“Esta ley velará por el supremo interés de la democracia, la unidad nacional y poner bajo una revisión exhaustiva a una minoría de ONGs que actúan en contra de los intereses de nuestro país, sembrando odio y atacando nuestro sistema”, manifestó desde Palacio de Gobierno donde se firmó la autógrafa.

Explicó que, con esta ley, la Agencia Peruana de Cooperación Internacional (APCI) asume nuevas funciones, entre ellas, promover la transparencia y supervisar de manera eficaz la ejecución de los recursos no reembolsables que el país recibe a través de la cooperación técnica internacional.

“El control y la fiscalización son prerrogativas fundamentales de un Estado constitucional, soberano y democrático, basado en la legalidad, donde no existen zonas libres ni espacios exentos del escrutinio público. Por ello, el propósito de esta ley es garantizar la transparencia y asegurar que los recursos, tanto públicos como privados, se utilicen de manera honesta”, enfatizó.

Indicó que la ley también asigna la responsabilidad de ejecutar la política nacional de cooperación técnica internacional, una herramienta clave de nuestra política exterior, orientada tanto a captar recursos para el desarrollo nacional como a promover la oferta peruana de cooperación en el ámbito global.

“A partir de ahora, las entidades que reciban recursos de la cooperación internacional deberán inscribir sus planes, proyectos, programas y actividades, así como la ejecución de sus gastos, en un registro público e informativo gestionado por la APCI. No se trata de control, sino de claridad; no es fiscalización arbitraria, sino de rendición de cuentas”, subrayó.

De igual manera, precisó que la ley faculta a la SUNAT para evaluar la creación de una unidad especializada que asegure la supervisión establecida, dentro del marco de sus competencias. “Se establece también que todo contrato o acto jurídico que el Estado celebre con las organizaciones gestoras de cooperación técnica internacional deberá contar con la conformidad previa de la APCI”, detalló.

Seguidamente, la jefa de Estado destacó que esta iniciativa fue respaldada de manera clara y contundente en el Congreso de la República. “Su aprobación y la exoneración de segunda votación reflejan el amplio consenso en torno a la necesidad de garantizar la transparencia y el uso responsable de los recursos provenientes del exterior”, expresó.

Finalmente, la mandataria reflexionó afirmando que, en una democracia moderna, nadie debe temer a la transparencia.

“Nadie debe sentirse aludido o afectado cuando el objetivo de una norma es proteger el interés general y asegurar que cada sol, cada dólar, cada euro que llega al Perú en nombre de la cooperación internacional cumpla con los objetivos y las propuestas que hicieron posible el apoyo de los organismos comprometidos con mejorar la vida de nuestra gente”, puntualizó.

“This law will safeguard the supreme interest of democracy and national unity and will place under exhaustive scrutiny a minority of NGOs that act against the interests of our country, sowing hatred and attacking our system,” she stated from the Government Palace where the autograph was signed.

He explained that, with this law, the Peruvian Agency for International Cooperation (APCI) assumes new functions, including promoting transparency and effectively supervising the implementation of non-reimbursable resources that the country receives through international technical cooperation.

“Control and oversight are fundamental prerogatives of a constitutional, sovereign, and democratic State, based on the rule of law, where there are no free zones or spaces exempt from public scrutiny. Therefore, the purpose of this law is to guarantee transparency and ensure that resources, both public and private, are used honestly,” he emphasized.

He indicated that the law also assigns responsibility for implementing the national policy on international technical cooperation, a key tool of our foreign policy, aimed both at attracting resources for national development and promoting Peru’s cooperation offering globally.

“From now on, entities that receive resources from international cooperation must register their plans, projects, programs, and activities, as well as the execution of their expenditures, in a public and informative registry managed by the APCI. This is not about control, but about clarity; it is not arbitrary oversight, but about accountability,” he emphasized.

Similarly, he specified that the law empowers SUNAT to evaluate the creation of a specialized unit to ensure the established oversight, within the framework of its powers. “It also establishes that any contract or legal act that the State enters into with organizations managing international technical cooperation must have the prior approval of the APCI,” he explained.

The head of state then emphasized that this initiative was clearly and overwhelmingly supported in Congress. “Its approval and the waiver of a second vote reflect the broad consensus around the need to guarantee transparency and the responsible use of resources from abroad,” she stated.

Finally, the president reflected, stating that, in a modern democracy, no one should fear transparency.

“No one should feel targeted or affected when the objective of a regulation is to protect the general interest and ensure that every sol, every dollar, every euro that reaches Peru in the name of international cooperation meets the objectives and proposals that made possible the support of organizations committed to improving the lives of our people,” she emphasized.
