La iniciativa busca implementar un mecanismo intergubernamental y fortalecer la lucha contra el tráfico ilícito de drogas entre los puertos de la región.

El ministro de Relaciones Exteriores señaló que esta propuesta constituye una alternativa concreta para mejorar la efectividad en la lucha contra el narcotráfico, dado que los puertos son los centros más importantes para la recepción y envío de drogas y sustancias ilícitas en el mundo.

Destacó que “los desafíos que plantea el crimen organizado transnacional son cada vez mayores, trascienden nuestras fronteras y se producen en el marco de una dinámica comercial vertiginosa. Los puertos tienen un rol fundamental, considerando que más del 80 % del tránsito de mercancías a nivel global se produce por vía marítima”.

En ese sentido, el canciller refirió que para enfrentar con éxito el crimen organizado transnacional se requiere “del trabajo conjunto y colaborativo de múltiples actores, así como del compromiso colectivo de fortalecer los canales de diálogo y cooperación”.

La propuesta peruana “Alianza Sudamericana de Puertos” considera la incorporación de las mejores prácticas en seguridad portuaria, facilitar el intercambio de información entre las entidades encargadas de la lucha contra el narcotráfico en los puertos y la comunicación entre los participantes, entre otros.

Durante la ceremonia se proyectó una presentación con las precisiones de esta iniciativa. El canciller agradeció a la Autoridad Portuaria Nacional, a la Superintendencia Nacional de Aduanas y Administración Tributaria, a la Dirección Antidrogas de la Policía Nacional del Perú, a la Marina de Guerra y a la Fiscalía de la Nación, por sus contribuciones para la elaboración de esta propuesta.

Asimismo, agradeció y destacó la importancia del compromiso expresado por la Oficina de las Naciones Unidas contra la Droga y el Delito (UNODC) para apoyar y acompañar la implementación de esta iniciativa.

La Cancillería convocará a una reunión técnica regional, prevista para el primer trimestre del 2025, a fin de trazar una hoja de ruta que permita la implementación de esta propuesta.

The initiative seeks to implement an intergovernmental mechanism and strengthen the fight against illicit drug trafficking between the ports of the region.

The Minister of Foreign Affairs pointed out that this proposal constitutes a concrete alternative to improve effectiveness in the fight against drug trafficking, given that ports are the most important centers for the reception and shipment of drugs and illicit substances in the world.

He highlighted that “the challenges posed by transnational organized crime are increasingly greater, transcend our borders and occur within the framework of dizzying commercial dynamics. Ports have a fundamental role, considering that more than 80% of global merchandise transit occurs by sea.”

In that sense, the chancellor said that to successfully confront transnational organized crime, “the joint and collaborative work of multiple actors is required, as well as the collective commitment to strengthen the channels of dialogue and cooperation.”

The Peruvian proposal “South American Ports Alliance” considers the incorporation of best practices in port security, facilitating the exchange of information between the entities in charge of the fight against drug trafficking in ports and communication between participants, among others.

During the ceremony, a presentation with the details of this initiative was projected. The chancellor thanked the National Port Authority, the National Superintendence of Customs and Tax Administration, the Anti-Drug Directorate of the National Police of Peru, the Navy and the Attorney General’s Office, for their contributions to the preparation of this proposal.

Likewise, he thanked and highlighted the importance of the commitment expressed by the United Nations Office on Drugs and Crime (UNODC) to support and accompany the implementation of this initiative.

The Foreign Ministry will convene a regional technical meeting, scheduled for the first quarter of 2025, in order to draw up a roadmap that allows the implementation of this proposal.
