El abanderado de que esta propuesta se convierta en ley es el Congresista de la República Roberto Sánchez Palomino, nacido en Huaral, quien, a los segundos de su aprobación por el parlamento peruano, declaró muy emocionado: “¡Huaral ya tiene su universidad nacional! El Congreso aprobó mi proyecto de ley N° 8982 que crea la Universidad Nacional de Huaral. Un paso firme por el derecho de nuestras juventudes a estudiar cerca de casa, con acceso a educación pública y de calidad. ¡Seguimos luchando por más oportunidades para todos y todas!”, sostuvo.

La UNAH, que tendrá personería jurídica de derecho público interno, establecerá su sede principal en el distrito de Huaral, departamento de Lima. Esta iniciativa legislativa se fundamenta en los proyectos de ley 8982/2024-CR, 10117/2024-CR y 10950/2024-CR, reflejando un esfuerzo coordinado para atender las necesidades educativas de la provincia.

Durante el debate, el vicepresidente de la Comisión de Educación, Esdras Medina, destacó la importancia estratégica de la UNAH, especialmente en el contexto de la inauguración del megapuerto de Chancay. Medina subrayó que la nueva universidad jugará un papel crucial en la dinamización de la economía local, proporcionando la formación académica y técnica necesaria para aprovechar las oportunidades generadas por este importante proyecto de infraestructura.

El dictamen aprobado establece que la Universidad Nacional de Huaral se constituirá como pliego presupuestal, garantizando su autonomía administrativa y financiera. Asimismo, se autoriza al Ministerio de Economía y Finanzas a transferir las partidas presupuestarias correspondientes desde el presupuesto institucional del Ministerio de Educación, asegurando así la viabilidad económica del proyecto.

La creación de la UNAH representa una inversión estratégica en el futuro de Huaral y sus habitantes. Al ofrecer una amplia gama de programas académicos y de investigación, la universidad contribuirá a la formación de profesionales altamente capacitados, impulsando la innovación, el emprendimiento y el desarrollo sostenible en la región.

Roberto Sánchez Palomino es un psicólogo y político peruano, nacido en Huaral el 3 de febrero de 1969. Es congresista de la República para el período 2021-2026 y fue Ministro de Comercio Exterior y Turismo durante el gobierno de Pedro Castillo. Actualmente, ejerce la presidencia del partido Juntos por el Perú desde octubre de 2017.

EDUCACIÓN Y TRAYECTORIA
Sánchez Palomino estudió Psicología en la Universidad Nacional Mayor de San Marcos, obteniendo el título en el año 2000. En 2020, fue gerente de desarrollo social de la Municipalidad Provincial de Huaral.

CARRERA POLÍTICA
Roberto Sánchez incursionó en la política como militante del Partido Humanista Peruano. En las elecciones generales de 2021, fue elegido congresista de la República por la lista de Lima Metropolitana de Juntos por el Perú, obteniendo 29,827 votos .

MINISTRO DE COMERCIO EXTERIOR Y TURISMO
El 29 de julio de 2021, fue nombrado Ministro de Comercio Exterior y Turismo por el presidente Pedro Castillo. Su gestión ministerial terminó tras la renuncia general del Consejo de Ministros el 7 de diciembre de 2022.
