El acto cuenta con respaldo legal mediante la Resolución Suprema N.º 189‑2026‑PCM, publicada en edición extraordinaria del Diario Oficial El Peruano. Los bienes entregados tienen un valor calculado de 278 406 soles.
La ayuda está seleccionada para cubrir necesidades básicas inmediatas:
1.- Alimentos: arroz, fideos, aceite y productos de consumo habitual.
2.- Elementos de refugio: carpas.
3.- Vestimenta: ropa adecuada para protegerse del frío.
4.- Artículos de uso diario: enseres domésticos y menaje de cocina.
La norma fue firmada por las autoridades responsables:
Presidente de la República: José María Balcázar.
Jefe del Gabinete Ministerial: Luis Arroyo.
Ministro de Relaciones Exteriores: Carlos Pareja.
Ministro de Defensa: Amadeo Flores.
Esta acción forma parte de la política exterior peruana de solidaridad y cooperación entre países vecinos y hermanos ante situaciones de emergencia. INDECI actúa como ente técnico encargado de organizar, preparar y coordinar la entrega eficaz de los recursos.
