Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe Con el objetivo prístino en el país, de garantizar el fortalecimiento y predictibilidad en el ejercicio de las diversas actividades de la valuación en el sector público y privado, el día de hoy en el Congreso de la República se presentó la iniciativa legislativa de creación del Colegio de Valuadores Profesionales del Perú, a cargo del presidente del Cuerpo Técnico de Tasaciones del Perú (CTTP) Miguel Cordano Rodríguez, en la I Sesión de Trabajo, del despacho del parlamentario Eduardo Salhuana Cavides (AAP).

Los valuadores son los llamados a realizar profesionalmente las valuaciones en todo el territorio peruano, sin embargo no cuentan con una carrera de grado que forme valuadores, siendo los mismos profesionales de diversas áreas, los que hacen o realizan la actividad de valuación; no obstante es imperativo el planteamiento que tomar la decisión de ser valuador profesional implica formación y especialización.

En ese sentido la iniciativa legislativa desarrollada hoy en el parlamento nacional invoca meridianamente que el Colegio de Valuadores Profesionales del Perú, busca regular la profesionalización del Valuador, crear profesionalmente la carrera del Valuador Profesional, y señalar las funciones del Valuador Profesional, del mismo modo visibilizar las actividades del Valuador Profesional y finalmente crear el Registro Nacional de Valuadores Profesionales, indicó Miguel Cordano Rodríguez, presidente del Cuerpo Técnico de Tasaciones del Perú (CTTP).

La propuesta legislativa de creación del Colegio de Valuadores Profesionales del Perú, desarrolla una plataforma vertical de trabajo y coordinación con los sectores del Ministerio de Vivienda, Construcción y Saneamiento con el Cuerpo Técnico de Tasaciones del Perú (CTTP) generándose el Reglamento para el Colegio de Valuadores Profesionales del Perú.

Entre los beneficios de la propuesta legislativa en mención, se señala la garantía de una real lucha anticorrupción, del mismo modo el incremento de la productividad y eficiencia de los proyectos, consolidando las mejoras de la calidad de decisiones de compra venta, e igual manera la mejora de normatividad que rige los encargos de valuación de activos intangibles.

COLEGIO DE VALUADORES PROFESIONALES DEL PERU
En su sustentación en el parlamento peruano Miguel Cordano Rodríguez, sostuvo que esta propuesta legislativa busca fundamentalmente fortalecer el marco legal general en materia de valuación y tasación de bienes tangibles e intangibles, muebles e inmuebles, servicios, proyectos de infraestructura, expropiaciones, servidumbres y otros que se efectúen, a nivel nacional, en entidades del sector público, así como empresas e instituciones del sector privado, regulando la actividad valuadora y estableciendo responsabilidades y competencias de los valuadores en el Perú, así como profesionalizar al valuador y crear un Registro Nacional de Valuadores

CUERPO TÉCNICO DE TASACIONES DEL PERÚ CTTP
El Cuerpo Técnico de Tasaciones del Perú es una Institución creada por Decreto Supremo 13 de Diciembre de 1889, expedido por el Mariscal Andrés A. Cáceres; reconocido por Ley No. 6761 de 05 de Febrero de 1930 y está integrado por Ingenieros y Arquitectos colegiados en el país, especializados en la valuación de bienes y servicios.

Por Decreto Supremo No. 041-2001-MTC de 26 de Julio del 2001, se le autoriza a constituirse bajo la forma de Asociación Civil, funcionando actualmente como tal, sin perder su condición de persona jurídica creada por ley.

Finalmente el presidente del Cuerpo Técnico de Tasaciones del Perú (CTTP) Miguel Cordano Rodríguez puntualizó que la creación de Colegio de Valuadores Profesionales del Perú toma como eje la predictibilidad como un medio necesario en el Perú de hoy en donde tenemos un deficiente estado de los servicios públicos y su infraestructura, una enorme acumulación de proyectos y numerosa paralización de obras públicas y escasa prevención de desastres, por poner un ejemplo en el Perú de este 2023 tenemos una brecha de infraestructura de más de US$ 110 mil millones.

Por eso se requiere rediseñar la arquitectura institucional del país, minimizando riesgos sociales de inequidad, injusticia, ineficiencia, y falta de transparencia, así como contribuir a la reactivación económica de nuestro país, mediante la rápida y correcta ejecución de proyectos y fortalecer la lucha anticorrupción, recalcó.
