“Nuestra presencia aquí es para mostrar la solidaridad, el apoyo y el aliento del Gobierno a nuestras valientes Fuerzas Armadas y Policía Nacional del Perú, que día a día arriesgan sus vidas en defensa del país y que han logrado la importante captura del terrorista ‘Carlos’”, señaló el jefe del Gabinete Ministerial, quien fue recibido con honores en la base militar Valle Esmeralda en Junín.

La ceremonia también contó con la participación del jefe del Comando Conjunto de las Fuerzas Armadas, Manuel Gómez de la Torre Araníbar, y del presidente ejecutivo de la Comisión Nacional para el Desarrollo y Vida sin Drogas (Devida), Carlos Figueroa Henostroza.

En su alocución, el titular de la Presidencia del Consejo de Ministros (PCM) evocó la captura de Florindo Eleuterio Flores Hala, el terrorista “Artemio”, ocurrida cuando desempeñaba el cargo de ministro de Defensa, el 12 de febrero del 2012, tras una ardua labor de la Dirección Antidrogas de la Policía Nacional del Perú (Dirandro).

“Más de una década después de ese acontecimiento que marcó el inicio de la pacificación del Valle del Alto Huallaga, la misma Dirandro, con el apoyo y la cobertura de nuestras Fuerzas Armadas, le echó el guante al ‘Camarada Carlos’, poniendo al borde de la extinción a los restos de la banda de los Quispe Palomino” añadió.

Durante la jornada, el premier almorzó junto a los efectivos de la base militar, quienes departieron con el premier sobre los retos que enfrentan y las motivaciones que los impulsan a defender el país.

VRAEM PRODUCTIVO
El jefe del Gabinete Ministerial también informó sobre la instalación del proyecto “VRAEM Productivo”, cuya ejecución dependerá de la PCM y será articulada por el Alto Comisionado para el desarrollo del VRAEM, Andrés Salas Jaén.

Cabe indicar que el proyecto comprende un conjunto de acciones para implementar infraestructura básica en el territorio vinculada a la vialidad, la salud y la educación, y a la promoción de producción agropecuaria. “La labor del alto comisionado será coordinar con todos los ministerios e instituciones para priorizar y focalizar mejor la inversión del Estado en esta zona del país”, explicó.

Otárola Peñaranda aseguró que a estas medidas se suman el impulso del desarrollo alternativo en el VRAEM que promueve Devida, con la finalidad de aprovechar el potencial del valle en beneficio de la población.

“El Gobierno está convencido de que la pacificación y el desarrollo del VRAEM son posibles a través de una intervención integral del Estado que derrote al narcoterrorismo, promueva la diversificación productiva y trabaje articuladamente con las autoridades y los productores locales”, dijo.

MEDIDAS ANTE FENÓMENO DE EL NIÑO GLOBAL
En declaraciones a la prensa, el premier Otárola reveló que en el último Consejo de Ministros se aprobó el decreto de urgencia que establece transferir más de S/190 millones para reforzar la respuesta del Ministerio de Defensa, ante los efectos de desastre por intensas precipitaciones pluviales y posible fenómeno de El Niño.

“Estos recursos se destinarán a reforzar los Batallones de Ingeniería del Ejército del Perú, lo que sumado a las adquisiciones que realizan los ministerios de Transportes, Vivienda y Desarrollo Agrario, nos permitirá enfrentar de manera eficiente este fenómeno natural en el norte del país”, expresó.

Otárola adelantó que la presidenta de la República, Dina Boluarte Zegarra, anunciará medidas adicionales y convocará a la gran unidad de todos los peruanos ante el inminente fenómeno de El Niño global.

RESGUARDO DEL EQUILIBRIO FISCAL
En otro momento, el titular de la PCM manifestó que algunas normas aprobadas por insistencia por el Congreso afectan el equilibrio presupuestal y fiscal del país. Debido a ello, anunció que el Ejecutivo recurrirá al Tribunal Constitucional (TC).

“Estamos estudiando todas estas normas que van a afectar la estabilidad macroeconómica de país y la meritocracia en el Estado. Frente a ello, probablemente presentemos sendas acciones de inconstitucionalidad, con el objetivo de que el TC defina el rumbo de estas normas que requieren mayor reflexión”, declaró.

Las diversas estrategias que lleva a cabo el Gobierno en el VRAEM se enmarcan el eje de “Lucha contra la corrupción, orden público y seguridad, y defensa de la soberanía nacional” de la Política General de Gobierno para el presente mandato presidencial.
