“El complicado contexto internacional y nacional (conflictividad y El Niño) ocasionaron pérdidas al país, y efectivamente, se requerían nuevas iniciativas. Si bien resaltamos los anuncios, creemos que faltan afinar algunos detalles”, precisó.

Luego de comentar que el año pasado las exportaciones aportaron el 26% del PBI, Pérez Alván recomendó evaluar otras iniciativas a favor de la cadena textil-confecciones, metalmecánica, químico-farmacéutico y forestal, que también tienen mucho potencial y podrían ser lo nuevos motores de la economía peruana.

“Esperamos que se ejecuten a la brevedad y se mantenga el diálogo con las fuerzas productivas del país. La economía no solo debe crecer 3%, sino 6%, solo de esa forma se podrá absorber la mano de obra de los miles de jóvenes que año a año ingresan al mercado laboral”, comentó.

Respecto a las medidas para la agroindustria, dijo que si bien la reducción del pago a Essalud, de 8% a 6% (2024-2025) ayudará a las empresas, preocupa que se perjudique el trabajo de esa institución. “Se mencionaron los incentivos a la contratación de nuevos trabajadores y la ampliación del seguro agrario, pero faltan los pormenores”, apuntó.

Destacó que el gobierno haya recogido el pedido de ADEX sobre el trabajo articulado entre el sector privado, Senasa, Mincetur, RR.EE., Produce, Sanipes, Digesa y Digemid, a fin de ingresar a más mercados; asimismo, las propuestas a favor del turismo pues impulsará otros sectores como la artesanía, joyería y orfebrería.

“Una gran parte de los anuncios fueron transversales y confiamos que den los resultados esperados, pero si queremos que Perú crezca en 6%, se debe ser muy cuidadosos en su implementación y hacer un seguimiento para hacer los correctivos si fuera necesario”, concluyó.

PROPUESTAS DE ADEX AL MEF
ADEX hizo llegar al Ministerio de Economía y Finanzas (MEF) una serie de propuestas. En materia fiscal sugirió reducir el sistema de detracción, percepción y retención con el propósito de dar mayor liquidez a las empresas, sobre todo a las micro y pequeñas; reducir de forma gradual la tasa del Impuesto a la Renta (IR) de 29.5% a 25%, y paralelamente elevar la tasa de distribución de dividendos de 5% a 9.5% (promoverá la inversión privada, la reinversión de utilidades).

Asimismo, elevar la tasa del Drawback de 3% a 5%, deducir del pago del IR de 5ta categoría el seguro de desgravamen de los créditos hipotecarios, con lo cual crecería el sector construcción; y postergar hacia el 2025 el incremento de la tasa de IR para la agroindustria (mantenerla en 15% y que no se eleve a 20%).

En lo laboral planteó fortalecer Essalud (debe brindar un servicio adecuado y oportuno) y discutir una reforma laboral que haga más competitivas el aparato productivo. En relación al comercio exterior pidió fortalecer las OCEX e iniciar un proceso de acumulación de origen entre los países de la Alianza del Pacífico y EE.UU.

ADEX PROPOSALS TO THE MEF
