Quinto Grupo de Reintegro
Es el conjunto de beneficiarios definido y autorizado por norma legal para recibir la devolución parcial o total de los aportes que realizaron obligatoriamente al Fondo Nacional de Vivienda (Fonavi) durante su vigencia. Este grupo está integrado por ex aportantes que ya habían cobrado montos anteriores de forma parcial y que cumplen con los requisitos de edad, condición de salud o discapacidad establecidos para esta etapa.
Según el reporte oficial detallado, hasta el momento han acudido a cobrar sus aportes un total de 32 504 personas en las agencias y plataformas habilitadas del Banco de la Nación. De este universo:
1.- 27 780 personas pertenecen específicamente al Quinto Grupo de Reintegro, quienes han cobrado en conjunto S/ 106 331 616.73.
2.- 4 724 fonavistas restantes, que corresponden a otros grupos de pago habilitados anteriormente, recibieron la suma total de S/ 14 118 298.30.
Estas cifras muestran que el grueso de los recursos entregados en estas últimas semanas se ha dirigido justamente a los integrantes de esta nueva etapa, para la cual el Estado ha destinado una partida presupuestaria total de S/ 222 234 070.69. Este monto está asignado para atender a 66 644 ex aportantes, todos ellos pertenecientes del primer al decimonoveno grupo de pago, quienes en oportunidades anteriores solo recibieron devoluciones parciales de lo aportado y ahora completan o avanzan en la recuperación de su dinero.
¿Quiénes están incluidos en este proceso?
El alcance de este Quinto Grupo de Reintegro ha sido definido bajo criterios de prioridad social, buscando atender primero a quienes se encuentran en situación de mayor vulnerabilidad o avanzada edad. La normativa establece que pueden cobrar:
1.- Ex aportantes titulares: Personas que realizaron los pagos y que tienen 67 años o más de edad a la fecha de inicio del proceso.
2.- Herederos de aportantes fallecidos: Corresponde a los familiares de quienes aportaron y que, de haber vivido, habrían cumplido 88 años de edad como máximo al 31 de mayo de 2026, siempre que estén registrados del primer al decimonoveno grupo.
3.- Personas con discapacidad: Aquellas que cuentan con inscripción vigente y certificada en el Registro Nacional de la Persona con Discapacidad (CONADIS).
4.- Pensionistas por invalidez: Ciudadanos que reciben este tipo de pensión reconocida y administrada por la Oficina de Normalización Previsional (ONP).
5.- Personas con salud comprometida: Pacientes diagnosticados con enfermedades graves, crónicas o terminales, debidamente acreditadas mediante certificados médicos oficiales y vigentes.
Comisión Ad Hoc del Fonavi
Es el organismo especial y temporal creado por ley, encargado de administrar, organizar y ejecutar todo el proceso de verificación, registro y devolución de los aportes realizados al Fonavi, garantizando que se cumpla con el mandato de la Ley N.º 29625, norma que declaró el derecho de los ciudadanos a recuperar sus contribuciones.
¿Dónde y cómo se realiza el cobro?
El Gobierno ha dispuesto una red de atención amplia y descentralizada para facilitar el acceso al dinero sin mayores trámites ni costos para el beneficiario. La devolución se efectúa únicamente presentando el Documento Nacional de Identidad (DNI) del titular o del heredero acreditado, en:
Ventanillas de todas las agencias del Banco de la Nación a nivel nacional.
Módulos de atención en los Centros MAC (Mejor Atención al Ciudadano) ubicados en las principales ciudades y regiones del país.

Los ciudadanos que deseen verificar si figuran en esta nómina o en grupos anteriores tienen a su disposición varios canales de consulta directa y segura:

A través de estas plataformas, también se puede revisar el historial laboral registrado (Formulario F1), el estado del registro personal, el CERAD (Certificado de Registro de Aportes y Derechos) correspondiente a los periodos 2023-2025, y la lista de personas pendientes de cobro. Asimismo, está publicado el Decreto Supremo N°280-2023-EF, norma que regula la publicación y reconocimiento de herederos beneficiarios.
Desde la Presidencia del Consejo de Ministros y la Secretaría Técnica, se ha reiterado el compromiso de continuar avanzando en la validación de periodos de aportación pendientes, con el único fin de dar cumplimiento estricto a la Ley N.º 29625, que ordena restituir este recurso económico a quienes lo entregaron para fines de vivienda y que durante años estuvo retenido.

1.- Avance significativo pero pendiente: De los más de S/ 222 millones asignados para el Quinto Grupo, ya se ha cobrado cerca del 48 %, lo que demuestra un ritmo de pago constante, pero indica que aún queda más de la mitad del monto por entregar a los miles de beneficiarios que todavía no han acudido a cobrar.

This figure reflects the sustained progress of this historic process of financial restitution for thousands of Peruvians.
Fifth Reimbursement Group
This is the set of beneficiaries defined and authorised by law to receive the partial or total return of the contributions they were obliged to pay into the National Housing Fund (Fonavi) during its period of operation. The group comprises former contributors who had previously received partial payments and who meet the age, health or disability requirements established for this stage.
According to the detailed official report, a total of 32,504 people have so far come forward to collect their contributions at agencies and authorised outlets of the Bank of the Nation. Of this total:
1.- 27,780 individuals belong specifically to the Fifth Reimbursement Group and have collectively received S/ 106,331,616.73.

1.- Original contributing members: Persons who made payments and who are aged 67 years or older as of the start date of the process.
2.- Heirs of deceased contributors: Relatives of individuals who contributed and who, had they lived, would have been aged 88 years or less as of 31 May 2026, provided they are registered in groups one through nineteen.
3.- Persons with disabilities: Individuals holding valid, certified registration in the National Registry of Persons with Disabilities (CONADIS).
4.- Disability pensioners: Citizens receiving a disability pension recognised and administered by the Office of Pension Standardisation (ONP).
5.- Persons with compromised health: Patients diagnosed with serious, chronic or terminal illnesses, duly accredited by means of official and current medical certificates.
Fonavi Ad Hoc Commission
This is the special, temporary body established by law, tasked with administering, organising and executing the entire process of verification, registration and return of contributions made to Fonavi. It ensures compliance with the mandate of Law No. 29625, the statute that declared citizens’ right to recover their contributions.
