Durante la Cumbre, el presidente Biden reafirmará el compromiso de Estados Unidos de trabajar junto con nuestros socios para profundizar la integración económica en nuestro hemisferio, fomentar un crecimiento económico más inclusivo y sostenible, y abordar los factores económicos subyacentes que propician la migración irregular en el hemisferio.

En la Cumbre, el presidente Biden también expondrá una serie de compromisos que buscan fortalecer y ampliar nuestros esfuerzos orientados a promover el crecimiento económico regional creando nuevas herramientas que movilicen inversiones responsables y poniendo foco en los factores que fomentan el crecimiento económico impulsado en forma ascendente y desde las clases medias, los puestos de trabajo de calidad y nuestra competitividad.

DECLARACIONES DEL PRESIDENTE BIDEN EN CONFERENCIA DE PRENSA
Es un honor recibir a mis compañeros líderes de todo nuestro hemisferio, para la Novena Cumbre de las Américas, en un momento en que la necesidad de cooperación, propósito común y nuevas ideas transformadoras nunca ha sido mayor.

También quiero dar la bienvenida a todos los representantes de la sociedad civil, el sector privado, las instituciones internacionales y especialmente a los jóvenes de todo el continente americano que están participando en esta Cumbre.

La democracia es una marca de la identidad de nuestra región. Nuestra Carta Democrática Interamericana, que surgió de la Tercera Cumbre de las Américas, captura nuestro compromiso único con la democracia como región. Afirma el derecho de los pueblos de las Américas a la democracia y nuestra obligación como gobiernos de promoverla y defenderla.

Y al reunirnos nuevamente hoy, en un momento en que la democracia está bajo ataque en todo el mundo, unámonos nuevamente para renovar nuestra convicción de que la democracia no es solo una característica definitoria de nuestras historias americanas, sino que es esencial para nuestro futuro americano compartido.

Nuestra región es grande y diversa. No siempre estamos de acuerdo en todo. Pero debido a que somos democracias, resolvemos nuestros desacuerdos con respeto mutuo y diálogo.

Y esta Cumbre es una oportunidad para que nos unamos en torno a ideas audaces, acciones ambiciosas y para demostrar a nuestro pueblo el increíble poder de las democracias para generar beneficios concretos y mejorar la vida de todos.

La pregunta ya no es: ¿qué hará Estados Unidos por las Américas?. La pregunta es: ¿qué podemos lograr trabajando juntos?. Como verdaderos socios. Con capacidades diversas, pero iguales y con respeto mutuo. Reconociendo tanto nuestra soberanía individual como nuestras responsabilidades compartidas.

La pandemia del COVID-19 golpeó con especial dureza a nuestra región. Si bien representamos solo alrededor del 12 por ciento de la población mundial, tuvimos más del 40 por ciento de las muertes reportadas relacionadas con la pandemia mundial. Es una enorme tragedia que ha dejado a demasiadas familias desoladas.

Y la subsiguiente crisis económica provocada por la pandemia, economías devastadas en todo el hemisferio, que acabó con gran parte del progreso que habíamos logrado con tanto esfuerzo. 22 millones más de personas cayeron en la pobreza, tan solo en el primer año de la pandemia.

La desigualdad sigue aumentando. Las presiones inflacionarias globales, empeoradas por la guerra brutal y no provocada de Putin contra Ucrania, están dificultando que las familias lleguen a fin de mes.

Y todos estos factores están contribuyendo a un gran aumento de olas migratorias en todo el hemisferio, con demasiadas personas que sienten que no tienen otra opción disponible para mantenerse a sí mismos y a sus familias. Estos desafíos nos afectan a todos, y todas nuestras naciones tienen la responsabilidad de intensificar y aliviar las presiones que siente la gente.

En los meses previos a esta Cumbre, los países han asumido compromisos significativos y concretos para abordar estos desafíos. Y Estados Unidos también está haciendo nuestra parte.

Ayer, lanzamos nuestra iniciativa “Cities Forward”, que reconoce el papel clave que desempeñan los alcaldes y los gobiernos locales en la prestación de servicios a las personas donde viven. Y seremos anfitriones de la Cumbre Inaugural de Ciudades de las Américas en Denver en abril de 2023.

Hoy temprano, anunciamos un nuevo Cuerpo de Salud de las Américas, que capacitará a 500.000 profesionales médicos y de salud pública en la región durante los próximos cinco años, y ayudará a fortalecer nuestros sistemas de salud.

Lo llamamos la Alianza de las Américas para la Prosperidad Económica, y se basa en los mismos valores fundamentales que mi Administración está aportando a nuestra sólida recuperación económica, y para reforzar la competitividad económica a largo plazo en los Estados Unidos.

PRIMERO
La Alianza de las Américas ayudará a las economías a crecer de abajo hacia arriba, y del centro hacia afuera, no de arriba hacia abajo. Lo que es cierto en los Estados Unidos, es cierto en todos los países. La economía de goteo NO funciona.

Pero cuando invertimos en fortalecer a los trabajadores y la clase media, los pobres tienen una escalera hacia arriba, y a los que están en la cima todavía les va bien. Así es como podemos aumentar las oportunidades y disminuir la desigualdad persistente.

Necesitamos romper los ciclos, donde las comunidades marginadas son las más afectadas por los desastres. Y tienen la menor cantidad de recursos para recuperarse de las crisis o prepararse para la próxima.

Juntos, invertiremos para asegurarnos de que nuestro comercio sea sostenible y responsable, y en la creación de cadenas de suministro que sean más resistentes, más seguras y más sostenibles.

Al trabajar con amigos cercanos que comparten nuestros valores, podemos asegurarnos de que NO seamos vulnerables a impactos inesperados, mientras generamos oportunidades económicas para las personas de nuestra región.

SEGUNDO
La Alianza de las Américas fomentará la innovación y ayudará a los gobiernos a cumplir con su pueblo. El pueblo en todas partes espera que su gobierno le ayude a darles un poco de espacio para respirar.

Proporcionar oportunidades de trabajo que paguen un salario digno. Educar a los niños para que puedan ascender, tan alto como sus talentos los lleven. Comunidades seguras, para que las familias se sientan seguras en sus hogares, y las personas sepan que se respetarán sus derechos.

Eso significa dirigir la inversión para ayudar a los gobiernos a cumplir con esas responsabilidades, incluida la modernización de los bancos multilaterales de desarrollo para abordar mejor los desafíos actuales y del futuro.

Por ejemplo, en líneas generales muchos países de nuestra región han prosperado, lo que les dificulta obtener préstamos para el desarrollo.Pero todavía luchan con una profunda desigualdad.

Estoy proponiendo reformas fundamentales al Grupo del Banco Interamericano de Desarrollo. Y Estados Unidos está listo para poner capital nuevo en el brazo de préstamos del sector privado del Banco, BID Invest, para ayudar a catalizar el flujo crítico de capital privado hacia la región, especialmente para apoyar nuevas empresas, conectividad digital, energía renovable, y salud.

TERCERO
La Alianza de las Américas abordará la crisis climática de frente, con la misma mentalidad que estamos trayendo a este trabajo en los Estados Unidos.

Cuando escucho “clima”, pienso en “empleos”. Empleos bien remunerados y de alta calidad que ayudarán a acelerar nuestra transición hacia la economía verde del futuro y desencadenarán un crecimiento sostenible. Empleos en el desarrollo y despliegue de energía limpia. Empleos en la descarbonización de la economía. Empleos en la protección de la biodiversidad de nuestro hemisferio.

Trabajos que brinden la dignidad de poder alimentar a su familia, brindarles a sus hijos una vida mejor y visualizar un futuro lleno de posibilidades. De eso se trata todo esto. Responder a los deseos humanos básicos que todos compartimos: La dignidad. La protección. La seguridad.

Y cuando esos elementos básicos están ausentes en un lugar. Ahí es cuando las personas toman la decisión desesperada de buscarlos en otro lugar.

Así que el viernes, también nos uniremos para lanzar la Declaración de Los Ángeles, un nuevo enfoque innovador e integrado para gestionar la migración y compartir responsabilidades en todo el Hemisferio.

La Declaración representa un compromiso mutuo para invertir en soluciones regionales que mejoren la estabilidad, aumenten las oportunidades para una migración segura y ordenada en toda la región, y tomen medidas enérgicas contra los delincuentes y los traficantes de personas que se aprovechan de las personas desesperadas.

Democracy is a mark of the identity of our region. Our Inter-American Democratic Charter, which emerged from the Third Summit of the Americas, captures our unique commitment to democracy as a region. It affirms the right of the people of the Americas to democracy and our obligation as governments to promote and defend it.

And as we meet again today, at a time when democracy is under attack around the world, let us come together again to renew our conviction that democracy is not only a defining characteristic of our American histories, but is essential to our American future. shared.

Our region is large and diverse. We don’t always agree on everything. But because we are democracies, we resolve our disagreements with mutual respect and dialogue.

And this Summit is an opportunity for us to unite around bold ideas, ambitious actions and to demonstrate to our people the incredible power of democracies to generate concrete benefits and improve the lives of all.

The question is no longer: what will the United States do for the Americas? The question is: what can we achieve by working together? Like true partners. With diverse, but equal abilities and with mutual respect. Recognizing both our individual sovereignty and our shared responsibilities.

The COVID-19 pandemic hit our region especially hard. While we represent only about 12 percent of the world’s population, we had more than 40 percent of the reported deaths related to the global pandemic. It is an enormous tragedy that has left too many families devastated.

And the subsequent economic crisis caused by the pandemic, devastated economies throughout the hemisphere, which wiped out much of the progress we had worked so hard to achieve. 22 million more people fell into poverty in just the first year of the pandemic.

In the months leading up to this Summit, countries have made significant and concrete commitments to address these challenges. And the United States is doing our part, too.

Yesterday, we launched our “Cities Forward” initiative, which recognizes the key role mayors and local governments play in delivering services to people where they live. And we will host the Inaugural Americas Cities Summit in Denver in April 2023.

Earlier today, we announced a new Americas Health Corps, which will train 500,000 medical and public health professionals in the region over the next five years, and help strengthen our health systems.

Over the next few days, we will implement other new initiatives, created in cooperation with many of your countries. This includes a US-Caribbean Partnership to Address the Climate Crisis, which Vice President Harris will lead.

And a collaboration between the United States, Argentina, Brazil, Canada, Chile and Mexico, the largest food exporters in the hemisphere, to increase food production for export, as well as increase the production and transportation of fertilizers.

As leaders, we will discuss ways to better focus on the more than half a billion dollars the United States is dedicating to increasing the security of our citizens, working with allies to disrupt transnational criminal organizations, pursue drug traffickers and illicit firearms, advance anti-corruption efforts, and strengthening the rule of law.

And tonight, I am announcing a new economic alliance, which builds on all the work we have done in the region, and will guide our engagement going forward.

We call it the Alliance of the Americas for Economic Prosperity, and it is based on the same fundamental values ​​that my Administration is bringing to our strong economic recovery, and to strengthen long-term economic competitiveness in the United States.

FIRST
The Alliance of the Americas will help economies grow from the bottom up, and from the center outward, not from the top down. What is true in the United States is true in all countries. Trickle-down economics does NOT work.

But when we invest in strengthening workers and the middle class, the poor have a ladder up, and those at the top still do well. This is how we can increase opportunity and decrease persistent inequality.

We need to break the cycles, where marginalized communities are the most affected by disasters. And they have the fewest resources to recover from crises or prepare for the next one.

Together, we will invest in ensuring our trade is sustainable and responsible, and in creating supply chains that are more resilient, safer and more sustainable.

By working with close friends who share our values, we can ensure that we are NOT vulnerable to unexpected impacts, while creating economic opportunities for the people of our region.

SECOND
The Alliance of the Americas will foster innovation and help governments deliver for their people. People everywhere hope that their government will help give them some breathing room.

Provide job opportunities that pay a living wage. Educate children so that they can rise, as high as their talents take them. Safe communities, so that families feel safe in their homes, and people know that their rights will be respected.

That means directing investment to help governments meet those responsibilities, including modernizing multilateral development banks to better address current and future challenges.

For example, many countries in our region have generally prospered, making it difficult for them to obtain development loans. But they still struggle with deep inequality.

I am proposing fundamental reforms to the Inter-American Development Bank Group. And the United States is ready to put new capital into the Bank’s private sector lending arm, IDB Invest, to help catalyze the critical flow of private capital to the region, especially to support startups, digital connectivity, renewable energy, and health.

THIRD
The Alliance of the Americas will address the climate crisis head-on, with the same mindset we are bringing to this work in the United States.

When I hear “climate,” I think “jobs.” High-quality, well-paid jobs that will help accelerate our transition to the green economy of the future and unleash sustainable growth. Jobs in clean energy development and deployment. Jobs in the decarbonization of the economy. Jobs in protecting the biodiversity of our hemisphere.

Jobs that provide the dignity of being able to feed your family, give your children a better life, and envision a future full of possibilities. That’s what all this is about. Respond to the basic human desires that we all share: Dignity. The protection. Safety.

And when those basic elements are absent in a place. That’s when people make the desperate decision to look for them elsewhere.

So on Friday, we will also come together to launch the Los Angeles Declaration, an innovative and integrated new approach to managing migration and sharing responsibilities across the Hemisphere.

The Declaration represents a mutual commitment to invest in regional solutions that improve stability, increase opportunities for safe and orderly migration across the region, and crack down on criminals and human traffickers who prey on desperate people.

Safe and orderly migration is good for all our economies. It can be a catalyst for sustainable growth. But illegal migration is NOT acceptable, and we will protect our borders, including through innovative and coordinated actions with our regional partners.

We have come a long way together since the United States hosted the first Summit of the Americas 28 years ago.

But the “Spirit of Miami,” as it was known, the sense of hope and new possibilities that defined that first Summit, remains key to meeting current challenges and unlocking the incredible potential that exists on the American continent.

There is no reason why the Western Hemisphere should not be secure, prosperous and democratic, from the northern tip of Canada to the southern tip of Chile. We have all the tools we need, right here in our own hemisphere. Our people are dynamic and innovative.

Our nations are committed to working in partnership. And our region is forever united by the close ties of family and enduring friendship.

We see it here in Los Angeles, a city that has been shaped from its earliest days, and strengthened for decades, by the rich and diverse contributions of people from all of our nations. It is written in the murals, markets and streets that cross the city, witnesses of the history, the struggle and the indomitable spirit of the people of America.
