En el denominado “Compromiso por Piura: Unidos ante el Fenómeno de El Niño”, las autoridades de los tres niveles de gobierno se comprometieron a agilizar las intervenciones establecidas en el plan de preparación y respuesta ante el FEN, utilizar de manera diligente, correcta y sin corrupción el presupuesto asignado, así como respetar los cronogramas establecidos para cada intervención.

La ministra Pérez de Cuéllar destacó que el compromiso permitirá que las autoridades y población estemos unidos, listos y mejor preparados para enfrentar los riesgos del evento climático.

“Esta es una muestra de que el Poder Ejecutivo quiere trabajar de manera conjunta con el gobernador regional, con los alcaldes provinciales y distritales, congresistas de la región y la sociedad civil, como un corazón unido y con el único propósito de proteger a Piura ante el fenómeno de El Niño”, manifestó.

También suscribieron el compromiso los representantes de la sociedad civil y organizaciones sociales de base de Piura, quienes se encargarán de hacer seguimiento a los trabajos y participar de manera activa como veedores, garantizando de esta manera la transparencia en la ejecución de cada intervención.

TRABAJOS PREVENTIVOS EMPEZARON CON FUERZA
A su llegada a Piura, la titular del MVCS se dirigió al distrito de Castilla, donde supervisó el inicio de los trabajos de limpieza y descolmatación que ejecuta su sector, a través del Programa Nuestras Ciudades (PNC), en la quebrada El Gallo, como parte de las acciones de prevención ante la llegada de El Niño.

Acompañada del alcalde de Castilla, Walther Guerrero, observó que esta zona, considerada crítica, no se limpia desde hace 20 años, situación que pone en riesgo a la población en caso se presenten intensas lluvias como consecuencia del evento climático.

Dijo que, en un trabajo coordinado con la comuna distrital, se retirarán 400 metros cúbicos de piedras, barro y maleza, acción que permitirá que el agua pueda discurrir libremente y no afecte las viviendas que se encuentran alrededor de la zona.

OTRAS ACIONES DE INTERVENCIÓN EN DIVERSAS ZONAS
La ministra Pérez de Cuéllar, acompañada de su equipo técnico, señaló que de acuerdo al plan de preparación y respuesta del FEN, se han previsto intervenciones como la limpieza y descolmatación de quebradas, canales y cauces en zonas urbanas.

Además, a través del Programa Nacional de Saneamiento Urbano (PNSU) se intervendrá en ocho cuencas ciegas identificadas como los puntos más críticos en la región, donde ya se han iniciado los trabajos de topografía para implementar los sistemas alternativos de recolección y evacuación de agua de lluvia (SAREs), donde se almacenarán las aguas pluviales que luego serán derivadas hacia canales y ríos. En las cuencas pequeñas se intervendrá con motobombas.

De acuerdo a la estrategia, se habilitarán SAREs en los distritos de Veintiséis de Octubre (5 Esquinas), Piura (Chilcal, Gullman e Ignacio Merino), Castilla (Guardia Civil, Irazola, Tacna); y en la provincia de Sullana (Villa Primavera).

Asimismo, mencionó que, en coordinación con la EPS Grau, se están identificando los puntos donde se realizará la limpieza de redes de alcantarillado a fin de reducir los riesgos de desbordes y mitigar el colapso de aguas residuales en las vías y de esta manera preservar la salud de la población.

“Piura, esta vez, va a dar ejemplo de cómo, todos juntos, podemos salir adelante frente al fenómeno El Niño”, declaró a la prensa.

Previo a la firma del compromiso para el desarrollo de las actividades de preparación frente a El Niño, la ministra de Vivienda sostuvo una reunión de coordinación con el gobernador Luis Neyra.

PREVENTIVE WORK STARTED STRONGLY
Upon her arrival in Piura, the head of the MVCS went to the Castilla district, where she supervised the start of the cleaning and clearing work carried out by her sector, through the Nuestras Ciudades Program (PNC), in the El Gallo ravine, as part of the prevention actions before the arrival of El Niño.

Accompanied by the mayor of Castilla, Walther Guerrero, she observed that this area, considered critical, has not been cleaned for 20 years, a situation that puts the population at risk in the event of heavy rains as a result of the climatic event.

He said that, in a coordinated effort with the district commune, 400 cubic meters of stones, mud and weeds will be removed, an action that will allow the water to flow freely and not affect the houses that are around the area.

OTHER INTERVENTION ACTIONS IN DIFFERENT AREAS
Minister Pérez de Cuéllar, accompanied by her technical team, pointed out that according to the FEN’s preparedness and response plan, interventions such as cleaning and clearing streams, canals and channels in urban areas have been planned.

In addition, through the National Urban Sanitation Program (PNSU), eight blind basins identified as the most critical points in the region will be intervened, where topography work has already begun to implement alternative water collection and evacuation systems from (SAREs), where rainwater will be stored and then diverted into canals and rivers. In small basins, motorized pumps will be used.

According to the strategy, SAREs will be set up in the districts of Veintiséis de Octubre (5 Esquinas), Piura (Chilcal, Gullman and Ignacio Merino), Castilla (Civil Guard, Irazola, Tacna); and in the province of Sullana (Villa Primavera).

He also mentioned that, in coordination with the EPS Grau, they are identifying the points where the sewerage networks will be cleaned in order to reduce the risks of overflows and mitigate the collapse of wastewater on the roads and thus preserve the population health.

“Piura, this time, is going to set an example of how, all together, we can get ahead of the El Niño phenomenon,” he told the press.
