Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe Durante el Periodo Legislativo 2022-2023, en la Comisión de Defensa Nacional, Orden Interno, Desarrollo Alternativo y Lucha contra las Drogas, presidida por el legislador Diego Bazán Calderón, de Avanza País, se publicaron dieciocho normas legales, que comprenden once leyes y siete resoluciones legislativas; cinco autógrafas de ley se encuentran en el Poder Ejecutivo.

La comisión realizó un total de 34 sesiones, que comprenden; una de instalación, veintitrés ordinarias, ocho extraordinarias y dos descentralizadas; a las que hay que agregar un total de veinte sesiones de la comisión investigadora.

El grupo de trabajo recibió 362 iniciativas, de las cuales 217 ingresaron en este periodo anual. Hasta la fecha, incluyendo los temas aprobados hoy, tenemos 114 dictámenes, que corresponden a 198 proyectos de ley.

INVITACIÓN
La comisión invitó a diversos funcionarios públicos como el ministro de Defensa, ministro del Interior, INDECI, comandantes generales del Ejército, Fuerza Aérea, SENAMHI, CENEPRED, alto mando de la Policía Nacional y Autoridad de Reconstrucción con Cambios, entre otros.

Se formularon invitaciones a congresistas para la exposición de 153 iniciativas legislativas. Igualmente, recibió a más de cien personas, entre ciudadanos, representantes de organizaciones sociales, licenciados, reservistas, veteranos, militares, policías, personal de la sanidad de la policía, entre otros.

PROYECTOS
Entre los dictámenes aprobados se encuentra el fortalecimiento de la Policía Nacional del Perú, con la ley de permanencia del comandante general de la Policía Nacional por un período de dos años, la Ley de ascensos, Ley de la Carrera y Situación Policial, y la Ley de la Policía Nacional.

Se corrigió la discriminación de la que vienen siendo objeto los futuros pensionistas del Decreto Legislativo 1133, pertenecientes a nuestras fuerzas armadas y policía nacional; equiparando las pensiones a los regímenes vigentes.

Respecto al personal del Servicio Militar acuartelado, quien actualmente recibe 180 soles mensuales por el servicio a la patria; se aprobó por insistencia el otorgamiento de una remuneración mínima vital, en concordancia con nuestra constitución.

Insistió en la autógrafa para disminuir los descuentos por concepto del fondo de vivienda militar policial, y la devolución de aportes al pasar a la situación de retiro sin ser beneficiado; considerando que los fondos en la actualidad no han cumplido con los fines para los cuales fueron creados.

MESAS DE TRABAJO
Adicionalmente se realizaron veinte mesas de trabajo, para tratar temas de especial relevancia como: pensiones, licenciados, veteranos, defensores de la patria y de la democracia, representantes de municipalidades, SUCAMEC, empresas de seguridad privada, Migraciones, las leyes de la Policía nacional, Bomberos, entre otros.

MOCIÓN 4213
Adicionalmente, esta legislatura con la Moción de Orden del Día 4213, se le agregó facultades de comisión investigadora otorgadas por el Pleno del Congreso.

SEGURIDAD CIUDADANA
Sobre seguridad ciudadana se aprobaron los medios de defensa, restricciones de las motos lineales, comités de autodefensa, mapa del delito, apoyo de asociaciones de motos para combatir inseguridad ciudadana, modificaciones a la Ley del sistema nacional de seguridad ciudadana, etc.

SECTOR DEFENSA
En el sector defensa se realizó modificaciones a la Ley de la Fábrica de Armas y Municiones del Ejército – FAME, SEDENA, ingreso de tropas, sobre los héroes Quiñones y Guzmán, vigilancia de fronteras, beneficios para el Servicio Militar y licenciados etc.

SECTOR INTERIOR
Sobre el sector interior se aprobaron temas como seguridad privada, registro de armas en el sistema balístico, amnistía por tenencia de armas de fuego, amnistía de multas para extranjeros, saneamiento de inmuebles para bomberos, beneficios adicionales para los bomberos, las escuelas técnicas de la policía en provincias, sanidad de la policía nacional y la norma sobre insumos químicos no fiscalizados.
