Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe A fin de fortalecer las capacidades de los distintos niveles de gobierno para una gestión pública más eficiente y orientada a resultados, la Presidencia del Consejo de Ministros (PCM) capacitó a más de 550 funcionarios de los 26 gobiernos regionales en la adecuada ejecución del presupuesto destinado a la reducción de la vulnerabilidad y atención de emergencias por desastre.

A través de la Secretaría de Gestión del Riesgo de Desastres (SGRD), la PCM desarrolló durante mayo y lo que va del mes de junio talleres de asistencia técnica sobre la ejecución prevista para el año fiscal 2025 del Programa Presupuestal 0068 “Reducción de vulnerabilidad y atención de emergencias por desastres” (PP 0068), así como sobre la Programación Multianual del Gasto (PMG) 2026–2028. Estas jornadas estuvieron dirigidas a los equipos técnicos de planeamiento y presupuesto, oficinas de gestión del riesgo de desastres y direcciones regionales de Salud, Educación y Agricultura.

Las actividades se realizaron en coordinación con los sectores de Educación, Economía y Finanzas, Desarrollo Agrario y Riego, y Salud, así como con el Instituto Nacional de Defensa Civil (Indeci) y el Centro Nacional de Estimación, Prevención y Reducción del Riesgo de Desastres (Cenepred).

El objetivo fue dotar a los gobiernos regionales de herramientas que fortalezcan la planificación, la ejecución y el seguimiento de intervenciones estratégicas en gestión del riesgo de desastres, mediante una asignación eficiente del gasto público y la reducción de la vulnerabilidad. De esta forma se asegurará la protección de la población y sus medios de vida ante peligros de origen natural o inducidos por la acción humana.

Durante los talleres se abordaron temas como la identificación y la priorización de actividades trazadoras del PP 0068 para su incorporación en la PMG 2026–2028; el análisis de alertas en la ejecución presupuestal 2025 para permitir ajustes oportunos y articulados, el fortalecimiento de la coordinación entre los distintos niveles de gobierno y la aplicación del enfoque de gestión por resultados, que permitirán orientar los recursos hacia impactos concretos en beneficio de la ciudadanía.

Con estas acciones, la PCM reafirma su rol articulador y técnico en la construcción de una gestión pública más eficiente, que garantice servicios oportunos y eficaces frente a peligros como inundaciones, huaicos, heladas y lluvias intensas, entre otros.

Peruvian News Agency PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe In order to strengthen the capacities of the different levels of government for more efficient and results-oriented public management, the Presidency of the Council of Ministers (PCM) trained more than 550 officials from the 26 regional governments in the proper execution of the budget allocated to reducing vulnerability and responding to disaster emergencies.

Through the Secretariat for Disaster Risk Management (SGRD), the PCM held technical assistance workshops in May and so far this June on the planned implementation of Budget Program 0068 “Vulnerability Reduction and Disaster Emergency Response” (PP 0068) for fiscal year 2025, as well as on the Multiannual Expenditure Planning (PMG) 2026–2028. These workshops were aimed at technical planning and budget teams, disaster risk management offices, and the regional directorates of Health, Education, and Agriculture.

The activities were carried out in coordination with the Education, Economy and Finance, Agrarian Development and Irrigation, and Health sectors, as well as with the National Civil Defense Institute (INDECI) and the National Center for Disaster Risk Assessment, Prevention, and Reduction (CENEPRED).

The objective was to provide regional governments with tools to strengthen the planning, execution, and monitoring of strategic interventions in disaster risk management, through efficient allocation of public spending and vulnerability reduction. This will ensure the protection of the population and their livelihoods from natural or human-induced hazards.

The workshops addressed topics such as the identification and prioritization of guiding activities for PP 0068 for incorporation into the 2026–2028 PMG; The analysis of alerts in the 2025 budget execution to allow for timely and coordinated adjustments, the strengthening of coordination between different levels of government, and the application of the results-based management approach, which will allow resources to be directed toward concrete impacts for the benefit of citizens.

With these actions, the PCM reaffirms its coordinating and technical role in building more efficient public management, ensuring timely and effective services in the face of hazards such as floods, mudslides, frost, and heavy rains, among others.
