Ejecutivo, con el apoyo del Banco Interamericano de Desarrollo (BID), está desarrollando un nuevo régimen tributario denominado “Régimen Tributario Emprendedor”, con el objetivo de simplificar las obligaciones fiscales y facilitar el desarrollo de pequeñas y medianas empresas, contribuyendo a la lucha contra la informalidad.
MEDIDAS PARA FORTALECER SEGURIDAD EN PATAZ
En otro momento, el titular de la PCM expresó sus condolencias a los familiares y amigos de las personas que perdieron la vida en los últimos días en la provincia de Pataz, víctimas de ataques delincuenciales, y anunció que se están culminado los detalles para implementar un frente policial que haga frente al crimen organizado y la minería ilegal.
“Además de la creación del frente, en abril se tiene previsto la primera entrega de uno de los tres puestos de control, los cuales se establecerán en los tres caminos que conducen a la zona y que permiten el ingreso y salida de personas y del material empleado en la minería”, agregó el premier Adrianzén, quien confirmó el incremento de un contingente policial que fortalecerá la seguridad en esta parte del país.
GOBIERNO NO DICTARÁ LA PAUTA DE LA PRENSA
El premier Adrianzén también descartó que el Gobierno nacional tenga la intención de dictar la pauta de la prensa, no obstante, enfatizó que la lucha contra la delincuencia urbana y el crimen organizado debe ser una tarea de todos.
“Esta idea ha sido prevista para los estados de emergencia, donde no solamente hay que comunicar las acciones del Ejecutivo, sino también las medidas que se sugieren que la población adopte en este espacio”, concluyó.

Their implementation will be carried out primarily through supreme decrees (261), laws (48), ministerial resolutions (14), legislative decrees (2) and emergency decrees (2), regional ordinances (2), and other measures (74).

MEASURES TO STRENGTHEN SECURITY IN PATAZ
On another occasion, the head of the PCM expressed his condolences to the families and friends of the people who lost their lives in recent days in the province of Pataz, victims of criminal attacks, and announced that details are being finalized to implement a police force to combat organized crime and illegal mining.
“In addition to the creation of the front, the first delivery of one of the three checkpoints is planned for April. These checkpoints will be established on the three roads leading to the area and allowing the entry and exit of people and mining materials,” added Prime Minister Adrianzén, who confirmed the increase in a police contingent that will strengthen security in this part of the country.
GOVERNMENT WILL NOT DICTATE PRESS GUIDELINES
Prime Minister Adrianzén also ruled out the intention of the national government to dictate press guidelines. However, he emphasized that the fight against urban and organized crime must be a task for everyone.
“This idea has been envisioned for states of emergency, where not only the actions of the Executive Branch must be communicated, but also the measures suggested for the population in this context,” he concluded.
