De conformidad con lo dispuesto en el artículo 12 del Reglamento del Congreso, el plazo para la presentación de las nóminas venció a las 10.00 horas de hoy martes 25.

En ese sentido, la lista nro. 1, que fue presentada este lunes 24, a las 12:07 horas, la encabeza el legislador Alejandro Soto Reyes (APP), candidato a la Presidencia del Congreso.

Completan esta fórmula los congresistas Hernando Guerra García Campos (FP), Waldemar Cerrón Rojas (Perú Libre) y Rosselli Amuruz Dulanto (Avanza País), postulantes a la primera, segunda y tercera vicepresidencia del Parlamento, respectivamente.

La lista nro. 2 fue presentada esta mañana, a las 09.30 horas, y es encabezada por el parlamentario Luis Ángel Aragón (AP), quien postula a la Presidencia del Congreso.

Además, la integran los parlamentarios Edgard Reymundo (CD-JP), Paul Gutiérrez (BMCN) y Elías Varas (PB), quienes postulan a la primera, segunda y tercera vicepresidencia, respectivamente.

Cabe señalar, que la sesión convocada para el miércoles 26 de julio, a las 10:00 a.m., será presencial y el acto electoral se realizará mediante cédulas de votación, por lo que no será posible realizarla a través de la plataforma virtual de sesiones del Congreso.

EL PROCESO
Según el artículo 12 del Reglamento, la elección de la Mesa Directiva se realiza de acuerdo con las siguientes reglas:

a) Leídas las listas de candidatos propuestas, la Mesa Directiva invita a dos congresistas como escrutadores, quienes firmarán las cédulas de votación.

b) El primero en votar es el presidente, luego lo harán los demás miembros de la Mesa, los congresistas escrutadores, y de inmediato se invitará a los parlamentarios, por orden alfabético, a depositar sus cédulas de votación

c) Finalizado el llamado a votar, el presidente realiza el escrutinio, voto por voto, ayudado por los congresistas escrutadores, dando lectura a cada cédula sufragada.

d) Terminado el escrutinio, el presidente proclama miembros electos de la Mesa Directiva a los candidatos de la lista que hayan logrado obtener un número de votos igual o superior a la mayoría simple de congresistas concurrentes. Si ninguna lista obtiene la mayoría simple, se efectuará una segunda votación entre las dos listas con mayor número de votos, proclamándose a los candidatos de la lista que obtenga mayor votación.

e) Los candidatos elegidos prestan juramento y asumen sus funciones de inmediato.

f) El resultado de la elección se comunica en forma oficial al presidente de la República, a los titulares de la Corte Suprema de Justicia, del Tribunal Constitucional, del Jurado Nacional de Elecciones, del Ministerio Público, de la Defensoría del Pueblo, y otras instituciones.

THE PROCESS
According to article 12 of the Regulations, the election of the Board of Directors is carried out in accordance with the following rules:

a) Once the lists of proposed candidates have been read, the Board of Directors invites two congressmen as tellers, who will sign the ballot papers.

b) The first to vote is the president, then the other members of the Board will do so, the counting congressmen, and the parliamentarians will immediately be invited, in alphabetical order, to deposit their ballot papers

c) Once the call to vote has finished, the president performs the counting, vote by vote, assisted by the counting congressmen, reading each voted ballot.

d) After the scrutiny, the president proclaims the candidates on the list who have managed to obtain a number of votes equal to or greater than the simple majority of concurrent congressmen as elected members of the Board of Directors. If no list obtains a simple majority, a second vote will take place between the two lists with the highest number of votes, proclaiming the candidates from the list that obtains the most votes.

e) The elected candidates are sworn in and assume their functions immediately.

f) The result of the election is officially communicated to the President of the Republic, to the heads of the Supreme Court of Justice, the Constitutional Court, the National Election Jury, the Public Ministry, the Ombudsman’s Office, and others institutions.
