“A los delincuentes que captura la Policía Nacional debemos llevarlos a las cárceles, ya que no hay otro lugar para ellos. Mientras se construyen nuevas prisiones, lamentablemente debemos enviarlos a cárceles hacinadas. Prefiero que estén hacinados en las prisiones que en las calles, matando a nuestras familias, hermanos e hijos”, enfatizó al liderar una nueva sesión del “Cuarto de Guerra”.

Explicó que gran parte del hacinamiento en los penales se debe a la falta de preocupación de gobiernos anteriores por construir más cárceles a nivel nacional, y precisó que no se han edificado centros penitenciarios desde 2015.

“Hay voces que nos reclaman y exigen que no tengamos a los internos hacinados, por un lado, nos exigen respuestas contundentes a la inseguridad ciudadana, y por otro, nos piden que no tengamos a los delincuentes en condiciones de hacinamiento. Parece que están en una sintonía distinta a la realidad”, señaló.

En ese marco, recordó que su Gobierno viene impulsando la construcción de penales a través del mecanismo de inversión Obras por Impuestos.

Seguidamente, la jefa de Estado se dirigió al gremio de transportistas y les aseguró que este Gobierno está trabajando para encontrar una solución al problema de la criminalidad que nos afecta a todos.

Aseveró que se pondrá mayor rigurosidad en los operativos y que no habrá zona en la capital que no sea vigilada por nuestra Policía Nacional. Además, nuestras Fuerzas Armadas reforzarán el patrullaje en aquellos lugares donde la población necesite mayor protección.

“A los señores de transportes del digo: el problema de los sicarios y la extorsión también es un problema para nosotros, por lo que estamos trabajando para garantizarles la seguridad. Sin embargo, recuerden que, más allá del trabajo del Ejecutivo, está el trabajo del Ministerio Público para no dejar libre a esta lacra social, así como el del Poder Judicial para evitar que estos delincuentes recuperen su libertad”, remarcó.

En ese contexto, invocó a los gremios de transportistas a no tomar medidas extremas para hacer sentir su voz de protesta, pues los principales perjudicados son todos los peruanos.

“Un día de paro no va a hacer desaparecer a esta lacra social. Un paro de transporte lo único que logra es que pierdan el transportista, los empresarios del sector, los conductores y los cobradores; y pierde el Perú, porque se paraliza el movimiento habitual de trabajo de los peruanos”, reflexionó.

En otro momento del “Cuarto de Guerra”, señaló que aún queda mucho por hacer en la lucha contra la criminalidad, ya que nos enfrentamos a organizaciones criminales que han logrado fortalecerse en los últimos 15 años.

“En la dura lucha que estamos enfrentando, hemos reforzado el trabajo de nuestra Policía Nacional y del Serenazgo. Estas acciones forman parte de un todo”, subrayó.

Posteriormente, la jefa de Estado destacó la captura del sexto involucrado en el crimen de Paul Flores, vocalista de Armonía 10. El sujeto identificado como Ángelo Piero Velásquez Moreno fue intervenido el último miércoles 9 de abril. Además, se detuvo a un integrante de la banda criminal “Los Chuckys de El Agustino” que ejercían el sicariato y la extorsión en Lima Este.

Finalmente, la mandataria saludó la decisión del pleno del Congreso de aprobar la ley que autoriza el uso de armas de electrochoque por parte del Serenazgo municipal.

“Esta norma es fundamental para fortalecer la seguridad ciudadana a nivel local. Quedamos a la espera de la autógrafa con el fin de promulgar lo más pronto posible esta norma”, subrayó.

“There are voices calling for us to stop inmates from being overcrowded. On the one hand, they demand strong responses to citizen insecurity, and on the other, they ask us to stop criminals from being overcrowded. It seems they are at odds with reality,” she stated.

In this context, she recalled that her government has been promoting the construction of prisons through the Works for Taxes investment mechanism.

The head of state then addressed the transportation union and assured them that this government is working to find a solution to the crime problem that affects us all.

She asserted that greater rigor will be placed on operations and that every area in the capital will not be monitored by our National Police. In addition, our Armed Forces will reinforce patrols in those areas where the population needs greater protection.

“To the transport workers: the problem of hitmen and extortion is also a problem for us, which is why we are working to guarantee your safety. However, remember that, beyond the work of the Executive Branch, there is also the work of the Public Prosecutor’s Office to ensure this social scourge is not left unchecked, as well as the work of the Judiciary to prevent these criminals from regaining their freedom,” he emphasized.

In this context, he called on the transport unions not to take extreme measures to make their voices of protest heard, as the main victims are all Peruvians.

“One day of strikes won’t make this social scourge disappear. The only thing a transport strike achieves is that the transport operator, the sector’s business owners, the drivers, and the collectors lose; and Peru loses, because the normal work flow of Peruvians is paralyzed,” he reflected.

At another point in the “War Room,” he noted that much remains to be done in the fight against crime, as we are facing criminal organizations that have grown stronger over the last 15 years.

“In the tough fight we are facing, we have reinforced the work of our National Police and the Serenazgo (Serenazgo). These actions are part of a whole,” he emphasized.
