He convocado a profesionales probos para poder hacer una revisión de estos supuestos actos de corrupción que se encuentran en el Seguro Social, sostuvo su expresidenta ejecutiva.

Como se sabe el gobierno de la presidenta Dina Boluarte Zegarra, mediante Resolución Suprema Nº 021-2023-TR, removió a Rosa Gutierrez Palomino del cargo de representante del Estado ante el Consejo Directivo del Seguro Social de Salud – EsSalud, quien se desempeñaba en el cargo de Presidenta Ejecutiva de EsSalud y en su lugar nombró  a César Oswaldo Linares Aguilar, como nuevo titular de la entidad del Seguro Social en el país.

CORRUPCIÓN EN ESSALUD
Hablamos de tres grandes casos de corrupción, sostuvo la doctora, Rosa Gutierrez Palomino, y en ese sentido por el contexto y la institucionalidad del mismo, se requiere dar una una explicación al país entero, en ese escenario hemos advertido que en el concurso público de servicio de seguridad y vigilancia, que este proceso se ha postergado cuarenta veces observadas, para que esto llegue finalmente a un desabastecimiento y exista una adjudicación directa, en un proceso que se viene arrastrando desde el año 2022 por 624 millones de soles y que al momento se asumir el cargo, ya se ha venido dando por un monto de 110 millones de soles, representa el 17% del monto antes referido de 624 millones de soles.

El segundo caso es el proceso de adquisición de noventa y nueve ambulancias por un valor de 65 millones de soles, y que claramente en este proceso se advirtió observaciones en las especificaciones técnicas, que al parecer estas estarían orientadas a una sola marca.

Y el tercer punto de estos actos de corrupción en EsSalud, es el préstamo ejecutado, sin aprobación del consejo directivo, según el artículo de Ley N° 27056, ley que crea la Seguridad Social, donde claramente se hace un desembolso de 30 millones de soles a la empresa ESVICSAC, enfatizó.

En otro momento Rosa Gutierrez Palomino, indicó que es en ese escenario, en que remuevo del cargo al Gerente General de EsSalud, Iván Pereyra Villanueva, ya que pierde toda la confianza, porque al convocarlo para que me explique la razón de estos hallazgos de corrupción en la institución, con una actitud totalmente amenazante me refiere “Usted se va antes, que yo me vaya”, a los dos días de estos sucesos, el viernes 14 de julio, recibo la llamada del jefe de gabinete de asesores de la presidencia de la república dándome la indicación precisa que reponga en el cargo al gerente general removido; tras lo cual le respondí meridianamente que ello no lo ocurriría porque la decisión estaba tomada y se basaba en principios.

Del mismo le expresé al jefe de gabinete de asesores de la presidenta Dina Boluarte, que necesitaba hablar con la mandataria y entregarle copia de los expedientes sobre los hallazgos de corrupción. Pero esto no es todo, ese mismo día a la media hora me llama esta vez el secretario general de Palacio de Gobierno y me indica que tenia que ser repuesto inmediatamente por indicación de la señora presidenta, to le replique, cualquier que me convoque la presidenta y me diga la presidenta de la república, y me mantuve firme en esa decisión, pasada la hora ,ingresa la llamada de la jefe de Estado, Dina Boluarte, y me dice, rosita repón al gerente general inmediatamente, yo le contesté, presidenta tenemos que hablar ya que aquí hay supuestos actos de corrupción, ya tengo los expedientes y necesito darle cuentas a usted; así quedamos entonces en hablar, pero esa conversación no se dio, puntualizó Rosa Gutierrez Palomino.

I told the head of the advisory cabinet of President Dina Boluarte that I needed to speak with the president and give her a copy of the files on the corruption findings. But this is not all, that same day at half an hour this time the Secretary General of the Government Palace calls me and tells me that I had to be reinstated immediately at the indication of the President, I replied, anyone who summons me by the President and tells me the President of the Republic, and I stood firm in that decision, after an hour, the call from the Head of State, Dina Boluarte, comes in and tells me, Rosita, answer the General Manager immediately, I answered her, President, we have to talk since there are alleged acts of corruption here, I already have the files and I need to report to you; So we agreed to talk then, but that conversation did not take place, Rosa Gutierrez Palomino pointed out.
