Nace en la localidad de la Ramada en Cutervo, región de Cajamarca; es egresado de la Universidad Nacional Pedro Ruiz Gallo de la facultad de Medicina Humana.
En las elecciones generales de 2016 es electo representante nacional al parlamento, su mandato como Comgresista d la república se vio interrumpido, cuando el 30 de septiembre del 2019 el presidente Martín Vizcarra disolvió el Congreso.
