Durante su mensaje la primera gobernante peruano, indicó que durante la pandemia no hubo oxígeno medicinal, ambulancias. Todo ello nos dio una lección y, sobre todo, nos dejó una tarea pendiente, una agenda que, como Estado, debemos cumplir para revertir esas brechas y proteger a nuestra población.

Esa agenda no es hacer promesas que no se cumplen, no es hacer demagogia pura, como hemos visto hace poco y tantas veces en el pasado; esa agenda es construir un sistema de salud sólido, eficiente, oportuno y descentralizado.

Por ello, anuncio hoy nuestra decisión de garantizar el acceso y la atención integral, gratuita y universal a todos los peruanos y peruanas, sin excepción, independientemente de dónde vivan o de si tienen o no dinero. Este Gobierno ejecutará las obras que serán históricas y que van a mejorar el acceso a la salud.

Anuncio la construcción de 6 nuevos hospitales en igual número de regiones, a través del mecanismo de Gobierno a Gobierno. Estos nosocomios son: El Hospital de Alta Complejidad de Piura; el Hospital Regional Docente de Trujillo; el Hospital Guillermo Diaz de la Vega de Apurímac; el Hospital Subregional de Andahuaylas; el Hospital Goyeneche de Arequipa; y el Hospital Regional Manuel Núñez Butrón de Puno. Todo ello con una inversión histórica en Hospitales de Alta Complejidad por más de 7 mil millones de soles. La salud estará al alcance de todos nuestros compatriotas.

Quiero anunciar igualmente que el MEF ha elevado el tope máximo de capacidad presupuestal anual para la construcción del Hospital Víctor Ramos Guardia, en Huaraz, Áncash.

Asimismo, en Lima, impulsaremos la construcción de grandes proyectos hospitalarios como son: El Hospital Cayetano Heredia; el Hospital Hipólito Unanue; el Hospital de Huaycán; y ya iniciamos los estudios y la elaboración del expediente técnico del Hospital “Papa Francisco” en Manchay. Promesa hecha a nuestro pueblo, que llevaba muchos años esperando en una zona muy postergada.

Asimismo, debo informar al país que, de 57 proyectos de infraestructura hospitalaria que estaban completamente paralizados, logramos destrabar los primeros 20, dentro de los cuales se encuentran los hospitales de Espinar en Cusco, San Martín de Pangoa en Junín, Tingo María en Huánuco y Rioja en San Martín.

La meta que nos hemos fijado es ambiciosa, pero posible. Con trabajo, con esfuerzo y con punche, lo vamos a lograr en esta gestión. Por eso, esperamos a julio del próximo año culminar los 37 proyectos paralizados restantes.

Nuestro objetivo hasta el 2026 es garantizar la salud como derecho humano en base a 3 pilares fundamentales: El fortalecimiento del primer nivel de atención y de las Redes integradas de Salud; la lucha frontal contra el cáncer; y la innovación tecnológica con eje en las personas. Cada uno de estos ejes son pilares sobre los que vamos a transformar la salud pública en nuestro país.

Construir una salud oportuna y adecuada, implica llegar a tiempo ante la emergencia, lo que nos obliga a fortalecer la capacidad de respuesta inmediata.

Por eso, anuncio la adquisición de 777 ambulancias para la red de atención prehospitalaria a nivel nacional, de las cuales, las primeras 83 ya tienen financiamiento y se encuentran en proceso de adquisición a través del Plan de Reactivación Económica “Con Punche Perú”, con una inversión de 35 millones de soles. De esta manera avanzamos en nuestra promesa de entregar una ambulancia a cada distrito del Perú.

La salud es un concepto integral, que va mucho más allá de lo físico. La salud psíquica, que ha sido otra de las más graves secuelas que nos dejó la pandemia, sobre todo, en nuestros jóvenes, requiere de nuestro máximo esfuerzo para encontrar soluciones. Por ello, anuncio que para el próximo año tendremos en funcionamiento 307 Centros de Salud Mental Comunitarios, entre nuevos y fortalecidos, para lo cual se dispondrá de 177 millones de soles adicionales.

Con estos servicios llegaremos a más de 16 millones de ciudadanos y ciudadanas. Como parte de esta política, en los próximos 2 meses pondremos en funcionamiento 28 Centros de Salud Mental Comunitarios en 12 departamentos del país. Asimismo, fortaleceremos otros 42 centros en gestión conjunta con los Gobiernos regionales por una inversión de 52 millones de soles. Nunca antes un Gobierno ha invertido como nosotros en la salud mental.

Este año culminaremos la construcción y equipamiento de 6 hospitales provinciales y 15 centros de salud en 8 regiones del país (Amazonas, Áncash, Arequipa, Ayacucho, Cajamarca, Cusco, Huánuco, Lambayeque y Loreto) con una inversión de 1,134 millones de soles que beneficiarán a más de 700 mil compatriotas. Además, con el apoyo de la Unión Europea, invertiremos 25 millones de soles para fortalecer 16 establecimientos de salud de la Red Integrada de Salud de San Martín de Porres, en Lima, beneficiando a vecinos y vecinas de todas las zonas circundantes.

La anemia es un flagelo que castiga a nuestros niños y eso condiciona nuestro futuro. Cuatro de cada diez niños y niñas peruanas tienen anemia y esto requiere de una acción urgente y decidida. Si el Estado mira para el costado ante este problema, estaremos hipotecando el futuro de toda una generación de peruanos.

Por eso, esta presidenta no va a mirar al costado, ni será indiferente ante el problema. Con esa visión, anuncio que he convocado a 879 municipalidades de todo el país, en el marco del Programa de Incentivos Municipales, para trabajar junto al Ministerio de Salud y a los actores sociales, en la implementación de un programa nacional, que llamaremos “Niños de Hierro”. Con este programa realizaremos visitas, casa por casa, a madres, padres o cuidadoras de niños menores de 1 año, quienes recibirán orientación en prácticas saludables de lactancia materna, seguimiento al consumo de suplemento de hierro y alimentación complementaria rica en hierro.

Pero necesitamos también del compromiso y del trabajo de todas las familias peruanas. Cuidar lo más preciado que tenemos, nuestra niñez, que son el presente y el futuro del Perú, es una tarea que tenemos que hacerla juntos.

Cada vacuna es un acto de amor, que protege a nuestros niños, y que cuida a toda la comunidad. Por eso, los esfuerzos en materia de vacunación permitirán que este año logremos la protección de más de 2 millones de niños y niñas contra la polio, el sarampión y la rubéola.

El Papa Francisco nos ha dicho claramente: “Un mundo que descarta a los enfermos es cínico y no tiene futuro”. Dar respuesta a los enfermos es un imperativo ético que tenemos como personas y como sociedad.

Anuncio que, desde el mes de agosto, pondremos en funcionamiento el primer Albergue para personas afectadas de Tuberculosis extremadamente resistente y en situación de abandono social y económico, garantizando sus cuidados y la adherencia al tratamiento para disminuir la transmisión comunitaria.

Concebimos la salud pública como un derecho que debe ser accesible y oportuno para todos los peruanos. Por eso, con el propósito de reducir largas listas de espera para cirugías, creamos el Programa de Desembalse Quirúrgico que desde su implementación nos permitió realizar cerca de 100 mil intervenciones quirúrgicas en todo el Perú.

Vamos a seguir profundizando este trabajo y reduciendo los tiempos de espera. Porque la salud tiene que llegar a tiempo. No puede llegar tarde, debe llegar cuando la persona lo necesita. Este inmenso trabajo, que es un trabajo de compromiso y de amor al prójimo, podemos llevarlo adelante gracias a nuestro personal sanitario. A quienes agradecemos y reconocemos.

Por eso, para el cierre de brechas de recursos humanos en salud, anuncio la oficialización de más de 45 mil plazas para nombramiento del personal, distribuidas en todas las regiones del país, y se invertirán 128 millones de soles para la formación de 1647 nuevos médicos especialistas.

Hemos dicho que la lucha contra el cáncer es un objetivo nacional. Vamos a llegar a más de 3 millones de personas con la prevención, la detección temprana y el control del cáncer de cuello uterino, de colon, de próstata, de piel y del cáncer de mama, implementando nuevas tecnologías y comprando equipamiento de última generación (entre mamógrafos, tomógrafos y resonadores magnéticos). Esta inversión será de 515 millones de soles en el 2023.

De igual manera, se implementará nuevas unidades oncológicas funcionales a nivel nacional para incrementar la capacidad resolutiva de cada región en oportunidad de diagnóstico y de tratamiento; iniciando en Huánuco, Puno y Ayacucho, permitiendo la continuidad de más de 7 mil atenciones oncológicas y beneficiando a cerca de 2 mil pacientes.

Con la finalidad de prevenir el cáncer de cuello uterino, se continuará la vacunación contra el virus del papiloma humano a 700 mil niños y niñas de entre 10 y 13 años de edad en las instituciones educativas públicas y privadas, establecimientos de salud y en la comunidad.

Además, implementaremos las “Unidades Funcionales de Diagnóstico Precoz de Cáncer” para llegar a las provincias del interior del país. Estos tamizajes se realizarán en el domicilio de las personas, con el fin de derivar de forma oportuna ante la mínima sospecha. Esto es central para cuidar la vida de los peruanos, porque el éxito en el tratamiento del cáncer depende principalmente de la detección temprana del mismo. Estas Unidades Funcionales permitirán que la población más vulnerable tenga acceso a los mejores procedimientos de detección, con lo que se salvarán más vidas.

En materia de medicamentos, anuncio que todas las compras oncológicas realizadas por el CENARES serán entregadas de forma totalmente gratuita a los pacientes con cáncer, sin distinción de tipo de seguro de salud que tengan. En total se trata de 54 medicamentos oncológicos. Asimismo, se van a adquirir más de 20 medicamentos oncológicos nuevos y de alto costo, con una inversión de más de 100 millones de soles.

Nos hemos fijado objetivos ambiciosos para salir de la situación actual y poder dar vuelta de página en la historia de la salud pública peruana. Esto requiere que seamos inteligentes y que generemos un proceso de innovación permanente, utilizando la tecnología para poder llegar mejor a las personas. Al finalizar el presente año, tendremos el registro de datos clínicos de más de 5 millones de personas a nivel nacional.

Asimismo, entregaremos más de 2800 equipos biomédicos a 678 Establecimientos de Salud del primer nivel de atención en el ámbito nacional, para el fortalecimiento de la Telesalud. En ese sentido, vamos a darle un impulso potente al avance de la Telemedicina y de las citas en línea para agilizar los procesos y reducir los tiempos de espera.

Continuamos con el trabajo permanente en la gestión de riesgos de desastres y de epidemias para preservar la salud de la población. Estamos reforzando todas las actividades en materia de prevención y control del dengue, destinando hasta fin de año un monto de 108 millones de soles en 20 regiones del país.

Asimismo, con un presupuesto de 36 millones de soles, culminaremos el proceso de adquisición del equipamiento básico de un Puesto Médico de Avanzada, el cual nos permitirá movilizarnos inmediatamente ante una emergencia y desastre a nivel nacional. Serán 23 para distribuirse en Lima Metropolitana para la respuesta frente a posibles sismos o tsunamis de gran magnitud, concluyó la primera mandataria en el tema de salud durante su mensaje al Poder Legislativo, con ocasión del 202° aniversario de la independencia nacional.

Each vaccine is an act of love, which protects our children, and which takes care of the entire community. For this reason, vaccination efforts will allow us to achieve the protection of more than 2 million children against polio, measles and rubella this year.

Pope Francis has told us clearly: “A world that discards the sick is cynical and has no future.” Responding to the sick is an ethical imperative that we have as individuals and as a society.

I announce that, from the month of August, we will put into operation the first Shelter for people affected by extremely resistant Tuberculosis and in a situation of social and economic abandonment, guaranteeing their care and adherence to treatment to reduce community transmission.

We conceive public health as a right that must be accessible and timely for all Peruvians. For this reason, with the purpose of reducing long waiting lists for surgeries, we created the Surgical Unloading Program, which since its implementation has allowed us to perform nearly 100,000 surgeries throughout Peru.

We are going to continue deepening this work and reducing waiting times. Because health has to arrive on time. You cannot be late, you must arrive when the person needs you. This immense work, which is a work of commitment and love for others, we can carry out thanks to our health personnel. Whom we thank and acknowledge.

We have set ourselves ambitious goals to get out of the current situation and to be able to turn the page in the history of Peruvian public health. This requires us to be smart and to generate a permanent innovation process, using technology to better reach people. At the end of this year, we will have the clinical data registry of more than 5 million people nationwide.
