En ese orden de ideas, mediante Decreto Supremo N.° 105‑2026‑EF, publicado en el Diario Oficial El Peruano, el Ejecutivo autorizó la transferencia de más de 20.5 millones de soles a los gobiernos regionales. Esta medida tiene como fin principal garantizar la continuidad de 382 plazas docentes y 2 080 bolsas de horas que fueron creadas durante el Año Fiscal 2025.

Estos puestos y horas de clase son fundamentales para mantener la cobertura educativa en las regiones, especialmente en aquellas donde la demanda estudiantil aumentó o donde se ampliaron los servicios educativos en años anteriores. Al asegurar su financiamiento, se evita que se interrumpan las clases o se reduzca la carga horaria establecida por el currículo nacional.

Según la norma, los recursos provienen del presupuesto institucional del Ministerio de Educación, por lo que no requiere recursos adicionales del Tesoro Público. Esto significa que la medida se ejecuta dentro de los márgenes presupuestarios ya aprobados, sin generar mayor gasto público ni endeudamiento.

Los fondos serán utilizados exclusivamente para el pago de remuneraciones y beneficios del personal docente y de las promotoras educativas que laboran en instituciones de Educación Básica Regular. Con ello se busca asegurar que se cumplan las horas lectivas establecidas en la normativa vigente, requisito indispensable para garantizar una formación integral y de calidad para los estudiantes.

REGLAS CLARAS PARA SU EJECUCIÓN

1.- Las autoridades regionales tienen un plazo de cinco días calendario desde la entrada en vigor de la norma para aprobar mediante resolución la desagregación detallada de los recursos recibidos.
2.- Queda expresamente prohibido destinar estos fondos a fines distintos a los autorizados. Cualquier desvío será sancionado bajo responsabilidad administrativa, civil o penal, según corresponda.

Con esta decisión, el Gobierno reafirma su compromiso con la educación pública como prioridad nacional, asegurando que las instituciones cuenten con el personal necesario para desarrollar el año escolar de manera adecuada y continua en todo el territorio peruano.
