Así lo señaló durante su presentación ante la Comisión de Presupuesto, ante el cuestionamiento del presidente de este grupo de trabajo, José Luna Gálvez, quien demandó el pronto pago de esta deuda social que podría beneficiar a más de 2 millones de peruanos.
“Vamos a coordinar con la Comisión que ve el tema de Fonavi para corregir algunos aspectos legales con el fin de iniciar el proceso lo más rápido posible. El Fonavi cuenta con recursos disponibles y consideramos que, en las circunstancias actuales, donde ha habido un shock de desastres naturales y conflictividad social, son un grupo vulnerable”, afirmó el ministro Contreras.
El titular del MEF explicó que en el presupuesto del año 2023 se cuenta con 50 millones de soles para este fin y la Comisión Ad Hoc ya cuenta también con recursos para iniciar el procedimiento, además de las cuentas por recuperar, para con ello empezar con la devolución.
El parlamentario José Luna Gálvez recordó que se había revelado anteriormente que la comisión contaría con 1,997 millones soles.
Estas declaraciones las brindó durante la sesión de la Comisión de Presupuesto, en la que participaron también los ministros de Justicia y Derechos Humanos, Daniel Maurate; Educación, Patricia Correa; de Salud, Rosario Gutiérrez; de Comercio Exterior y Turismo, Juan Carlos Mathews; Transportes y Comunicaciones, Paola Lazarte, y Vivienda, Construcción y Saneamiento, Hania Pérez De Cuéllar.
La sesión tuvo como objetivo de que los ministros sustenten las modificaciones presupuestales por más de S/ 5,700 millones durante el primer trimestre del 2023, en cumplimiento de lo dispuesto en la Ley de Presupuesto del Año Fiscal 2023.
CUESTIONAMIENTOS
Durante la sesión los parlamentarios miembros cuestionaron el bajo nivel de ejecución presupuestal en inversión pública de los distintos pliegos ministeriales, siendo los más graves, los ministerios de Relaciones Exteriores (3.2%); de Ambiente (4.7%); de Desarrollo e Inclusión Social (5.6%); de la Producción (10%); de Salud (10.3%), entre otros.
En total, los pliegos ministeriales, cuestionaron los parlamentarios, muestra una ejecución presupuestal de apenas el 15.4% al 1 de mayo del 2023.
En tanto, el Gobierno Nacional presenta una ejecución en inversiones de 19.9%; los gobiernos regionales, 13.3%, y gobiernos locales, 16.1%. En total, se ha ejecutado apenas 17.1%.
TRANSFERENCIAS Y RESERVA DE CONTIGENCIA
Contreras Miranda explicó que el sector Economía y Finanzas habilitó recursos por S/2,239 millones en la Reserva de Contingencia para financiar principalmente medidas del Plan con Punche Perú.
Explicó que dichas habilitaciones se realizaron sin afectar los proyectos, acciones y obras de otros sectores, pese a que esta se produjo con transferencias de otros sectores.
ATENCIÓN DE EMERGENCIA
De otro lado, el ministro Contreras confirmó que a la fecha se ha ejecutado apenas 397 millones de soles, de los S/ 8,800 millones, en reducción de la vulnerabilidad y atención de emergencia.
Explicó que el gobierno nacional utilizó 233 millones de soles; los gobiernos regionales, S/ 53 millones, y los gobiernos locales, S/ 111 millones.
PUNCHE EMERGENCIA
De igual manera, informó que al 01 de mayo de este año el plan “Con Punche Emergencia” transfirió un total de S/ 1,261 millones para contrarrestar los impactos generados por las lluvias generadas por El Niño Costero y.
Detalló que este plan cuenta con 3 ejes: Atención inmediata a la emergencia; seguido de la prevención; Protección y resiliencia de la infraestructura y Medidas para la recuperación de la capacidad productiva e impulso de la vivienda social.
