Este encuentro de alto nivel se despliega en un contexto global particularmente desafiante, marcado por amenazas emergentes a la seguridad y la estabilidad democrática. Su objetivo primordial es fomentar un diálogo constructivo, un análisis profundo y una cooperación internacional robusta entre los principales actores del ámbito castrense y jurídico. Contará con la participación de delegados de Argentina, Brasil, Canadá, Chile, Colombia, Estados Unidos, México, Paraguay, República Dominicana y, por supuesto, Perú.

A lo largo de los tres días del evento, se examinarán tres ejes temáticos de suma importancia:

• La estructura, las competencias y los retos contemporáneos que enfrenta la justicia militar en diversas naciones.
• La implementación del Derecho Internacional Humanitario por parte de las fuerzas armadas y policiales.
• El tratamiento de la criminalidad organizada dentro de los sistemas penales de la región.

Las sesiones se articularán en torno a once mesas temáticas, que reunirán a vocales de tribunales militares, magistrados, oficiales superiores, académicos de renombre y representantes de comisiones nacionales, como el CONADIH, así como de organismos internacionales, entre ellos el Comité Internacional de la Cruz Roja (CICR).

Entre los temas más destacados que se abordarán en el programa, figuran:

• Los modelos de justicia militar implementados en Brasil, Estados Unidos, Canadá, Argentina, Chile y Perú.
• El enfoque de justicia penal transicional adoptado en Colombia.
• El papel crucial de la Comisión Nacional de Estudio y Aplicación del Derecho Internacional Humanitario (CONARD) en Perú.
• Las estrategias jurídicas para hacer frente a la criminalidad organizada en México y Perú.

El Mayor General FAP (r) Arturo Giles Ferrer, presidente del Fuero Militar Policial, subrayó la relevancia del encuentro como plataforma para el intercambio de experiencias y el fortalecimiento institucional. En la presentación también estuvieron presentes el Coronel FAP (r) Julio Rodríguez Diaz, Secretario General del FMP, y el Teniente Coronel EP (r) Roosevelt Bravo Maxdeo, del Centro de Estudios de Justicia Militar.

Durante la presentación, se anunció la publicación oficial del Reporte del VII Encuentro Internacional sobre Justicia Militar y Derecho Operacional, un documento exhaustivo que recoge los análisis, las ponencias y las conclusiones del evento celebrado en 2024.

En conclusión, el Octavo Encuentro se presenta como una oportunidad esencial para reafirmar el compromiso de Perú con el fortalecimiento de la justicia militar y la promoción de los principios humanitarios en situaciones de conflicto, consolidando así su posición como referente en la región.

This high-level meeting is taking place in a particularly challenging global context, marked by emerging threats to security and democratic stability. Its primary objective is to foster constructive dialogue, in-depth analysis, and robust international cooperation among key actors in the military and legal spheres. Delegates from Argentina, Brazil, Canada, Chile, Colombia, the United States, Mexico, Paraguay, the Dominican Republic, and, of course, Peru will participate.

Over the three days of the event, three critical topics will be examined:

• The structure, competencies, and contemporary challenges facing military justice in various nations.
• The implementation of International Humanitarian Law by the armed forces and police.
• The treatment of organized crime within the region’s criminal justice systems.

The sessions will be organized around eleven thematic panels, bringing together members of military tribunals, magistrates, senior officers, renowned academics, and representatives of national commissions, such as CONADIH, as well as international organizations, including the International Committee of the Red Cross (ICRC).

Among the most notable topics covered in the program are:

• The military justice models implemented in Brazil, the United States, Canada, Argentina, Chile, and Peru.
• The transitional criminal justice approach adopted in Colombia.
• The crucial role of the National Commission for the Study and Application of International Humanitarian Law (CONARD) in Peru.
• Legal strategies for addressing organized crime in Mexico and Peru.

Ret. FAP Major General Arturo Giles Ferrer, President of the Military Police Jurisdiction, emphasized the importance of the meeting as a platform for the exchange of experiences and institutional strengthening. Also present at the presentation were FAP Colonel Julio Rodríguez Diaz, Secretary General of the FMP, and EP Lieutenant Colonel Roosevelt Bravo Maxdeo, of the Center for Military Justice Studies.

During the presentation, the official publication of the Report of the VII International Meeting on Military Justice and Operational Law was announced. This comprehensive document compiles the analyses, presentations, and conclusions of the event held in 2024.
