Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe En su firme compromiso con el progreso de las zonas fronterizas, el Poder Ejecutivo, a través de la Presidencia del Consejo de Ministros (PCM), ha establecido la Mesa de Trabajo destinada a impulsar el desarrollo del distrito de Santa Rosa de Loreto, ubicado en la provincia de Mariscal Ramón Castilla, dentro del departamento de Loreto.

Este grupo multisectorial, de carácter temporal, fue formalmente creado mediante la Resolución Ministerial N° 190-2025-PCM, la cual fue divulgada en la edición extraordinaria del boletín de Normas Legales del diario oficial El Peruano. Su principal objetivo es diseñar una estrategia integral de intervención territorial que contribuya significativamente al desarrollo del distrito de Santa Rosa de Loreto. Esta estrategia se enfocará en el robustecimiento institucional y en la optimización de la respuesta estatal para satisfacer las necesidades de la población en cuanto a bienes y servicios de alta calidad.

La Mesa de Trabajo estará liderada por la Secretaría de Descentralización de la PCM y contará con la participación de representantes de diversos ministerios clave, incluyendo: Ambiente; Defensa; Desarrollo e Inclusión Social; Economía y Finanzas; Educación; Energía y Minas; Interior; Mujer y Poblaciones Vulnerables; Producción; Relaciones Exteriores; Salud; Trabajo y Promoción del Empleo; Transportes y Comunicaciones; y Vivienda, Construcción y Saneamiento.

Adicionalmente, formarán parte de este grupo un representante de la Secretaría de Gestión Social y Diálogo de la PCM, un representante del Gobierno Regional de Loreto, el alcalde de la Municipalidad Provincial de Mariscal Ramón Castilla, y cuatro representantes de la sociedad civil organizada del distrito de Santa Rosa de Loreto, quienes serán debidamente acreditados por la mencionada municipalidad.

Conforme a lo estipulado en la Resolución Ministerial, el grupo de trabajo tendrá, entre sus principales funciones, la elaboración de una agenda de desarrollo territorial que identifique de manera precisa las prioridades del distrito. Esta agenda deberá incluir una propuesta detallada de acciones e inversiones orientadas a mejorar, tanto a corto como a mediano plazo, la calidad de vida de los habitantes. Asimismo, se encargará de formular una estrategia de intervención territorial basada en dicha agenda y tendrá la facultad de establecer subgrupos de trabajo, según las necesidades específicas que se identifiquen en el proceso.

Las entidades participantes deberán designar a sus representantes, tanto titulares como alternos, en un plazo no mayor de cinco días hábiles contados a partir de la fecha de publicación de la norma. La Secretaría Técnica estará a cargo de la Subsecretaría de Articulación Regional y Local de la Secretaría de Descentralización, la cual asumirá todas las responsabilidades administrativas y operativas necesarias para el correcto funcionamiento del grupo de trabajo.

El dispositivo legal también establece que el grupo de trabajo podrá solicitar asesoramiento, colaboración o apoyo técnico a especialistas e instituciones, tanto públicas como privadas, a nivel nacional o local, siempre y cuando ello no genere gastos adicionales al erario público. Es importante destacar que todas las entidades involucradas deberán sujetar el cumplimiento de sus funciones a su respectivo presupuesto institucional.

La instalación formal de la Mesa de Trabajo deberá llevarse a cabo en un plazo máximo de diez días hábiles. Su vigencia se extenderá hasta el momento en que asuma funciones el nuevo alcalde del distrito de Santa Rosa de Loreto, fecha en la cual deberá presentarse un informe final detallado a la PCM.

New Territorial Strategy: PCM leads multisector initiative for the development of Santa Rosa de Loreto.

This temporary, multisectoral group was formally created through Ministerial Resolution No. 190-2025-PCM, which was published in the special edition of the Legal Norms bulletin of the official newspaper El Peruano. Its main objective is to design a comprehensive territorial intervention strategy that significantly contributes to the development of the district of Santa Rosa de Loreto. This strategy will focus on institutional strengthening and optimizing the state’s response to meet the population’s needs for high-quality goods and services.

The Working Group will be led by the PCM’s Secretariat for Decentralization and will include representatives from several key ministries, including: Environment; Defense; Development and Social Inclusion; Economy and Finance; Education; Energy and Mines; Interior; Women and Vulnerable Populations; Production; Foreign Affairs; Health; Labor and Employment Promotion; Transportation and Communications; and Housing, Construction, and Sanitation.

Additionally, this group will include a representative from the Secretariat of Social Management and Dialogue of the PCM, a representative from the Regional Government of Loreto, the mayor of the Provincial Municipality of Mariscal Ramón Castilla, and four representatives of organized civil society from the district of Santa Rosa de Loreto, all of whom will be duly accredited by the aforementioned municipality.

In accordance with the Ministerial Resolution, the working group’s main functions will include developing a territorial development agenda that precisely identifies the district’s priorities. This agenda must include a detailed proposal for actions and investments aimed at improving the quality of life of residents, both in the short and medium term. It will also be responsible for formulating a territorial intervention strategy based on this agenda and will have the authority to establish subgroups based on the specific needs identified during the process.

Participating entities must designate their representatives, both principal and alternate, within five business days of the date of publication of the regulation. The Technical Secretariat will be headed by the Undersecretariat of Regional and Local Coordination of the Secretariat of Decentralization, which will assume all administrative and operational responsibilities necessary for the proper functioning of the working group.

The legal provision also establishes that the working group may request advice, collaboration, or technical support from specialists and institutions, both public and private, at the national or local level, as long as this does not generate additional costs to the public treasury. It is important to note that all involved entities must comply with their respective institutional budgets for the performance of their functions.

The formal installation of the Working Group must take place within a maximum of ten business days. It will remain in effect until the new mayor of the Santa Rosa de Loreto district takes office, at which time a detailed final report must be submitted to the PCM.
