Durante su sustentación, la presidenta de la Comisión de Descentralización Diana Gonzales sostuvo que su grupo de trabajo coincide con el Poder Ejecutivo “en la necesidad de crear un organismo público ejecutor destinado a la formulación, ejecución y mantenimiento de proyectos o programas de inversión, con la finalidad de contribuir al cierre de brechas de infraestructura en nuestro país”.
Gonzales Delgado manifestó que este organismo público ejecutor debe “garantizar la efectiva prestación de servicios públicos, dinamizar la economía, así como el desarrollo del país con enfoque territorial, de prevención y de sostenibilidad ambiental”.
La fórmula legal establece que ANIN tendrá a su cargo una cartera de proyectos o programas de inversión con montos iguales o mayores a 200 millones de soles, que se encuentran en la programación multianual de inversiones vigente y no tienen ejecución física.
Asimismo, indica que, de manera extraordinaria, podrán incluirse programas o proyectos sin ejecución física, cuyo monto de inversión se encuentre entre 40 y 200 millones de soles, sólo cuando se trate de intervenciones multisectoriales conjuntas.
A fin de garantizar una labor técnica, ANIN contará con un jefe cuya designación será regulada con sujeción al cumplimiento de requisitos, conforme a la normativa vigente por un periodo renovable de 4 años. Solo podrá ser removido en caso de falta grave regulada conforme a ley de la materia.
“Para evitar el clientelismo, el padrinazgo y las contrataciones a dedo que tanto daño hacen a la institucionalidad, se establece que la contratación de su personal se realizará por concurso público de méritos en el marco de la normativa que regula el régimen del Servicio Civil” enfatizó Gonzales Delgado.
La estructura de ANIN también contempla un Órgano de Control Institucional para enfrentar riesgos de corrupción. Sus recursos le serán asignados conforme a las leyes anuales de presupuesto y se le autoriza a la contratación y suscripción de contratos de fideicomiso con la Corporación Financiera de Desarrollo (COFIDE).
El texto aprobado descarta la fusión en modalidad de absorción de la Autoridad de Reconstrucción con Cambios – ARCC. “En ningún extremo debe verse a la ANIN como la continuidad de ARCC, porque que a diferencia de ARCC, se están considerando proyectos y programas de inversión de gran envergadura, de alto alcance o intervenciones multisectoriales conjuntas que efectivamente cierren las brechas de infraestructura de nuestro país” precisó.
El dictamen se aprobó en primera votación por 62 votos a favor, 46 en contra y 6 abstenciones, quedando pendiente de segunda votación en los plazos determinados por el Reglamento del Congreso de la República

In order to guarantee technical work, ANIN will have a chief whose designation will be regulated subject to compliance with requirements, in accordance with current regulations for a renewable period of 4 years. It can only be removed in case of serious misconduct regulated in accordance with the law on the matter.

ANIN’s structure also contemplates an Institutional Control Body to face corruption risks. Its resources will be assigned in accordance with the annual budget laws and it is authorized to contract and sign trust contracts with the Development Finance Corporation (COFIDE).
