Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe En el marco de la audiencia pública descentralizada “Problemática en la calidad de los servicios turísticos en la región Tacna”, organizada por la Comisión de Defensa del Consumidor del Congreso, la ministra de Comercio Exterior y Turismo, Desilú León, resaltó el enorme potencial turístico y de la región Tacna, así como las acciones estratégicas que se vienen desplegando desde el Mincetur para fortalecer el desarrollo turístico de la zona.
Durante su intervención, la ministra León señaló que “Tacna no solo es una región con belleza por mostrar, sino también con capacidad exportadora y potencial para desarrollar grandes eventos. Tacna es turismo, agroexportación y reuniones. Debemos recuperar la visión de crecimiento integral del turismo en la región”.
En este sentido, destacó el dinamismo del turismo internacional en Tacna, que en 2024 registró el ingreso de 497,769 turistas internacionales a través del Puesto de Control Fronterizo Santa Rosa, un incremento del 11.6% respecto al año anterior. El 89.9% de estos visitantes provino de Chile. Además, el Aeropuerto Internacional Carlos Ciriani recibió más de 219 mil pasajeros durante el mismo año. Estos flujos reafirman el rol de Tacna como una de las principales puertas de ingreso al país, solo superada por el aeropuerto internacional Jorge Chávez.
Frente al aumento de visitantes, el Mincetur ha identificado diversas problemáticas en la frontera, como la infraestructura insuficiente y la necesidad de modernización tecnológica. En respuesta, se trabaja con la Mesa Ejecutiva de Turismo en la ampliación del complejo fronterizo Santa Rosa, la implementación del sistema de control “semáforo” junto con las autoridades chilenas, y el mejoramiento de zonas de amortiguamiento vehicular y control de carga. También se coordina con el Ministerio del Interior (Mininter) para reforzar la presencia policial en la línea de la Concordia.
Asimismo, se vienen fortaleciendo diversos instrumentos de planificación turística en la región. A través del Plan Estratégico Regional de Turismo (Pertur) y el Plan de Desarrollo Turístico Local (PDTL), se busca alinear esfuerzos locales, regionales y nacionales con una visión de desarrollo sostenible. El Comité Consultivo Regional de Turismo (CCRT) continúa como un espacio articulador entre sector público y privado, con asistencia técnica activa por parte del Mincetur.
Una herramienta clave es el inventario turístico, que registra 65 recursos en Tacna, 50 de ellos jerarquizados. Este proceso permite priorizar proyectos para su desarrollo mediante inversiones públicas y mecanismos como obras por impuestos o asociaciones público-privadas. En línea con ello, el Mincetur supervisa el estudio de preinversión del proyecto de mejoramiento del Complejo Monumental del Campo de la Alianza, que contempla una inversión de más de S/ 15.7 millones.
En cuanto a calidad, el Plan Nacional de Calidad Turística (CALTUR) contempla en 2025 la intervención en 15 empresas del sector para mejorar sus estándares, mientras que el Plan de Fortalecimiento de Competencias (PFC) incluye capacitaciones en gestión de hospedajes, redes sociales, coctelería y otros, con una meta de 280 beneficiarios. Además, el programa de Evaluación y Certificación de Competencias Laborales (ECCL) intervendrá a 100 trabajadores del sector durante este año.
La ministra León también enfatizó la implementación de rutas temáticas como la Ruta del Pisco, donde Tacna ha sido incluida con acciones que abarcan el diseño de experiencias turísticas innovadoras, producción audiovisual, promoción conjunta con Promperú y participación en eventos como Perú Mucho Gusto.
Por otro lado, el Mincetur impulsa estrategias inclusivas como Turismo Emprende y Somos Artesanía, para fomentar el desarrollo de emprendimientos turísticos sostenibles y fortalecer la cadena de valor artesanal en la región.
Finalmente, la ministra reiteró que el turismo es un pilar esencial para el crecimiento económico y la lucha contra la pobreza. “Estamos comprometidos con elevar la competitividad del destino Tacna y garantizar una experiencia turística de calidad, sostenible e inclusiva para todos”, concluyó.
Es importante mencionar que la audiencia pública contó con la presencia de importantes autoridades nacionales, entre ellas: el presidente de la Comisión de Defensa del Consumidor del Congreso, Manuel García Correa; la congresista Esmeralda Limachi; el alcalde provincial de Tacna, Pascual Guiza; y el presidente del Consejo Directivo de Indecopi, Alberto Villanueva Eslava, entre funcionarios y representantes de gremios empresariales de la región Tacna.

In response, it is working with the Executive Board of Tourism to expand the Santa Rosa border complex, implement the “traffic light” control system in conjunction with Chilean authorities, and improve vehicle buffer zones and cargo control. It is also coordinating with the Ministry of the Interior (Mininter) to strengthen police presence along the Concordia line.
Likewise, various tourism planning instruments are being strengthened in the region. Through the Regional Strategic Tourism Plan (PERTUR) and the Local Tourism Development Plan (PDTL), the plan seeks to align local, regional, and national efforts with a vision of sustainable development. The Regional Tourism Advisory Committee (CCRT) continues to serve as a coordinating body between the public and private sectors, with active technical assistance from the Ministry of Tourism (MINCETUR).
A key tool is the tourism inventory, which records 65 resources in Tacna, 50 of which are prioritized. This process allows projects to be prioritized for development through public investment and mechanisms such as tax-based projects or public-private partnerships. In line with this, the Ministry of Tourism (MINCETUR) is overseeing the pre-investment study for the Campo de la Alianza Monumental Complex improvement project, which contemplates an investment of more than S/ 15.7 million.
Regarding quality, the National Tourism Quality Plan (CALTUR) plans to intervene in 15 companies in the sector by 2025 to improve their standards, while the Skills Strengthening Plan (PFC) includes training in hospitality management, social media, cocktail making, and other areas, with a target of 280 beneficiaries. Additionally, the Labor Skills Assessment and Certification (ECCL) program will provide training to 100 workers in the sector this year.
Minister León also emphasized the implementation of thematic routes such as the Pisco Route, which Tacna has included with actions that include the design of innovative tourism experiences, audiovisual production, joint promotion with Promperú, and participation in events such as Perú Mucho Gusto.
On the other hand, Mincetur promotes inclusive strategies such as Turismo Emprende and Somos Artesanía (We Are Crafts) to foster the development of sustainable tourism ventures and strengthen the artisanal value chain in the region.
Finally, the minister reiterated that tourism is an essential pillar for economic growth and the fight against poverty. “We are committed to increasing the competitiveness of Tacna as a destination and ensuring a quality, sustainable, and inclusive tourism experience for all,” she concluded.
It is important to mention that the public hearing was attended by prominent national authorities, including Manuel García Correa, President of the Congressional Consumer Protection Commission; Congresswoman Esmeralda Limachi; Pascual Guiza, Mayor of Tacna Province; and Alberto Villanueva Eslava, President of the Board of Directors of Indecopi, among other officials and representatives of business associations in the Tacna region.
