Congresistas no quieren adelanto de elecciones y preparan el camino para que Keiko Fujimori sea presidenta.

Los “Fujimoristas” quieren anular lo establecido en los artículos 90, 112 y 114 de la Constitución Política del Perú.

Artículo 90°.
El Poder Legislativo reside en el Congreso de la República, el cual consta de cámara única. El número de congresistas es de ciento treinta. El Congreso de la República se elige por un período de cinco años mediante un proceso electoral organizado conforme a ley.

Artículo 112°.
El mandato presidencial es de cinco años. El Presidente puede ser reelegido de inmediato para un período adicional. Transcurrido otro período constitucional, como mínimo, el ex presidente puede volver a postular, sujeto a las mismas condiciones.”

Artículo Nro 114°.
El ejercicio de la Presidencia de la República se suspende por: 1. 2. Hallarse éste sometido a proceso judicial, conforme al artículo 117º de la Constitución. (ESTE ARTÍCULO PARA QUE KEIKO FUJIMORI POSTULE)

BUSCANDO SALIDA
El congresista Eduardo Salhuana Cavides (APP) presentó esta tarde una reconsideración a la votación del dictamen que planteaba una reforma constitucional con el objetivo de recortar el mandato presidencial y congresal y convocar a elecciones generales para el 2024.

El anuncio lo hizo el presidente del Congreso, José Williams Zapata, en la sesión del Pleno, tras la votación de esa propuesta que solo obtuvo 49 votos a favor, 33 en contra y 25 abstenciones.

Cabe indicar que el artículo 58 del Reglamento del Congreso señala que “las reconsideraciones se presentan por escrito luego de las votaciones y su aprobación requiere el voto de más de la mitad del número legal de congresistas”.

“Se suspende la sesión. Se citará oportunamente”, dijo inmediatamente el titular del Parlamento.

DICTAMEN
Previamente, el congresista Hernando Guerra García (FP), presidente de la Comisión de Constitución y Reglamento, presentó un texto sustitutorio recogido del debate parlamentario y de los aportes planteados por los titulares de los organismos electorales en la víspera.

Ser proponía una disposición transitoria para señalar que “la presidenta de la República actualmente en funciones, convoca a elecciones generales, las que se llevan a cabo en el mes de diciembre de 2023. Concluye su mandato el 30 abril de 2024. Los congresistas y representantes ante el Parlamento Andino elegidos en las Elecciones Generales 2021, culminan su representación el 28 de abril de 2024. No son de aplicación para ellos por excepción, los plazos establecidos en los artículos 90, 112 y 116 de la Constitución Política», precisa el texto.

Además, agrega que “El Congreso de la República, con la asistencia técnica de las entidades que conforman el sistema electoral, elabora y aprueba la normativa procesal electoral aplicable a las Elecciones Generales 2023”.

Cabe indicar que antes de la votación el congresista Flavio Cruz (PL) pidió un cuarto intermedio para afinar el dictamen en minoría, pedido que no fue aceptado por Guerra García.

EL DEBATE
Durante el debate, varios legisladores coincidieron al solidarizarse con los familiares de las víctimas mortales ocurridas últimamente y rechazaron la violencia que altera el orden público y la paz social. Hicieron propicio el momento para reflexionar sobre la necesidad de que en el Parlamento se genere el diálogo democrático para llegar a un consenso que permita superar la crisis política que vive el país.

Al hacer uso de la palabra, la congresista Martha Moyano (FP) dijo que la situación de crisis y provocación tiene como único objetivo cerrar el Congreso e instaurar una asamblea constituyente.
“Lo que quieren hoy día es no debatir el adelanto de elecciones, quieren que esto se suspenda, porque eso es lo que quieren”, dijo la legisladora al tiempo de manifestar que “hoy se vota el adelanto de elecciones” y emplazó a sus colegas subrayando “y veremos quién está a favor”.

Por su parte, el legislador Américo Gonza (PL) pidió a la presidenta de la República que renuncie al cargo.

La congresista Karol Paredes (AP) rechazó que se responsabilice al Congreso de la crisis política.

“Culpan al Congreso, cuando el único responsable es Pedro Castillo de la pérdida de vidas humanas que no tienen ninguna culpa”, dijo la legisladora y enseguida invocó a sus colegas a debatir las reformas políticas que se tienen que dar, pero con responsabilidad.

En su participación José Jerí (SP) subrayó a sus colegas que las dos opciones que tenemos son: “O nos vamos en diciembre del 2023 o en abril del 2024. No hay más. Eso es lo que tiene que votarse”, añadió.

Por su lado, Jaime Quito (PL) expresó su desacuerdo con la ampliación de la presente legislatura. “Ampliamos la legislatura cuando el pueblo no quiere que hagamos reformas porque no nos quiere, el pueblo lo que quiere es una asamblea constituyente, entendámoslo bien”.

“Si tanto hablan del pueblo, revisen las encuestas, ni en el sur, ni en el mundo rural, ni en todo el Perú, el pedido de asamblea constituyente llega al 10 %”, anotó el congresista Alejandro Aguinaga (FP) al tiempo de argumentar que esa posición es para encubrir su profundo deseo de no ir a un adelanto de elecciones.

“¡Asamblea constituyente no, adelanto de elecciones, sí! Ese es el sentir de la población que adopta la posición de Fuerza Popular”, concluyó.

“Nosotros, el Congreso somos los responsables de esta crisis social”, dijo la congresista Nieves Limachi (PD) “porque los 130 no hemos sido capaces de ponernos de acuerdo por la estabilidad y por la gobernabilidad del país”, añadió.

Dijo que es ahora que requerimos un alto acuerdo político para el adelanto elecciones acompañándola de la consulta al pueblo por una asamblea constituyente.

“¡No debemos tenerle miedo a la respuesta del pueblo, para bien o para mal el pueblo decidirá!, concluyó la legisladora.
