“Llamo, desde aquí, a la unidad de la república en torno a los grandes objetivos del país. Invoco a todas las bancadas sin excepción, a las fuerzas políticas y sociales, a las instituciones y al pueblo peruano a trabajar juntos por la seguridad, por el desarrollo y por la grandeza de nuestra patria”, señaló el jefe del Gabinete Ministerial.
“Trabajar por la grandeza de nuestra patria significa hacerlo por todas las regiones, por todas las provincias y por todos los distritos y centros poblados sin excepción. Significa impulsar una descentralización efectiva, promoviendo por sobre todo el diálogo y el consenso, como lo he hecho y lo seguiré haciendo en mi condición de presidente del Consejo de Ministros”, dijo el premier.
Refirió que durante el último año impulsó el trabajo articulado en todas las regiones y que realizó más de 55 viajes al interior del país, escuchando a la población y coordinando con las autoridades regionales y locales el destrabe de proyectos priorizados y orientados al cierre de brechas.
“He estado 5 veces en La Libertad, 5 veces en Loreto, 4 veces en Piura, 4 veces en Ayacucho, 4 en Junín, 4 en Lambayeque, 3 en Arequipa, 3 en Cusco, 3 en San Martín, 2 en Áncash, 2 en Lima Provincias, 2 en Ucayali, 2 en Amazonas, y así, sucesivamente, hemos recorrido todo el territorio nacional, llevando la presencia del Estado y fortaleciendo el orden interno y la seguridad en zonas álgidas como Pataz, donde estuvimos nuevamente el último fin de semana”, detalló el jefe de Gabinete.
El titular de la Presidencia del Consejo de Ministros (PCM) destacó que son necesarios los consensos y es vital dejar atrás el enfrentamiento y la polarización. “Hoy el Perú nos necesita unidos. Hoy la patria exige la responsabilidad de sus instituciones. Juntos sigamos en este esfuerzo para atender las necesidades de los peruanos y para sacar adelante a nuestro país”.
Teniendo en cuenta que la inseguridad ciudadana es uno de los principales problemas del país, Adrianzén enfatizó que se redoblará el despliegue de las fuerzas del orden, con mayor inteligencia operativa, con mayores recursos y mayor decisión para luchar contra la delincuencia. “El Estado Constitucional de Derecho no permitirá que el crimen organizado avance”, expresó.
DESTRABE DE PROYECTOS
El premier destacó que en el último año desde el Ejecutivo se ha impulsado con determinación grandes obras y proyectos de infraestructura, entre los que destacan el Terminal Portuario Multipropósito de Chancay, la segunda pista de aterrizaje del Aeropuerto Internacional Jorge Chávez, que pronto entrará en operación; la suscripción del contrato para la futura nueva Carretera Central, la Vía Expresa Santa Rosa, el Anillo Vial Periférico, el Terminal Portuario de Salaverry y líneas de transmisión eléctrica. Asimismo, se logró el destrabe de Chavimochic II y Majes Siguas II, entre otros proyectos agrícolas.
“Nuestra meta para fines del 2025 es la ejecución de aproximadamente 5480 millones de dólares en proyectos de minería e infraestructura”, sostuvo.
El titular de la PCM, además, informó que en el último tramo de gestión de la presidenta Dina Boluarte se pondrá en marcha un esquema colaborativo entre los sectores público y privado para priorizar y focalizar intervenciones que tienen un mayor impacto en la población, concentrando esfuerzos institucionales y recursos en metas concretas.
PROYECCIÓN DE CRECIMIENTO ECONÓMICO DE 4 %
El premier Adrianzén resaltó que, a pesar de circunstancias difíciles y desafiantes, el país afianza su crecimiento económico en el marco del Estado de derecho y la democracia. “Gracias al esfuerzo de los poderes e instituciones del Estado, del sector privado y de todos los peruanos, en el 2024 el Perú logró una expansión de 3.3 %, una de las mayores tasas de crecimiento de la región, con lo cual logramos superar la recesión del 2023”, subrayó.
“Nuestra proyección para el 2025 es llegar a un crecimiento de 4%. El Perú registra, además, una de las inflaciones más bajas a nivel mundial, se mantiene como una de las economías con el menor riesgo país y con una moneda estable, lo cual demuestra la fortaleza de nuestra economía”, resaltó el jefe de Gabinete.
EXPORTACIONES, REVISIONES DE GASTO Y SIMPLIFICACIÓN TRIBUTARIA
Adrianzén subrayó que el Gobierno nacional ha logrado mantener un crecimiento sostenido de las exportaciones totales, las cuales en el 2024 alcanzaron un nivel récord de 74 645 millones de dólares, y resaltó que, continuando con la senda de crecimiento, en enero de este año las exportaciones peruanas alcanzaron un valor de 6922 millones de dólares, lo que representa un incremento del 30.7 % en comparación con el mismo mes del año anterior.
El titular de la PCM también anunció que el Ejecutivo, con el Ministerio de Economía y Finanzas (MEF), continuará realizando revisiones de gasto en determinados sectores buscando optimizar el uso de los recursos, reduciendo el gasto no crítico; y que el MEF y la Superintendencia Nacional de Aduanas y de Administración Tributaria (Sunat) vienen coordinando la delimitación de un nuevo Régimen Tributario Simplificado para pequeños contribuyentes.
INVERSIÓN PRIVADA EN ALZA
En cuanto a inversión privada, el jefe del Gabinete Ministerial puso énfasis que en el 2024 se aceleró desde un crecimiento de 0.1 % en el primer trimestre hasta 5.8 % en el cuarto trimestre, cerrando el año con un crecimiento del 2.6 %, lo cual tiene relación con la mejora en las expectativas empresariales, la reducción de tasas de interés corporativas y el aumento de la inversión residencial no minera.
“Para el 2025 se prevé una mayor dinámica de inversión impulsada por un entorno macroeconómico favorable, mejores condiciones de financiamiento y grandes proyectos estratégicos”, dijo el premier, quien resaltó la figura de las Asociaciones Público-Privadas (APP) para importantes proyectos.
ARANCELES DE EE.UU.
Ante la medida tomada por la administración Trump de Estados Unidos de aplicar próximamente un arancel del 10 % a Perú, el premier indicó que es una situación que no ha tomado por sorpresa al Ejecutivo, que viene trabajando de manera coordinada para afrontar ese contexto, a través de un grupo de trabajo multisectorial liderado por el Ministerio de Comercio Exterior y Turismo, y en el que participan los ministerios de Relaciones Exteriores, Economía y Finanzas, Producción y Desarrollo Agrario y Riego.
“Al mismo tiempo, hemos intensificado los esfuerzos para continuar con la diversificación de nuestros destinos de exportación y abrir nuevos mercados, fortalecer internamente nuestra competitividad y seguir posicionando al Perú como un socio comercial confiable, resiliente y con visión estratégica en el comercio global”, indicó Adrianzén. Acotó que, en ese marco, se ha reforzado la interlocución diplomática con EE.UU. y negó que ese país haya expresado intención alguna de aplicar medidas arancelarias específicas a productos peruanos que sean embarcados desde el puerto de Chancay.
TRATADOS INTERNACIONALES Y OCDE
Destacó también que, en el marco del Foro APEC desarrollado en nuestro país en el año pasado, el Perú suscribió la optimización del TLC con China y el nuevo TLC con Hong Kong; que, a nivel bilateral, actualmente se negocian acuerdos con India, Indonesia, Guatemala y El Salvador; y que se tiene previsto iniciar este año las negociaciones con Emiratos Árabes Unidos. “La suscripción de nuevos tratados beneficiará a amplios sectores de la economía”, refirió el premier.
Sobre el proceso de adhesión del Perú a la Organización para la Cooperación y el Desarrollo Económicos (OCDE), sostuvo que se siguen desplegando esfuerzos para alcanzar la membresía. “Ya se ha concluido la evaluación de 9 de los 23 comités; y, este año, nuestro país se presentará a evaluaciones de acceso a 13 de estos. Al tratarse de una política de Estado, la implementación de las recomendaciones de la OCDE excederá el período de este gobierno, y por este motivo resulta esencial asegurar su continuidad”, refirió Adrianzén.
ELECCIONES Y PACTO POR EL PERÚ
El jefe del Gabinete recordó que en la víspera participó en la sesión del Foro del Acuerdo Nacional, en la que se evidenció el espíritu democrático de las fuerzas políticas e instituciones del Estado en procura del desarrollo del país, lo cual cobra trascendencia en el marco de las elecciones generales 2026.
Parea dichos comicios, el Gobierno nacional reitera su compromiso de mantener absoluta imparcialidad y neutralidad, y de garantizar los recursos presupuestarios para el sistema electoral. Refirió también que el Pacto por el Perú, propuesto por la presidenta Boluarte, propugna los valores democráticos de las fuerzas políticas de cara a las elecciones generales.
MÁS INTERNET Y ELECTRIFICACIÓN RURALES
Asimismo, el premier detalló que, en lo que va del gobierno de la presidenta Boluarte, se brindó acceso a Internet a 4138 localidades rurales, beneficiando a más de 1.1 millones de habitantes. “A octubre del 2025 añadiremos 768 localidades nuevas”, adelantó. “Actualmente, se están desarrollando 29 proyectos de banda ancha rural en distintas regiones, beneficiando a más de 10 900 centros poblados y 17 400 instituciones públicas”, agregó.
Además, informó que se tiene prevista la ejecución de 29 proyectos de electrificación rural en este año en diferentes regiones del país para alcanzar 93 % de cobertura eléctrica. Se proyecta, para el año 2026, llegar a una cobertura eléctrica del 96%, indicó.
Finalmente, subrayó que desde diciembre del 2022 a diciembre del 2024 el Programa Llamkasun Perú, del Ministerio de Trabajo y Promoción del Empleo, ha generado más de 336 000 puestos de trabajo.

“Working for the greatness of our country means working for every region, every province, every district, and every population center without exception. It means promoting effective decentralization, fostering dialogue and consensus above all else, as I have done and will continue to do in my capacity as President of the Council of Ministers,” the Prime Minister said.
He stated that over the past year, he has promoted coordinated efforts in all regions and made more than 55 trips to the interior of the country, listening to the population and coordinating with regional and local authorities to unblock prioritized projects aimed at closing gaps.
“I have been to La Libertad five times, Loreto five times, Piura four times, Ayacucho four times, Junín four times, Lambayeque four times, Arequipa three times, Cusco three times, San Martín three times, Ancash two times, Lima Province two times, Ucayali two times, and Amazonas two times, and so on. We have traveled throughout the country, bringing the State’s presence and strengthening internal order and security in critical areas like Pataz, where we were again last weekend,” the Chief of Staff explained.
The head of the Presidency of the Council of Ministers (PCM) emphasized that consensus is necessary and that it is vital to leave confrontation and polarization behind. “Today, Peru needs us united. Today, the nation demands the responsibility of its institutions. Together, let us continue this effort to meet the needs of Peruvians and move our country forward.”
Considering that citizen insecurity is one of the country’s main problems, Adrianzén emphasized that the deployment of law enforcement will be redoubled, with greater operational intelligence, more resources, and greater determination to fight crime. “The Constitutional Rule of Law will not allow organized crime to flourish,” he stated.
PROJECT UNLOCKING
The Prime Minister emphasized that over the past year, the Executive Branch has decisively promoted major infrastructure projects and works, including the Chancay Multipurpose Port Terminal; the second runway at Jorge Chávez International Airport, which will soon be operational; the signing of contracts for the future new Central Highway, the Santa Rosa Expressway, the Peripheral Ring Road, the Salaverry Port Terminal, and electrical transmission lines. Likewise, the unblocking of Chavimochic II and Majes Siguas II, among other agricultural projects, was achieved.
“Our goal by the end of 2025 is the execution of approximately $5.48 billion in mining and infrastructure projects,” he stated.
The head of the PCM also reported that during the final stage of President Dina Boluarte’s administration, a collaborative plan will be implemented between the public and private sectors to prioritize and target interventions that have the greatest impact on the population, concentrating institutional efforts and resources on specific goals.
ECONOMIC GROWTH PROJECTION OF 4%
Prime Minister Adrianzén emphasized that, despite difficult and challenging circumstances, the country is consolidating its economic growth within the framework of the rule of law and democracy. “Thanks to the efforts of the State powers and institutions, the private sector, and all Peruvians, in 2024 Peru achieved an expansion of 3.3%, one of the highest growth rates in the region, thereby overcoming the recession of 2023,” he emphasized.
“Our projection for 2025 is to achieve growth of 4%. Peru also has one of the lowest inflation rates in the world, remains one of the economies with the lowest country risk, and has a stable currency, which demonstrates the strength of our economy,” the Chief of Staff emphasized.
EXPORTS, SPENDING REVIEWS, AND TAX SIMPLIFICATION
Adrianzén emphasized that the national government has managed to maintain sustained growth in total exports, which reached a record level of $74.645 billion in 2024. He also highlighted that, continuing the growth path, in January of this year, Peruvian exports reached a value of $6.922 billion, representing an increase of 30.7% compared to the same month last year.
The head of the PCM also announced that the Executive Branch, together with the Ministry of Economy and Finance (MEF), will continue to conduct spending reviews in certain sectors, seeking to optimize the use of resources and reduce non-critical spending. He also announced that the MEF and the National Superintendency of Customs and Tax Administration (Sunat) are coordinating the development of a new Simplified Tax Regime for small taxpayers.
PRIVATE INVESTMENT ON THE RISE
Regarding private investment, the head of the Cabinet emphasized that in 2024, growth accelerated from 0.1% in the first quarter to 5.8% in the fourth quarter, closing the year with 2.6% growth, which is related to improved business expectations, lower corporate interest rates, and increased non-mining residential investment.
“By 2025, we expect increased investment momentum driven by a favorable macroeconomic environment, improved financing conditions, and large strategic projects,” said the prime minister, who highlighted the importance of Public-Private Partnerships (PPPs) for major projects.
US TARIFFS
Regarding the Trump administration’s move to soon impose a 10% tariff on Peru, the Prime Minister indicated that this situation has not surprised the Executive Branch, which has been working in a coordinated manner to address this situation through a multisectoral working group led by the Ministry of Foreign Trade and Tourism, and which includes the Ministries of Foreign Affairs, Economy and Finance, Production and Agrarian Development, and Irrigation.
“At the same time, we have intensified efforts to continue diversifying our export destinations and opening new markets, strengthening our domestic competitiveness, and continuing to position Peru as a reliable, resilient trading partner with a strategic vision in global trade,” Adrianzén stated. He added that, within this framework, diplomatic dialogue with the US has been strengthened and denied that the US has expressed any intention to apply specific tariff measures to Peruvian products shipped from the port of Chancay.
INTERNATIONAL TREATIES AND THE OECD
He also highlighted that, within the framework of the APEC Forum held in Peru last year, Peru signed the optimization of the FTA with China and the new FTA with Hong Kong; that, at the bilateral level, agreements are currently being negotiated with India, Indonesia, Guatemala, and El Salvador; and that negotiations with the United Arab Emirates are expected to begin this year. “The signing of new treaties will benefit broad sectors of the economy,” the Prime Minister stated.
Regarding Peru’s accession process to the Organization for Economic Cooperation and Development (OECD), he stated that efforts are continuing to achieve membership. “The evaluation of 9 of the 23 committees has already been completed; and, this year, our country will submit accession evaluations to 13 of these. As this is a state policy, the implementation of the OECD recommendations will exceed the term of this government, and for this reason, it is essential to ensure their continuity,” Adrianzén stated.
ELECTIONS AND THE PACT FOR PERU
The Chief of Staff recalled that the day before, he participated in the session of the National Agreement Forum, which demonstrated the democratic spirit of the political forces and state institutions in pursuit of the country’s development, which is of particular importance in the context of the 2026 general elections.
For these elections, the national government reiterates its commitment to maintaining absolute impartiality and neutrality, and to guaranteeing budgetary resources for the electoral system. He also noted that the Pact for Peru, proposed by President Boluarte, advocates the democratic values of the political forces ahead of the general elections.
MORE INTERNET AND RURAL ELECTRIFICATION
The Prime Minister also detailed that, during President Boluarte’s administration, internet access has been provided to 4,138 rural communities, benefiting more than 1.1 million inhabitants. “By October 2025, we will add 768 new locations,” he announced. “Currently, 29 rural broadband projects are underway in different regions, benefiting more than 10,900 population centers and 17,400 public institutions,” he added.
