La reunión fue liderada por el viceministro de Gobernanza Territorial de la PCM, Paúl Caiguaray Pérez, y participaron el gobernador regional de Loreto, René Chávez; la presidenta del directorio de PerúPetro, Isabel Mercedes Tafur, y el alcalde del distrito de Puinahua, Giordano Mendoza.
También asistieron los representantes de los ministerios de Cultura y de Energía y Minas, la Defensoría del Pueblo, y de la empresa PetroTal, operador del contrato de licencia del Lote 95, junto a dirigentes de la Asociación Indígena de Desarrollo y Conservación de Bajo Puinahua (AIDECOBAP) y la Junta de Autoridades del Puinahua (JAP).
“Desde la Presidencia del Consejo de Ministros, en coordinación con el GORE Loreto, trabajamos para crear un espacio de diálogo y consenso con las organizaciones AIDECOBAP y JAP, para impulsar el desarrollo del territorio”, afirmó el viceministro durante la reunión llevada a cabo en Iquitos.
Como parte de los acuerdos tomados, se ratificó la necesidad de brindar garantías de seguridad al alcalde distrital y a las autoridades o funcionarios que visiten la jurisdicción.
Se conformará una Comisión Multisectorial para diseñar una estrategia de intervención sobre los impactos sociales de las actividades petroleras en la zona. Además, se acogerá las necesidades básicas en el distrito, lo cual estará a cargo de la Defensoría del Pueblo.
Caiguaray Pérez agradeció la presencia de todos los representantes y reconoció la participación del gobernador regional quien días atrás, encaminó un proceso de diálogo con la AIDECOBAP para encontrar soluciones frente a la retención de dos barcazas con tripulación y cuarenta mil barriles de petróleo, pertenecientes al operador privado.
El Ejecutivo reafirma su compromiso de encauzar las conversaciones y articular esfuerzos en beneficio de una mejora de las condiciones de vida de toda la población.

La conformación de la Junta Inicial para la Administración del Fondo del Desarrollo de Puinahua, al cual PetroTal contribuye con el 2.5% del valor de su producción, no pudo llegar a un consenso por parte de los representantes de las organizaciones sociales. Por ello, el proceso de diálogo continuará abierto hasta encontrar alternativas que permitan una convivencia pacífica entre la sociedad civil y la empresa petrolera.

Caiguaray Pérez thanked all the representatives for their presence and acknowledged the participation of the regional governor who, days ago, led a dialogue process with AIDECOBAP to find solutions regarding the retention of two barges with crew and forty thousand barrels of oil, belonging to the operator private.
The Executive reaffirms its commitment to channel the conversations and articulate efforts to benefit an improvement in the living conditions of the entire population.

The formation of the Initial Board for the Administration of the Puinahua Development Fund, to which PetroTal contributes 2.5% of the value of its production, could not reach a consensus on the part of the representatives of the social organizations. For this reason, the dialogue process will remain open until alternatives are found that allow a peaceful coexistence between civil society and the oil company.
