“Con la edificación de este nuevo establecimiento penitenciario, garantizaremos que los delincuentes de mayor peligrosidad estén sujetos a un régimen de aislamiento efectivo, una distribución estratégica dentro del penal y una vigilancia estricta que operará las 24 horas del día. A esto se sumarán rigurosas restricciones en las comunicaciones y desplazamientos de los internos”, afirmó enfáticamente la Presidenta Boluarte durante la ceremonia de firma del convenio tripartito. Estas medidas, según la mandataria, son esenciales para asegurar la seguridad ciudadana y mantener el orden dentro del penal.

El proyecto del nuevo penal en la isla El Frontón contempla una capacidad para albergar a 2000 internos clasificados como de alta peligrosidad. El diseño del penal se adherirá a los más altos estándares internacionales de seguridad, incorporando tecnología de punta y protocolos rigurosos para prevenir fugas y mantener el control interno. Se estima que la inversión total ascenderá a S/500 millones, y la construcción se llevará a cabo en un área que supera los 57 000 metros cuadrados.

El proyecto ha sido concebido con un enfoque integral en la seguridad. Se contempla un acceso completamente restringido al penal, desplazamientos internos altamente controlados y limitaciones estrictas en las comunicaciones de los internos, incluyendo restricciones en el acceso a teléfonos y visitas. Estas medidas forman parte de un plan integral para fortalecer la seguridad ciudadana y asegurar que los delincuentes de alta peligrosidad no puedan seguir operando desde prisión.

“Hemos tomado la firme decisión de impulsar la viabilidad para la reapertura de este nuevo penal, lo que representa un paso histórico que marcará un antes y un después en nuestra política de modernización y reorganización del sistema penitenciario. Con esta iniciativa, buscamos poner fin al problema del hacinamiento que ha afectado por décadas a los penales en todo el país”, enfatizó la mandataria, subrayando la importancia de esta inversión para mejorar las condiciones de vida de los internos y garantizar la seguridad de la sociedad.

Uno de los aspectos más relevantes del convenio es que permite al Ejército del Perú, a través de su Cuerpo de Ingenieros, asumir la responsabilidad de ejecutar el movimiento de tierras en la isla. Esta fase inicial de la construcción es crucial para preparar el terreno y asegurar la estabilidad de las futuras estructuras. Los equipos técnicos de los tres ministerios involucrados trabajarán en estrecha coordinación para alinear iniciativas, gestionar inversiones y desarrollar estrategias conjuntas que garanticen que el proyecto se desarrolle con la máxima rigurosidad técnica, jurídica y administrativa. Se establecerán mecanismos de supervisión y control para asegurar la transparencia y eficiencia en el uso de los recursos públicos.

En este contexto, la Jefa de Estado recordó que el Gobierno central se encuentra actualmente ejecutando diversos proyectos penitenciarios a nivel nacional, demostrando un compromiso continuo con la mejora del sistema penitenciario. “Seguiremos trabajando incansablemente para que nuestra población se sienta segura de vivir en un país donde no ha sido fácil avanzar, especialmente tras las incertidumbres que nos dejó el intento de golpe de Estado. Sin embargo, aquí estamos, con el corazón y la frente en alto, y con el firme compromiso de seguir avanzando con dignidad y fortaleza”, puntualizó la Presidenta Dina Ercilia Boluarte Zegarra, reafirmando su determinación de superar los desafíos y construir un futuro más seguro para todos los peruanos.

La ceremonia de firma del convenio contó con la presencia y participación activa de los ministros de Justicia y Derechos Humanos, Juan José Santiváñez Antúnez; Vivienda, Construcción y Saneamiento, Durich Whittembury Talledo; y Defensa, Walter Astudillo Chávez.
