La mandataria resaltó que esta iniciativa, aprobada por el pleno del Congreso, “marca un hito que permitirá acortar la brecha del acceso al libro”. “Esta autógrafa que vamos a firmar hoy día es un avance transcendental en el acceso a lectura, teniendo en cuenta que estas últimas generaciones se han ido dejando de a poco esa motivación por la lectura”, manifestó.

“Para que el país se desarrolle no necesitamos estar en esa polarización, sino que para que el país avance nos necesitamos unidos, como esa amalgama que no se destruye; ahora estamos unidos en el tema de la lectura”, agregó.

Asimismo, destacó el esfuerzo de todos para que esta norma pueda salir, “lo más pronto posible”, con la finalidad de motivar la lectura y los libros puedan estar a un costo más accesible.

“Quiero agradecer la buena voluntad del trabajo articulado, este es el primer inicio del trabajo juntos y unidos”, enfatizó.

A la ceremonia desarrollada en Palacio de Gobierno, asistió la ministra de Cultura, Leslie Urteaga; el presidente del Congreso de la República, Alejandro Soto; la ministra de Educación, Miriam Ponce; los congresistas César Revilla y Héctor Acuña, así como representantes del sector editorial.

Allí, la ministra Urteaga afirmó que, “me llena de emoción compartir este es un paso importante, para consolidar el libro y la lectura y la cultura en el país”.

“Este es un testimonio de la unidad y el compromiso de nuestro país con la cultura y la educación”, indicó la titular de Cultura, en referencia al trabajo entre el Ejecutivo, liderado por el sector Cultura, Economía y Finanzas, y el Congreso, para hacer realidad esta ley.

“Esta ley permitirá la creación e implementación de bibliotecas y espacios de lectura en todo el país y la apropiación y valoración de nuestra diversidad sociocultural, que incluya a la población indígena u originaria, afroperuana y con discapacidad”, agregó Leslie Urteaga.

La ministra sostuvo que, “la Ley tiene un propósito fundamental de fomentar la lectura en el Perú. Actualmente nuestro país tiene un índice de lectura de aproximadamente 1,9 libros al año por persona. Queremos cambiar esta realidad y llevar la lectura a cada rincón de nuestro territorio. Esta Ley, además, tiene como objetivo la creación e implementación de bibliotecas y espacios de lectura en todo el país”.

Luego agregó que, “queremos fomentar el hábito lector desde las edades más tempranas, promoviendo el acceso a libros y la creación de espacios acogedores, donde la lectura se convierta en un placer para ser compartidos por todos y todas”.

A nombre de los autores, Ariana Alessandra Yantas, considerada la autora más joven del Perú, agradeció por la promulgación de la Ley. Escribió su primer libro a los 10 años, titulado Convexo. En el 2022 publicó su segundo libro, Abracadabra: la magia está en nosotros y en 2023 publicó su tercer libro, Natalia y el viaje al corazón de monstruo Llaqta. En este acontecimiento, también participó el artista Andrés “Chimango” Lares.

Este es un hecho histórico porque permitirá que más peruanas y peruanos, tengan acceso al libro y la lectura. Asimismo, la ley permitirá el acceso al libro para las personas vulnerables y población que habla lenguas indígenas u originarias, a través de libros en lenguas y diferentes formatos.

Esta ley permitirá la creación e implementación de bibliotecas y espacios de lectura, para fomentar el hábito lector, principalmente en los lugares con mayor índice de analfabetismo. También, promoverá la circulación de autoras y autores peruanos en el ámbito internacional, el incremento de librerías y ferias del libro en todo el territorio nacional, así como la capacitación y formación de los agentes del sector.

Asimismo, con esa norma, se aprueba Exoneración del Impuesto General a las Ventas (IGV) a la importación o venta en el país de libros y productos editoriales afines, el reintegro tributario del IGV para editoriales de libros y la exoneración del impuesto a la renta en las regalías por derechos de autor.

La ley promueve la descentralización y el uso de las nuevas tecnologías para fortalecer la articulación y el trabajo conjunto con los gobiernos locales y regionales, para lograr mejores servicios bibliotecarios en el país, incrementando los canales de acceso al libro y la lectura.

Los gobiernos regionales y gobiernos locales podrán crear e implementar nuevas bibliotecas públicas, a cargo de su propio presupuesto, en coordinación con la Biblioteca Nacional del Perú.

En el escenario internacional, promueve programas y mecanismos de traducción a lenguas extranjeras, así como a lenguas indígenas u originarias, con el fin de fortalecer la edición de los textos en el extranjero. Por ello, el Estado promoverá que las personas vulnerables y la población que habla lenguas indígenas u originarias acceda al libro, a la lectura y a la creación artística y científica en igualdad de oportunidades

Así, como promoverá el conocimiento y la difusión a nivel internacional de autores peruanos y de sus obras como parte de la promoción de la imagen cultural del país, entre otros, a través de becas, financiamiento u otros mecanismos para la participación en concursos o eventos internacionales. También, fomentará iniciativas que promuevan la valoración y apropiación de la diversidad sociocultural, con acciones priorizadas para la población indígena y originaria, la población afroperuana y las personas con discapacidad.
