En una sesión histórica que contó con la participación total de los 130 legisladores, el diputado Óscar de Jesús Reto Otero, representante de la bancada del Partido del Buen Gobierno, fue elegido presidente de la Mesa Directiva tras obtener una amplia mayoría de 74 votos a favor. Su triunfo marca el inicio de una nueva etapa en la conducción de la Cámara Baja, basada en la unidad de la alianza multipartidaria y el estricto respeto al marco normativo.
CONFORMACIÓN DE LA NUEVA MESA DIRECTIVA
La Lista N.º 1, denominada “Consenso por la Democracia”, resultó ganadora y queda integrada de la siguiente manera:
Presidente: Óscar de Jesús Reto Otero (Partido del Buen Gobierno)
Primera Vicepresidenta: Analí Márquez Huanca (Juntos por el Perú)
Segundo Vicepresidente: Harvey Colchado Huamán (Ahora Nación)
Tercer Vicepresidente: José Yataco Torrealba (Partido Cívico Obras)
La fórmula opositora, Lista N.º 2, encabezada por la diputada Norma Yarrow Lumbreras (Renovación Popular), obtuvo 61 votos, siendo acompañada en su nómina por Karina Beteta Rubín, Diego Bazán Calderón y Gilmer Trujillo Zegarra.
DATOS CONCEPTUALES
Junta Preparatoria: Órgano temporal encargado de verificar credenciales, interpretar el reglamento y conducir el proceso electoral de las primeras autoridades de la legislatura, actuando como garante de la legalidad inicial.
Votación por Cédula: Mecanismo tradicional de sufragio secreto utilizado en el ámbito parlamentario para garantizar la libertad y confidencialidad del legislador al emitir su preferencia.
Escrutinio: Acto público y transparente de recuento de votos, supervisado por representantes de las distintas fuerzas políticas para evitar irregularidades y certificar el resultado.
Mesa Directiva: Máxima autoridad colegiada de cada cámara, responsable de dirigir los debates, administrar los recursos y velar por el cumplimiento de la agenda legislativa, la representación política y el control del gobierno.
DESARROLLO DEL PROCESO ELECTORAL
La jornada fue presidida por la titular de la Junta Preparatoria, la diputada Cecilia Chacón De Vettori, quien inició el acto dando lectura estricta a las bases legales: la Primera Disposición Complementaria Transitoria del Reglamento del Congreso y el artículo 87 del reglamento de la Cámara Baja.
Para garantizar la transparencia absoluta, se designó a dos diputadas escrutadoras: Pierangeli Jovich (Fuerza Popular) y Nery Fernández Nina (Partido del Buen Gobierno). El proceso se desarrolló llamando a los legisladores por orden alfabético para depositar su voto secreto en el ánfora. Durante la jornada, se resolvieron inmediatamente las observaciones sobre cédulas impugnadas, manteniendo siempre la continuidad y el orden.
El conteo final reflejó la voluntad clara del pleno: 74 votos consolidaron el triunfo de la Lista N.º 1, frente a los 61 sufragios de la lista rival.
CONCLUSIONES
1.- Mandato de mayoría y consenso: La elección de Óscar Reto con 74 votos otorga una legitimidad sólida y amplia a su gestión, reflejando el respaldo de una mayoría legislativa que busca estabilidad y diálogo.
2.- Proceso impecable y reglado: La conducción de la Junta Preparatoria y la supervisión bipartita demostraron que la institucionalidad funciona, resolviendo incidencias con agilidad y apego a la ley.
3.- Representación plural y diversa: La conformación de la nueva Mesa Directiva integra a distintas bancadas (cuatro fuerzas políticas), reflejando el carácter diverso del parlamento y el compromiso con la unidad.
4.- Nuevo impulso a la función parlamentaria: El equipo electo asume el compromiso de fortalecer las tres funciones esenciales de la Cámara: legislación, representación y control político, respondiendo a las expectativas ciudadanas.

DEVELOPMENT OF THE ELECTORAL PROCESS
The session was chaired by the head of the Preparatory Board, Deputy Cecilia Chacón De Vettori, who opened the event by strictly reading the legal bases: the First Complementary Transitory Provision of the Regulations of the Congress and article 87 of the Lower House regulations.
To guarantee absolute transparency, two scrutineer deputies were appointed: Pierangeli Jovich (Popular Force) and Nery Fernández Nina (Good Government Party). The process proceeded by calling the legislators in alphabetical order to cast their secret vote in the ballot box. During the day, observations regarding challenged ballots were resolved immediately, always maintaining continuity and order.
The final count reflected the clear will of the plenary: 74 votes consolidated the victory of List No. 1, compared to the 61 votes of the rival list.

4.- New impetus for parliamentary function: The elected team assumes the commitment to strengthen the three essential functions of the Chamber: legislation, representation and political control, responding to citizen expectations.
